<p>The growing utilization of smartphones equipped with various sensors to collect and analyze information around us highlights a paradigm called mobile crowdsensing. To motivate citizens’ participation in crowdsensing and compensate them for their resources, it is necessary to incentivize the participants for their sensing service. There are several studies that used the Stackelberg game to model the incentive mechanism, however, those studies did not include a budget constraint for limited budget case. Another challenge is to optimize crowdsourcer (government) profit in conducting crowdsensing under the limited budget then allocates the budget to several regional working units that are responsible for the specific city problems. We propose an incentive mechanism for mobile crowdsensing based on several identified incentive parameters using the Stackelberg game model and applied the MOOP (multi-objective optimization problem) to the incentive model in which the participant reputation is taken into account. The evaluation of the proposed incentive model is performed through simulations. The simulation indicated that the result appropriately corresponds to the theoretical properties of the model.</p>

Digital library system is an application of information technology that keep, obtain and disseminate the scientific information in digital format. In a simple analogy, it is a place to keep the digital library collections. Currently, Campus IPDN Jakarta Library does not yet have a digital library system due to the lack of attention from the leadership, limited budget, and lack of human resources who manage the library. The constraints faced by the Campus IPDN Jakarta Library have led to a decline in lending services, reference services, information retrieval services, and Internet services. To overcome it, a digital library system is needed in Campus IPDN Jakarta Library environment. This requires the adequate facilities and infrastructure, human resources who master technology, and an adequate budget. ABSTRAKSistem perpustakaan digital adalah penerapan teknologi informasi sebagai sarana untuk menyimpan, mendapatkan dan menyebarluaskan informasi ilmu pengetahuan dalam format digital. Atau secara sederhana dapat dianalogikan sebagai tempat menyimpan koleksi perpustakaan yang sudah dalam bentuk digital. Saat ini, Perpustakaan IPDN Kampus Jakarta belum memiliki sistem perpustakaan digital dikarenakan kurangnya perhatian Pimpinan, terbatasnya anggaran, dan kurangnya Sumber Daya Manusia yang mengelola perpustakaan. Kendala yang dihadapi Perpustakaan IPDN Kampus Jakarta ini menyebabkan menurunnya layanan peminjaman, layanan referensi, layanan Penelusuran Informasi, dan layanan Internet. Untuk mengatasi ini, diperlukan sistem perpustakaan digital di lingkungan Perpustakan Kampus Jakarta. Hal ini memerlukan sarana dan prasarana yang memadai, sumber daya manusia yang menguasai teknologi, dan anggaran yang mencukupi.

Epidemics can particularly threaten certain sub-populations. For example, for severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2), the elderly are often preferentially protected. For diseases of plants and animals, certain sub-populations can drive mitigation because they are intrinsically more valuable for ecological, economic, socio-cultural or political reasons. Here, we use optimal control theory to identify strategies to optimally protect a ‘high-value’ sub-population when there is a limited budget and epidemiological uncertainty. We use protection of the Redwood National Park in California in the face of the large ongoing state-wide epidemic of sudden oak death (caused by Phytophthora ramorum ) as a case study. We concentrate on whether control should be focused entirely within the National Park itself, or whether treatment of the growing epidemic in the surrounding ‘buffer region’ can instead be more profitable. We find that, depending on rates of infection and the size of the ongoing epidemic, focusing control on the high-value region is often optimal. However, priority should sometimes switch from the buffer region to the high-value region only as the local outbreak grows. We characterize how the timing of any switch depends on epidemiological and logistic parameters, and test robustness to systematic misspecification of these factors due to imperfect prior knowledge.

Abstract This research is based on the purpose of Regional Regulation No.10 of 2017 which is to realize road traffic and transportation in Pekanbaru Kota can be safe, comfortable and efficient which has not been reached. the purpose of this research is to determine the implementation and what factors hinder implementation the policy the provision of road equipment in Pekanbaru Kota Distric. This research uses Grindle theory, namely the content variables of this policy include: group interests, types of benefits, changes to be achieved, location of decision making, program implementation, resources used. The policy environment includes: Power, interests, and strategy of policy actors; Characteristics of the institutions; Group compliance level. This study used descriptive qualitative method. The results of this study indicate that the implementation or application of the road equipment provision policy in Pekanbaru Kota District is seen from the process or workflow is good, but there are several obstacles, namely: road facilities that are less maintenance so that the benefits of this policy have not been maximally realized. The factors that hindered this policy were limited budget, bad behavior of public elements and poor maintenance of road equipment.   Keywords : Implementation of Policy, Traffic, Road Equipment.

The massive forest fire disasters have left an enormous area of ​​degraded peatland. This study aims to analyze the performance of two species, namely C. arborescens and C. rotundatus, as the natural regeneration post forest fires. This research was conducted in 5 different locations that experienced severe fires in 2006. We made a total of 25 plots for each location to measure biodiversity at four growth levels. We analyzed the data with vegetation analysis formulas from Magurran. The results show that at the tree growth level, C. rotundatus can withstand the fires in 2006 and is currently still growing in more significant numbers than C. arborescens. At the pole, sapling, and seedling growth levels, these species perform well as natural regeneration species with many individuals, but C. arborescens is a bit more dominant. Both species are suitable for natural regeneration after fires in degraded peat swamp forests based on survived and existing individuals. On the other hand, both species could not improve the vegetation diversity in the whole ecosystem. These two species can be the option for natural regeneration if there a limited budget and the degraded areas are in a very remote location.

The design of longer-lasting products, such as domestic electric appliances, is a key-stone approach of the circular economy to reduce the use of non-reusable materials and the number of wastes to be managed at the end of the product’s life as well as to extend it. The manufacturing of modern electric appliances includes the incorporation of printed circuit boards (PCBs). PCBs provide mechanical support and electrically connect electrical or electronic components using conductive trackpads and other features etched from one or more sheet layers of copper laminated onto and/or between sheet layers of a non-conductive substrate. This paper proposes a PCB maintenance framework, fully compliant with the “Right to Repair” concept, considering the impact of their aging failures based on measurements made on them, as well as the repair and replacement costs of their components. Herein, we present an algorithm that assesses the problem of handling the repair and replacement cost corresponding to specific failures while ensuring that the total cost of repair does not exceed a predefined value. This is achieved through an integer linear programming (ILP) formulation which maximizes the benefit to the life expectancy, Li, of an appliance, constrained by a customer’s limited budget. The proposed methodology is tested with different PCBs and considers different types of appliances. More specifically, two cases concerning PCBs of washing and dishwasher machines are studied to examine the dependency of the solutions on the aging rate of their various components. The simulation results show that considering a medium budget, after 3 years, we can achieve a health benefit of 92.4% for a washing machine’s PCB, while for a dishwasher’s PCB, the health benefit drops to 86.3%.

During the duration of the last decade, a growing interest has been noticed among transport practitioners and researchers to better understand the concept of service quality in the field of surface transportation and identify important service quality (SQ) attributes of different transportation services since these results have implications for transport managers. Due to advancements in computer technology and the availability of software packages, researchers are better able to extract meaningful results from passengers’ opinions collected through stated preference surveys and communicate their findings to transport managers looking to ameliorate SQ to boost ridership on a limited budget. Since the concept of SQ is itself complex owing to the nature of the service itself compared to a tangible product and characteristics of SQ attribute, different advanced modelling techniques based on multivariate analysis, machine learning, and artificial intelligence paradigms have become popular tools among researchers. This paper aims to summarize the trends of the SQ research in the field of surface transportation during the last decade with a focus on the methodological approaches and modelling techniques and delineate future directions for research in this field.

In Indonesia, the most common forms of domestic violence experienced are physical, sexual, psychological and economic neglect. As a result, it can cause physical and psychological injuries. Therefore, it is important to pay attention to the victim's recovery in order to strengthen the victim to be more empowered, both physically and psychologically. This article aims to describe and analyze the recovery implementation for domestic violence victims in Indonesia using the literature review method. The recovery implementation of domestic violence victims is carried out by building communication between relevant stakeholders so that cooperation is established in providing services to victims of domestic violence in accordance with their respective duties and responsibilities. The participation of external parties such as NGOs or women's organizations can assist in providing protection and assistance so that victims can still benefit from the policy even though there are still limitations from the government. The benefits of counseling services can help victims to grow confidence in living life. Empowerment through training can provide provisions for a more independent life. Obstacles faced by the government include: limited budget for handling cases of violence, especially violence against women; the number of assistants and counselors in some areas is still lacking; many room of special service facilities are inadequate and the distribution of safe houses is not evenly distributed in each area.

A team of e-learning specialists was assigned the mission to design and develop seven short e-learning modules for young learners on popular topics with a prime focus on social-emotional learning. However, these courses had to be produced on a limited budget, hosted in a Moodle platform, and be delivered for free in asynchronous only mode. Hence, a playful method of meaningful storyfication was applied in e-learning to captivate attention and spark interest. In each module, a fictional story or metaphorical challenge with playful elements was introduced where learners were invited to assist the story’s protagonists or become the heroes themselves by engaging with content. As the role of teachers is vital for the adoption of technology-based solutions in education, a mixed method evaluation was undertaken to assess the effectiveness of the method. Forty-two educators reviewed the courses, answered a questionnaire and participated in interviews. Results indicated that participants highly appreciated the narrative aspects, visual, and auditory elements rendering the e-learning courses effective for the target audience. This article can assist educators, distance education designers and developers to adopt a playful mindset and learn how to integrate practically storytelling elements into their classroom-based and online teaching.

The digitization of the natural history collections is a crucial task of today. It allows not only sharing the data but also virtually preserving the specimens. This is especially important for small collections that suffer from limited financial support and can be easily lost. Here we share our experience of the building of cheap and simple photosystem that can be used for routine digitization of local herbaria with low or without incomes. This photosystem is modular and based on the regular components that can be easily purchased and/or updated. It is compact and can be conveniently assembled and disassembled, and transported. This photosystem consists of horizontal tripod Beike Q999H with two led lamps Yongnuo YN-300 Air mounted on the 11” Magic Arm handles. The camera Canon EOS 800D was chosen due to presence of fully rotated display, the high resolution, modern focusing system, RAW format support, and low price on the market. The lens Tokina AT-X M35 PRO DX AF 35 mm f/2.8 Macro was chosen due to extreme sharpness along the whole capturing field, low aberrations and optical distortion, high light sensitivity, and fast autofocus. We also tested light box as an option for herbarium specimens’ digitization. However, we found that light box is inconvenient for herbarium digitization dues several reasons, among which its massive sizes, limited access to working space, and necessity of application of huge mounting system that should hold the camera far higher over the center of light box. In general, work with light box significantly decelerated the digitization process. We did not find any advantaged in use of the light box and therefore it was rejected. We hope that our experience will be useful for other curators wanting to digitize their collections and having limited budget.
