This paper investigates the effects of screen time on child development and cognition and the setting of ‘safe’ screen time limits for young children, specifically children aged 6-to-12 years. Guidelines on screen time vary across constituencies, and the debate around screen time is contentious with many questions yet to be answered. A review of literature was undertaken to compare current screen time recommendations against the evidence from Neuroscience, Psychiatry, Psychology and Pediatrics that quantify screen time effects on the children's brain development. Based on this comparison, conclusions are made that can guide education policies around ‘remote learning’ and ‘home schooling’ to align them with the available research on the effects of screen time on children and inform a re-evaluation of the role of parents and educators in the setting of ‘safe’ limits on screen time.

A main challenge that service providers face when managing service systems is how to generate value and regulate congestion at the same time. To this end, classical queueing models suggest managers charge per-use fees and invest in capacity to speed up the service. However, in discretionary services, in which consumers value time in service and choose how long to stay, per-use fees result in suboptimal performance and speeding up does not apply. We study a queueing model of a service provider and rational consumers who are heterogenous in their requirements for service duration. Consumers incur disutility from waiting and choose whether to join and how long to spend in service. We consider time limits as a novel mechanism that may help in controlling congestion. Time limits put a cap on the maximum time that customers can spend in service. We analyze their effectiveness when combined with two price schemes: per-use fees and price rates. Time limits are effective because they reduce time in service and impact waiting times and joining behavior. Revenue maximizing firms and social planners who maximize social welfare benefit from implementing time limits in addition to price rates. Social planners who seek to maximize consumer welfare, however, focus on regulating congestion and should, therefore, offer the service for free but implement time limits if congestion levels are high. The attractiveness of time limits goes further. We show that time limits are not only a useful lever that works well when combined with simple price mechanisms, but they are in fact optimal when congestion is high. Service providers can achieve the first-best outcome and extract all customer surplus by coupling a time limit with an optimal price mechanism. The attractiveness of time limits stems from their ability to reduce not only the average time spent in service, but also its variance. This is highly effective in settings in which customers’ service times impose externalities on others’ waiting times. Examining military personnel’s psychological states is an effective way to prevent negative mental health consequences during their deployment in a war zone. The present study identifies changes in the psychological states of military personnel (n = 192) during a 6-month deployment in a war zone in eastern Ukraine. The results confirmed both of our proposed hypotheses. First, with regard to time limits on military personnel’s deployment on the front lines in eastern Ukraine on the basis of examined psychological states, the estimated recommended deployment duration was three months. Second, we found significant differences in the dynamics of the psychological states of service members with versus without previous deployment experience. The results also substantiate that military personnel’s psychological states should be monitored during deployment in order to prevent negative mental health consequences and to ensure that military units successfully accomplish their tasks. Una de las formas más eficaces para prevenir las consecuencias negativas del despliegue en la zona militar para la salud mental de los militares es diagnosticar su estado psicológico. En el presente estudio se determinan las particularidades de los cambios en el estado psicológico de los militares (n = 192) durante el despliegue de seis meses en la zona militar en el este de Ucrania. Los resultados obtenidos confirmaron ambas hipótesis formuladas: en cuanto a la posibilidad de determinar, sobre la base del diagnóstico del estado psicológico, el plazo recomendado para el despliegue de los militares en la línea de demarcación en el este de Ucrania, que es de tres meses. Así como también sobre las posibles diferencias significativas en la dinámica del estado psicológico de los militares que tienen y no tienen experiencia en el despliegue. Asimismo, se argumenta la necesidad de monitorear el estado psicológico de los militares durante el despliegue con el propósito de prevenir oportunamente las consecuencias negativas para su salud mental y para la ejecución exitosa de las tareas de la subunidad militar.

ABSTRACT Objective: to map available evidence on parental burnout theme. Method: scoping review as according to the Joanna Briggs Institute. Search in January 2021, in six databases of publications in English, Portuguese or Spanish, without time limits. Data extracted and descriptively analyzed by three independent researchers. Results: 374 articles were identified and 20 were included in the final sample, all published in English, from 2017 onwards. Parental burnout is a complex, multifactorial problem, distinct from burnout cases, depressive symptoms and other mental health alterations. It affects 0.2 to 20% of parents, has validated and suitable instruments for measurement; if not treated, can have consequences on marital life, work relationships, child neglect and violence. Conclusions: this is a recent theme that needs to be explored, due to the possible impact on children’s and families’ health and on parents’ work processes. This article, focusing on the issue of custody time limits litigated under Covid-19 conditions, sets out how reasoned decisions to refuse to extend custody for unconvicted defendants excited the disapproval of senior judges such that fundamental changes were made to evidence, procedure and proof as well as effecting permanent manipulation of the composition of the adjudicating panels authorised to deal with such cases. This additionally raises fundamental questions about the administration and governance of the courts, the independence of the judiciary in decision-making and the basic utility of the presumption of innocence in such cases.

Administrative procedural law is full of numerous and varied procedural time limits which, as time-related categories, define the temporal boundaries of the administrative process and can act as an effective regulator of administrative procedural legal relations. The article examines the concept of time limit in administrative procedural law from the standpoint of integrativeness. It notes that the studied issue was not thoroughly elaborated in science, which appears to result from the young age of administrative procedural law as a separate branch. The research identifies substantial characteristics of the administrative procedural time limit. It reveals the temporal content of time limit in administrative procedural law. A conclusion is reached that the administrative procedural time limit results from the impact of temporal categories on the administrative procedural legal regulation when administrative cases are settled by a public administrative authority and a court. The administrative procedural time limit is recognised as a tool used for temporalizing the administrative process and aimed at ensuring the dynamism of administrative procedural activities through duration, speed, rhythm and cyclicity. The article identified the trend towards the legislative refinement of the administrative procedural time limits. In an integrative sense, the attributes inherent to the administrative procedural time limit reveal the versatility and rich inner content of the concept of time limit in administrative procedural law, which results from the legal synthesis of temporality and authoritative procedural activities of public administrative authorities and courts in settling administrative cases. The article proposed the definitions for the category of time limit in administrative procedural law both in a narrow and broad sense, as well as with an emphasis on the temporal side of the examined category.

Modeling Crew Assignments for Urban Transport Services Using Differentiated Flows Public transit agencies need to judiciously deploy their limited crew members to operate numerous daily scheduled services, while meeting duty and working time regulations for each crew member. Since crew costs account for a large portion of the organizations’ operating expenses, minimizing the total crew and transfer costs is very important. But, with hundreds of daily trips and millions of possible crew itineraries, optimizing trip-to-crew assignment decisions is challenging. In “Crew Assignment with Duty Time Limits for Transport Services: Tight Multicommodity Models,” Balakrishnan, Mirchandani, and Lin propose a novel integer optimization model that represents itineraries as multicommodity flows, differentiated by first trip and depot, to capture the duty time limits and incorporate additional requirements such as selecting equitable schedules. The authors show that this compact model can be tighter than previous formulations, further strengthen the model, and propose a restricted optimization approach combined with an optimality test to generate near-optimal solutions quickly. Extensive computational tests using well-known and real-life problem instances show that the proposed model and solution approach can be very effective in practice.

The purpose of this work is to study the problems of legal regulation of administrative delivery and detention in Russian administrative law and the study of possible ways to solve them. This problem is due to the fact that the Code of Administrative Offenses of the Russian Federation. The delivery time is not specified as a measure to secure proceedings on cases of administrative offenses, which is a flaw in administrative legislation and may violate the rights and freedoms of a person and citizen. And the law does not establish the duration of a person’s time in office space and his waiting for the start of legal proceedings which is a serious legislative gap. The novelty of this work lies in the formulation by Autor’s of modern and effective proposals for the revision of individual issues related to measures of administrative proceedings and the reality of solving these problems. The Code of Administrative Offenses of the Russian Federation must be modified accordingly in order to clearly regulate or establish specific time limits for the delivery in police office and the time to wait for the commencement of proceedings. In this paper, the above problems and progressive solutions are discussed in detail.

Abstract The ECHO model is uniquely suited to developing education for a wide range of agencies and providers serving the needs of older adults with IDD. The program’s structure and its educational philosophy depend on modeling teamwork in both the hub and the spokes. Recruitment of participants included paid caregivers, healthcare practitioners, and direct service providers, focusing on team participation at each site. In developing the curriculum, it was critical to recognize the roles played by each sector, as well as the complementary contributions of others. Consequently, curriculum content needed to be multidisciplinary and multifocal, and recognize both the breadth of contributors and time limits in selecting content for each session. Didactic presentations and case studies embodied these features. Priorities included best practices in person-centered care; differential diagnoses; and physical, social, and environmental factors. The facilitators of, and challenges to, these priorities offer implications for advancing educational programs with similar objectives.
