Abstract. This year the event of the Joint Geospatial Asia-Europe 2021 and GeoAdvances 2021 was held virtually from Casablanca, Morocco from 5 to 6th October. Sixty-two papers were received and 46 papers were accepted for the ISPRS International Archives. These papers could be categorized into three sub-disciplines – GIS, Geomatics, and Geo-computation (machine learning and applications). All accepted papers as revealed in this proceedings and presented at the conference. Several renowned researchers presented their works as keynotes, they are Prof Dr Peter van Oosterom (from TU Delft, the Netherlands), Prof Dr Volker Coors (from HfT Stuttgart, Germany), Dr Filip Biljecli (from National University of Singapore), Prof Dr Hassan Rhinane (from Hassan II University Casablanca, Morocco), Prof Dr Umit Isikdag (from Mimar Sinan Fine Arts University, Turkey), Assoc Prof Dr Gurcan Buyuksalih (Istanbul, Turkey), Prof Dr Sisi Zlatanova (from University of New South Wales, Sydney, Australia), Assoc Prof Dr Lars Bodum (Aalborg University, Denmark), Prof Dr Andreas Buerkert (from University of Kassel, Germany). Presentations from Invited Speakers from various universities and research institutes from Philippines, Malaysia, Poland, Switzerland, Qatar, Indonesia, and Germany enhanced the conference academic standing. We would like to thank all reviewers for their diligent works on the feedbacks and comments on the assigned papers.Last, but not least, gratitude to all the volunteers mainly our research students for making sure all the online system runs smoothly.Enjoy!

AbstractWe propose a scale-invariant derivative of the h-index as “h-dimension”, which is analogous to the fractal dimension of the h-index for institutional performance analysis. The design of h-dimension comes from the self-similar characteristics of the citation structure. We applied this h-dimension to data of 134 Japanese national universities and research institutes, and found well-performing medium-sized research institutes, where we identified multiple organizations related to natural disasters. This result is reasonable considering that Japan is frequently hit by earthquakes, typhoons, volcanoes and other natural disasters. However, these characteristic institutes are screened by larger universities if we depend on the existing h-index. The scale-invariant property of the proposed method helps to understand the nature of academic activities, which must promote fair and objective evaluation of research activities to maximize intellectual, and eventually economic opportunity.

The pandemic has challenged the human race, as it had been understood in the beginning of the 21st century, and it has been equalized under the effects of COVID-19. It is impossible to ignore the modifications with which transhumanism has superimposed itself on humanism. However, the pandemic has come to question this 'power' of man and science over man himself. The initially uncontrollable destructive action of a virus has been enough to almost paralyze all this progress, even in medicine itself. Health spaces and efforts had to concentrate on the search for resources to quickly stop the increase of contagions and deaths and to find definitive solutions to halt the disease. Economic, social, and cultural activities have required a response to the emergency and a capacity to react and adapt for survival. The Ortega-Marañón Foundation harmonizes humanities and sciences in its two research institutes: Instituto Universitario Ortega y Gasset and Instituto de Humanidades y Ciencias de la Salud Gregorio Marañón, affiliated to the Complutense University of Madrid.

In July 2021, one of the most important professional events took place, organized by the Czech psychological community, respectively the Czech-Moravian Psychological Society, together with other partners, especially Computer System Group a.s. as the PCO, and with universities and research institutes in the Czech Republic. The International Congress of Psychology under the auspices of the International Union of Psychological Science was postponed from 2020 due to the COVID-19 pandemic, however, even in 2021, the situation did not allow organizing such a large international event in the usual way. ICP 2020+ was therefore held online with a virtually seamless implementation, for which the CSG technology team is truly grateful. [Congress report].

Paper deals with the possibilities to improve productivity of domestic academic research through partnership cooperation between actors of innovations ecosystems at national and regional levels. Cooperation between academic research and business plays important role in this context. Main attention is paid to public sector of academic research; all problems are illustrated for the case of Novosibirsk oblast. The opinions of representatives of research institutes of Siberian Branch of Russian science Academy as well as of innovative companies’ leaders were analyzed and reviewed. Main barriers for partnership cooperation were presented basing on this review. It is pointed out that lack of confidence within cooperation between ecosystem actors and therefore limited positive experience of cooperation present significant problem. State support as well as direct financing and adequate institutional environment creation should be aimed to the elimination of these barriers.

The article is devoted to the activities of specialized institutions that studied the productive forces of the country within the Academy of Sciences. The Commission for the Study of Natural Productive Forces was established in 1915. It was the answer to the challenges of the First Word War. The Commission existed in the structure of the Academy of Sciences until 1930 and laid the foundation for many academic research institutes. The Council for the Study of Productive Forces, which was created on the basis of the Commission in 1930 during the reorganization of the Academy of Sciences, helped the Academy survive in the face ofincreased pressure from the government. Over the next three decades The Council coordinated the activities of academic institutions and laboratories in the field of productive forces and also organized scientific expeditions of the Academy of Sciences. The article examines the emergence of these institutions, their structural features and main areas of activity. The study covers the period from 1915 when the first academic unit for the study of productive forces appeared, until 1941 when the work of the Academy of Sciences was significantly transformed because of The Great Patriotic War.

The Arctic region, having tremendous natural resources, is of strategic importance for the Russian Federation. Protection of the Arctic environment, its progressive development, modernization and reorganization of the expeditionary infrastructure as well as scientific research implementation become more effective in close international cooperation. Establishment of strong scientific relationships between research institutes of the Arctic Council States is essential for the achievement of their national and regional goals. This article is concerned with the description of the scientific-research institutes based in Norway, Finland and Sweden, which focus on the study of the Arctic. The paper covers their main objectives, areas of a scientific activity, educational projects arrangement and participation in the Arctic expeditions. The article discusses an existing interaction of the considered scientific institutes of the Scandinavian countries with the institutes and universities of the Russian Federation, investigating the Arctic and Antarctic. This review will allow expanding current ways and outlining new possibilities of collaboration between the countries of the Arctic pool within the Arctic exploration and development.
