The relevance of the study is explained by the fact that the spread of the coronavirus epidemic has become a serious challenge to achieve the goals and objectives set by the national project, especially taking into account the need to obtain relevant results already in 2030. The author analyzed the impact of the pandemic on the results of achieving the corresponding milestones of federal projects in the short term - in particular, the degree of achievement of the parameters of federal projects in the dock 2019 and in the crisis year 2020 was considered. The long-term implications of the coronavirus-related restrictions are also considered, including in the aspect of a qualitative change in the national project as a whole, associated with a change in the federal projects that fill it. Based on the results of studying the issue, the author presents scenarios about the possibility of implementing a national project by 2030, taking into account the existing market situation, and also gives recommendations on possible mechanisms for the successful completion of all project activities within the timeframes determined by the President of the Russian Federation.

The article examines the criminal-legal problem of countering one of the most common types of crimes against property — fraud. The issues concerning the identification of the most complex legislative structures in order to improve and increase the effectiveness of the application in practice of the rule on a special type of fraud are considered. The issues of improving the criminal law norms on liability for fraud in order to increase their effectiveness in countering such crimes are investigated. It is noted that the problems of applying the new rules on fraud (Articles 159–159.6 of the Criminal Code of the Russian Federation), which is a common crime against property, remain unresolved. The signs of a special composition of fraud are analyzed, various judgments on this issue expressed in the legal literature are given. Proposals are being made to optimize criminal legislation in this area.

The article reviews the results of the VIII Scientific and Practical Conference with international participation "Technology and Safety of Drilling and Blasting Operations in Surface and Underground Mines of the Urals" which was held at the Ekaterinburg-EXPO Exhibition Center and the Uralasbest Industrial Complex as part of the IX Urals Mining Industry Forum and the URAL MINING' 21 Exhibition dedicated to the Year of Science and Technology in the Russian Federation and the 30th Anniversary of the Urals Mining and Industrial Association. The article also informs about the winners of the Ural Mining Award 2021 and about the research and engineering reports and presentations made during the conference and dedicated to blasting operations. Results are summarized of the visiting seminar at the Uralasbest Industrial Complex, where the Chief Engineer of Promtekhvzvzryv Company N.A. Chistyakov and General Director of the Urals Explosives Association G.P. Bersenev conducted tours to the open-pit mine, the 'Poremit' Plant - the first emulsion explosives production facility in the Urals, a bulk explosives storage, the museum and training center of the Urals Asbestos Mining and Processing Complex. Following the tours of the training center site of the Processing Complex, the second part of the conference was held, during which a number of reports were delivered. Upon completion of the seminar, the Urals Explosives Association awarded honorary certificates and valuable gifts to specialists of the Promtekhvzvzryv Company for their contribution to improvement of drilling and blasting technology and organization of labor on blasting sites. The article is concluded by a summary of the Conference's decisions.

This study aimed to describe the dyslipidemia prevalence and pattern among adult populations from different regions (n = 13) of the Russian Federation (RF). Randomly selected samples (n = 22,258, aged 25–64) were studied according to the ESSE-RF protocol. Lipoprotein parameters were estimated by routine methods. Statistical analyses were performed using R software (v.3.5.1). The overall dyslipidemia prevalence was 76.1% (76.9/75.3% for men/women). In women, total cholesterol (TC) and low-density lipoprotein (LDL)-C levels gradually increased with age (from 4.72 to 5.93 and from 2.76 to 3.79 mmol/L, respectively); in men, they reached a maximum by 45–54 (5.55 and 3.55 mmol/L, respectively) and then decreased. No differences in high-density lipoprotein (HDL)-C in men of different ages were found, but slight decreases in HDL-C and apo AI were observed in women by 55–64 years. No pronounced associations between education and lipid levels in men were observed; higher-educated women showed significantly better lipoprotein profiles. Similar associations between lipids and income level were detected. Women from rural areas had higher TC and triglycerides than urban residents. Regardless of sex, rural residents had higher HDL-C and apo AI, and reduced apo B/apo AI. Conclusion: Information on the peculiarities of dyslipidemia prevalence and lipoprotein profile depending on sex, age, residential place, and socioeconomic status is useful for assessing the global ASCVD risk, and for risk modeling based on national data.

The article is devoted to the development of the Muslim community of the Republic of Tatarstan (RT) in 2021. The author continues a series of articles exploring the Muslim community of Tatarstan in 2000–2010-s. The article concludes that stability in the religious sphere is generally maintained in the Republic of Tatarstan. In the context of the continuation of the pandemic, social activities are becoming increasingly important. The most important socio- political plot for the Tatar religious fi gures of Russia was the preparation and participation in the All- Russian Population Census of 2021. The VIII Congress of the Muslim Spiritual Administration (MSA) of the Republic of Tatarstan retained the former Mufti and Bash-qadi (the main Sharia judge) of the MSA of the Republic of Tatarstan in their posts. Law enforcement agencies continue to identify the activities and punish representatives of radical organizations banned in the Russian Federation

Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

The article is devoted to the history of one day in the Moscow Kremlin. It was the last day of the USSR's existence – December 25, 1991. The events of that time create a perfect background, the Soviet flag was lowered from Kremlin and then replaced by the three-color Russian Federation flag. For the first time published is a unique document — the Act of flag replacement written shortly after the events and signed by all participants.

The transition of livestock production to industrial processes and the concentration of animals associated with this process on large farms and complexes has caused a sharp increase in the volume of manure that must be disposed of without pollution. One of the ways of processing organic waste (biomass) is its anaerobic digestion in biogas plants through the vital activity of microorganisms (methanogenesis).Biogas obtained using microbiological processing of biomass can be used as a raw material for heat and electric energy. Annually, 0.17% of the total livestock manure produced at Russian agricultural enterprisesis used for biogas production.The main component of a biogas plant is a manure fermentation reactor, the required volume of which is determined by the daily output of manure from the livestock farm, the temperature and the hydraulic retention time of treatment. This research explored thermal energy consumption of biogas plants, using the example of a biogas plant of a modular design that depended on the average annual outdoor temperature. Based on the calculations, the thermophilic mode was found to be more energy-efficient than the mesophilic one; thus, with the thermophilic mode, the specific energy consumption needed for the plant was lower at the average annual outdoor temperatures of all the constituent entities of the Russian Federation. At the same time, the specific biogas yield in the thermophilic regime was 20-50%higher than in the mesophilic regime.
