This paper investigates the current state and prospects of the development of the European IT services market. A detailed analysis of the economic indicators of the IT market in European countries has been conducted. Marketing characteristics of the external market of IT services were considered, in whose formation a leading role belongs to export deliveries. It has been determined that the capacity of the international segment of the IT services market in most European countries increases by an average of 20 % annually, and the share of IT technologies exports in the overall export structure exceeds 8 %. The forecast of changes in the internal market of IT technologies in the post-Soviet countries was analyzed. Based on the results, it was concluded that in the future the capacity of the domestic IT services market could increase and, in 2024, in particular in Ukraine, would exceed the volume of USD 2 billion. The results of studying the level of prices for IT services in the post-Soviet countries suggest that they mainly correspond to the prices for similar services in different groups of European countries (with different material capabilities). That means that for IT service consumers in countries with a low standard of living, price characteristics are not an obstacle to obtaining the highest quality services from domestic or foreign suppliers. The role and importance of personnel support of the information industry, which is key in the formation and development of the IT services market, have been determined. It has been proven that specialists who attained IT education mostly work according to the skills and competencies obtained, which distinguishes them favorably from specialists in other fields. Despite the tendencies of a certain outflow of specialists outside the countries with a low living level, the number of IT specialists is growing progressively in their economies. In many ways, these trends are facilitated by an increase in the number of graduates from specialized educational institutions.

The current research on knowledge co-creation mostly starts from the perspective of process, studying the process of knowledge co-creation, but there is very little research on the performance of knowledge co-creation. As the carrier of enterprise knowledge co-creation, the industry-university-research network (IUR network) provides a platform for enterprise knowledge co-creation. The purpose of this article is to explore the influence of the centrality of the IUR network on the performance of corporate knowledge co-creation, and the mediating role of corporate absorptive capacity. Technology companies are knowledge-intensive companies and have more knowledge co-creation behaviors. Therefore, this article selects the top 100 technology companies in China’s electronic information industry from 2015 to 2019 as the research sample, and establishes the IUR network based on their cooperative patent data. Our empirical results show that: (1) in the IUR network, the higher the network centrality, the enterprise may have better knowledge co-creation performance; (2) the centrality of the industry-university-research network has a significant role in promoting absorptive capacity of enterprises; (3) the absorptive capacity of enterprises has a complete intermediary effect between the centrality of the IUR network and the knowledge co-creation of technology-based enterprises. This research uses the IUR network to study the performance of knowledge co-creation, which further enriches the related research fields of knowledge co-creation.

With the continuous development of science and technology, a large number of devices containing high technology began to appear in people’s lives. With the popularity of big data, it not only drives the development of the whole information industry in society but also leads to different degrees of innovation and development in the reform industry worldwide. The purpose of this paper is to study how to use information fusion and its intelligent sensing technology to play an active role in the education industry, to help students identify problems in the learning process, to give timely intervention and guidance, and to help students complete their learning tasks with high quality. This paper proposes to use information fusion and its intelligent sensing technology to take advantage of learning analytics to collect, organize, analyze, and guide the learning data generated by students in the learning process and then to generate interventions that can have an impact on learning and improve learning methods for students. The experimental results of this paper show that after the learning intervention, the students’ frequency in discussion and communication was 72 in the first four weeks and reached 300 after the intervention, and the learning resources changed from 95 to 370 after the learning intervention, which is very significant progress.

Chip is the core of the electronic information industry, and its current "neck" phenomenon is rooted in the failure to keep up with basic research. This study aims to provide a clear landscape of the dynamics of scientific innovation in the chip domain. Specifically, this study uses bibliometrics, social network analysis, and SPLC algorithm-based master path analysis to analyze spatial and temporal trends, collaboration characteristics, knowledge flows, and mainstream research paths through the global output of scientific paper in the field of the chip. The results show that the scientific output in this field has grown significantly, the network size is expanding, a few countries/regions and organizations are in the main position of chip science innovation, and the research themes on the mainstream research paths are concentrated in chip manufacturing. The study can provide lessons for researchers, policymakers, and research funders.

BACKGROUND The China Hospital Information Network Conference (CHINC) is one of the most influential academic and technical exchange activities in medical informatics and medical informatization in China. It collects frontier ideas in medical information and has an important reference value for the analysis of China's medical information industry development. OBJECTIVE This study summarizes the current situation and future development of China's medical information industry and provides a future reference for China and abroad in the future by analyzing the characteristics of CHINC exhibitors in 2021. METHODS The list of enterprises and participating keywords were obtained from the official website of CHINC. Basic characteristics of the enterprises, industrial fields, applied technologies, company concepts, and other information were collected from the TianYanCha website and the VBDATA company library. Descriptive analysis was used to analyze the collected data, and we summarized the future development directions. RESULTS A total of 205 enterprises officially participated in the exhibition. Most of the enterprises were newly founded, of which 61.9% (127/205) were founded in the past 10 years. The majority of these enterprises were from first-tier cities, and 79.02% (162/205) were from Beijing, Zhejiang, Guangdong, Shanghai, and Jiangsu Provinces. The median registered capital is 16.67 million RMB (about US $2.61 million), and there are 35 (72.2%) enterprises with a registered capital of more than 100 million RMB (about US $15.68 million), 17 (8.3%) of which are already listed. A total of 126 enterprises were found in the VBDATA company library, of which 39 (30.9%) are information technology vendors and 57 (45.2%) are application technology vendors. In addition, 16 of the 57 (28%) use artificial intelligence technology. Smart medicine and internet hospitals were the focus of the enterprises participating in this conference. CONCLUSIONS China's tertiary hospital informatization has basically completed the construction of the primary stage. The average grade of hospital electronic medical records exceeds grade 3, and 78.13% of the provinces have reached grade 3 or above. The characteristics are as follows: On the one hand, China's medical information industry is focusing on the construction of smart hospitals, including intelligent systems supporting doctors' scientific research, diagnosis-related group intelligent operation systems, and office automation systems supporting hospital management, single-disease clinical decision support systems assisting doctors' clinical care, and intelligent internet of things for logistics. On the other hand, the construction of a compact county medical community is becoming a new focus of enterprises under the guidance of practical needs and national policies to improve the quality of grassroots health services. In addition, whole-course management and digital therapy will also become a new hotspot in the future.
