One of the attempts to recover micro-enterprises from the effects of the Covid 19 outbreak is the empowerment of micro, small and medium-sized enterprises by the SME Cooperative Office of West Nusa Tenggara Province. The empowerment given is in the form of a program involving Micro and Small Enterprises to provide a Social Security Net (SSP) and provide economic stimuli to encourage resources. This assistance is used to restore the economy of the citizens affected by the Covid-19 Pandemic by providing the opportunity to generate their business results as a means of involvement in preventing Covid-19, which would help the Micro and Small Bu affected. Also, it can provide an opportunity to start a business Back during the economic crisis. Some problems occur in its implementation, namely the lack of capital to empower all Micro and Small Businesses Affected by the Covid-19 Pandemic so that not all Micro and Small Businesses in West Nusa Tenggara Province can be empowered. This study aimed to describe and analyze the strategy's effectiveness for the empowerment of Micro, Small, and Medium Enterprises (MSMEs) during the Covid-19 Pandemic in 2020 at the West Nusa Tenggara Province UKM Cooperative Office. The research method used is a descriptive qualitative approach. The informants used in this study used the purposive sampling technique. The research informants consisted of the head of the UKM Division, the Head of the UKM Development Section, the Head of the NTB Province UKM Koprasi Program Division Head, and Empowered UKM Players. Data collection techniques used interviews, observation, and documentation. Data analysis was performed by collecting data, data reduction, data presentation, and conclusions. The results of this study showed that the effectiveness of the Strategy for the Empowerment of Micro, Small, and Medium Enterprises during the 2020 Covid-19 Pandemic in the West Nusa Tenggara Province of the UKM Cooperative Service could not be said to be good because only two indicators have been defined as good. They are indicators of targeting accuracy and the social program.

This study aims to explain the management functions of educational programs on TVRI Riau & Riau Islands Station. This type of research is qualitative research. The data type of this research is using primary data. Research data was obtained from the head of the program and business development section, head of the program subsection, and all staff of TVRI Riau & Riau Islands. The instrument of this research is the researchers themselves by applying interview guides, observation checklists, and documentation. Data analysis techniques are field analysis and results analysis, process results by (1) data reduction, (2) data presentation, (3) conclusion drawing. The results of this study indicate that the management of education programs at Tvri Riau & Riau Islands stations have met television management standards, starting from complete facilities, adequate human resources despite the limited number of human resources, having a structured organizational structure.

The aim of this research was to identify the obstacles in developing MSMEs in the district of Jagoi Babang. The approach used in this research was descriptive qualitative in which the instruments of data collecting were interview, observation sheets, and documentary study. The sources of data in this research were 16 (sixteen) Bidai craftsmen, the stakeholders from the Department of Cooperative, SME, Labour and Transmigration that represented by the chief of development section of MSMEs. The techniques of data analysis were data reduction, data display and conclusion drawing or verification. The findings of the study showed that the obstacles in developing MSMEs on Bidai craft in Jagoi Babang, Bengkayang regency, were the entrepreneurs did not have business license, facing difficulties in accessing the capital aid, lack of managerial competence, lack in using the modern technology in the production and marketing process that impacted to the turnover and the profit could not be increased.

This chapter presents the unifying themes in socioscientific issues-based instruction for scientific literacy development. Section 1 presented an overview of how to effectively implement socioscientific issues in the elementary grades to provide students with opportunities to apply science to their everyday lives. Section 2 built upon where the authors left off in section one. In this section, the authors used real-world scientific context to provide opportunities to use character and values and moral reasoning as they think about finding solutions to real-world scientific problems. Section 3 showed the continued use of socioscientific issues with an upward trajectory to enhance scientific literacy at the college level. Section 4 demonstrated socioscientific issues being successfully implemented at the core of the P-12 educational system. In Section 5, the authors revealed the integrative nature among STEM, model-based learning, and socioscientific issues in achieving scientific literacy.

AbstractThe last decade or so has seen an explosion of scholarship by American law professors on what has become known as administrative constitutionalism. Administrative constitutionalism is a catchphrase for the role of administrative agencies in influencing, creating, and establishing constitutional rules and norms, and governing based on those rules and norms. Though courts traditionally get far more attention in the scholarly literature and the popular imagination, administrative constitutionalism scholars show that administrative agencies have been extremely important participants in American constitutional development. Section I of this essay identifies three different versions of administrative constitutionalism—(1) Engagement with Existing Constitutional Doctrine; (2) Resolving Questions of Statutory Meaning that Implicate Constitutional Questions; and (3) Shadow Administrative Constitutionalism—and provides examples from the scholarly literature to illustrate these distinct manifestations of administrative constitutionalism. Section II of this essay discusses the normative turn in administrative constitutionalism scholarship. Much of this normative literature is implicitly or explicitly premised on the notion that agencies are more likely to pursue progressive goals than are other government actors. Section III of this essay disputes the notion that agency constitutional decision-making is “democratic” and that agencies are naturally inclined to serve progressive goals. Finally, Section IV of this essay notes that scholars who support broad agency autonomy to work out and enforce their own constitutional visions have failed to consider how their work fits in with the economic and political science literature on agency behavior. One can predict, based on that literature, that agencies given broad autonomy under the guise of administrative constitutionalism will primarily be inclined to expand their scope and authority at the expense of countervailing considerations.

This study discusses the Tourism Communication Strategy by the West Sumatra Tourism Office in Improving the Brand Image of Tourism Objects in West Sumatra. The purpose of this research is to describe the things that become supporters and obstacles in the implementation of the tourism communication strategy by the West Sumatra Tourism Office in Increasing the Brand Image of Tourism Objects in West Sumatra. This is because there are still at least domestic tourists or foreign tourists visiting existing tourist objects. in West Sumatra, considering that many tourist objects in West Sumatra are not inferior to other provinces, this research can encourage the West Sumatra Tourism Office to improve the quality of tourist objects in the West Sumatera area. The research method used in this research is descriptive qualitative research conducted in 2019. The informants in this study consisted of 3 employees at the West Sumatra Tourism Office, namely Head of Marketing and Brand Strategies, head of Division Human Resources Development and Business Protection, and the Tourism Resources Development Section of the West Sumatra Provincial Tourism Office. Informants are determined by purposive sampling. The results of this study are, West Sumatra tourism communication strategy by promoting tourism using various social media such as Instagram and Facebook and optimizing the use of the West Sumatra Tourism Office website and through marketing and promotion of the advantages of tourism objects by involving various parties, such as the tourist business actors, investors, journalists from various media and visiting tourists. Always maintaining various interconnected tourism products, starting from cultural festival events, transportation to tourist objects, up-to-date information about tourist objects, tourism activities accompanied by promotions in various cities and the availability of communication media that are easy to find by tourists and a friendly communication culture with tourists visiting the tourist attraction.

This study aims to describe the implementation of smart governance in realizing Tomohon Smart City. This study used a qualitative approach, with data collection techniques, namely interviews, observation and documentation. Sources of data from informants are: Head of Tomohon City E-Government Administration, Tomohon City Technology and Communication Infrastructure Section Head, Tomohon City Application Development Section Head, Tomohon City Communication and Informatics Office Staff / Staff, Matani Village Head, and Tomohon City community as users infrastructure and facilities provided by the government. Data analysis using data reduction, data presentation, and drawing conclusions. Data were analyzed descriptively qualitatively. The results showed that: 1) The rules governing the running of the program or policy have not been well socialized and communicated, especially in agencies that have a role as implementers. 2) The government, in this case the Tomohon City Information and Communication Service, is still closed in providing information related to Smart City, especially Smart Governance. 3) The government has not yet launched a public complaint application even though it has been launched since 4) The government is still not ready to respond to existing technological and social developments, especially in the process of implementing Smart Governance. The Conditional Factors of Policy Implementation are a) Information Distribution, b) Resource Support, c) Government Attitude, d) Implementers. Therefore, it can be suggested, 1) There is a need for better socialization, communication and coordination regarding existing regulations to members and related agencies. 2) The government must be more open to the public, and must better prepare itself in responding to all situations and conditions that exist, especially in running the Tomohon Smart City program. 3) The government must improve work discipline, especially in the recruitment process, in order to create "the right man on the right job".

This research is an applied research focused on solving problems experienced by the Sukodono Tourism Awareness Group (Pokdarwis). The results of preliminary observations showed that they did not understand the tasks to be carried out. Therefore, this study aims to analyze and compile job descriptions of Pokdarwis Sukodono. The method used is a descriptive qualitative method, with a job analysis approach that adapts the steps of Dessler's (2010) job analysis and qualitative data analysis by Miles & Huberman's model (1994). Meanwhile, the data collection techniques in this study were interviews, observation, and documentation. The result obtained is job description of Pokdarwis Sukodono starting from the Chairman to the Business Development Section. This result is obtained after conducting repeated job analysis to obtain a credible job description. The results of this study bring enormous benefits to the management of Pokdarwis Sukodono, because now the management has a clear duty reference in working as a tourism agent in their area. The Tahfidz Scholarship is a development program for Mahfouz centers in the community, community, educational institutions, and installations. The aim is to form and print Al-Quran memorizers. So far, the system used to determine the selection of scholarship recipients is by selecting one by one the data and values ??of the applicants. So that it can cause errors in the final selection stage. In addition, if you still use manual methods, there is a concern that the selection of prospective scholarship recipients will not be conducted objectively. So use of a computer-based Decision Support System can be used as a solution to facilitate decision making. The method used in this study is the Simple Multi-Attribute Rating Technique (SMART). The purpose of this study was to facilitate the Tahfiz Center (RTC) Research and Development section in selecting prospective Tahfidz scholarship recipients. From the results of this study, it is hoped that the Simple Multi-Attribute Rating Technique (SMART) method can be implemented in the Scholarship Recipient Selection Decision Support System with the output of data on scholarship recipients who received assistance from the Tahfiz Center (RTC) House.
