The Indragiri Hilir Regency Covid-19 Task Force provides social assistance to communities affected by covid-19. However, this assistance program did not run effectively because the objectives of this social assistance had not been achieved. The purpose of this social assistance is to ease the burden on the community in the midst of the covid-19 pandemic situation. This study aims to determine the effectiveness of social assistance for the Covid-19 task force in Indragiri Hilir Regency. The theory that the researcher uses is the effectiveness of the program according to Budiani in Nuraida 2019 which has indicators, namely the accuracy of program targets, program socialization, program objectives, and program monitoring. The research method used is qualitative with data collection techniques through interviews, observation, and documentation. In realizing the effectiveness of social assistance, there are still several inhibiting factors, such as goals that have not been achieved so that there are still people who do not receive assistance, socialization related to social assistance is not optimal so that many people do not know about this assistance, and the task force unit is less responsive in implementing social assistance. distribute social assistance so that there are still people who do not receive assistance. The results showed that the effectiveness of the social assistance task force unit for the acceleration of handling the 2019 corona virus disease in Indragiri Hilir Regency had not been effective.

The 1st Viet Cong Regiment engaged in a series of costly clashes with the Army of the Republic of Vietnam (ARVN) and allied forces in Vietnam’s I Corps from 1964 to 1967. A veritable phoenix, this Communist Main Force unit was destroyed in battle 13 times in that brief span and yet repeatedly regenerated its battered formations to fight again. This article assesses how that was possible, the nature of the Communist insurgency in I Corps, and how the U.S. Marines understood and responded to its dual political and military perils. This case study underscores the challenges inherent in hybrid warfare and suggests keys to simultaneously addressing conventional and irregular threats. The 1st Viet Cong Regiment’s impressive operational resilience illustrates, in microcosm, how and why the allied counterrevolutionary strategy failed to win in Vietnam.

Based on the analysis of the provisions of regulatory documents and existing approaches to the planning of the service support to the elements of the mechanized infantry battalion under their participation in stabilization actions, problem questions were formulated and suggestions were made in order to create the stock of detergents to wash clothing items in the laundry department of the service support platoon; estimating possible losses in personal, weapons, military equipment and other materials, as well as taking into account specific conditions under which the assigned mission is to be accomplished. The main factors that influence the consumption of supplies and resources are determined taking in consideration the tasks the elements of the mechanized infantry battalion carry out under their participation in stabilization actions such as increasing the protection of the state border, defense of the state border, isolation of the crisis area, conducting anti-sabotage struggle, protection and defense of key installations and communications, providing safety of the avenues of approach, implementation of restricting activities; providing humanitarian aid. Specific measures are foreseen to create additional stocks of supplies within the combat units and on the vehicles of the service support platoon, regarding the tasks assigned to the elements of the mechanized infantry battalion and specific conditions for their implementation. The suggestion was made to use the experience of mechanized infantry units of the Armed Forces of Ukraine and other military formations which participated inthe antiterrorist operation (operation of the joint forces) to planservice support considering the tasks performed by the elements of the mechanized infantry battalion which participated in stabilization actions.

The purpose of this study is to obtain empirical and analytic data on substantive and important issues that affect the implementation of the Air Force Unit Command School’s education program. The study was conducted from 1 January 2019 to 30 June 2019 at Air Force Unit Command School (Sekkau) in Jakarta. This study used a qualitative approach with the CIPP model to evaluate the results and benefits of implementing education at Sekkau. Respondents in this study were Sekkau’s students who were studying at the time of data gathering, former Sekkau’s student serving in Air Force units, as well as instructors and officers who have authority on policies of applied at Sekkau. The informants in this study were Air Force Chief of Staff (Kasau), Assistant to Chief of Air Force Staff for Personnel (Aspers Kasau), Commander of Air Force Education and Training Command (Dankodiklatau), Head of Air Force Education Service (Kadisdikau), Sekkau Commander, and Sekkau alumni batch 104 of the 2017 academic year. The sampling procedure for this population used multi-stage (clustering). The sample selection for the survey was carried out using a purposive sampling method of 15 respondents distributed proportionally consisting of Kasau, Aspers Kasau, Dankodiklatau, Kadisdikau, Dansekkau, and Sekkau alumni of the  batch 104 of the 2017 academic year. The selection of population and respondent samples, especially in modeling, was adjusted to environmental conditions and the number of interviewees to be taken i.e. those who were considered to be able to represent and understand the issues under study. The findings are: (1) the educational program of Sekkau is in accordance with the background or context of the program, which is seen based on aspects of needs, aspects of the problem and aspects of objectives, (2) the available support for education program at Sekkau in general is in a sufficiently supportive condition for the effectiveness of the education and training program for students which is seen based on aspects of human resources, budget, and the curriculum (3) implementation of educational programs were well done based on aspects of timeliness, application of learning methods, evaluation and monitoring, development of human resources, recruitment of teaching staff and staff and services to students, (4) the achieved results of the educational program at Sekkau in general was quite good from the aspect of responsiveness, toughness and vigour. The novelty of this research is that the evaluation of education program of Sekkau was obtained through two design models, namely using the David Stufflebeam CIPP evaluation model and the Four Models Kirkpatrick evaluation model that has never been done before. The results of program evaluation in this study were also obtained through the match between the idealism of evaluation criteria that were built with real conditions in the field that were different from previous studies. These are the novelties resulting from this research.

Abstract The paper presents a modification of the slitting pass system, which ensured a reduction in roll wear during three-strand rolling of ribbed bars with a diameter of 16 mm, and thus reduced the associated costs. The theoretical and experimental research on the rolling process of ribbed bars with a diameter of 16 mm rolled in three-strand technology was carried out on a D350 18-stand continuous bar rolling mill conditions. To determine the cost of slitting pass wear, the results of numerical calculations of the frictional force unit of work obtained using the Forge2011® computer program was used, as well as empirical calculations.

Navy as a marine core in the defense force is responsible for providing security for realizing stability and security of the country.  At any time there was an invasion of other countries past through sea,  TNI AL must be able to break the enemy resistance line through a sea operation to obtain the sea superiority. But this time the endurance of Striking force Unit at only 7-10 days and required replenishment at sea to maximize the presence in the theater of operations to meet a demand of the logistics: HSD, Freshwater, Lubricating Oil, foodstuffs and amonisi. For the optimal replenishment at sea required scheduling model supporting unit to get the minimum time striking force unit was on node rendezvous. Replenishment at sea scheduling model for striking force unit refers to the problems Vehicle routing problem with time windows using Genetic Algorithms. These wheelbase used is roulette for reproduction, crossover, and mutation of genes. Genetic algorithms have obtained optimum results in the shortest route provisioning scenario uses one supporting unit with a total time of 6.89 days. In scenario two supporting unit with minimal time is 4.97 days. In the scenario, the changing of the node replenishment Genetic Algorithm also get optimal time is 4.97 days with two supporting units. Research continued by changing the parameters of the population, the probability of crossover and mutation that can affect the performance of the genetic algorithm to obtain the solution. Keywords: Genetic Algorithm, Model Scheduling, Striking Force unit
