As a major component of strategic talent management, learning and development (L&D) aims at improving the individual and organization performances through planning tailored training for employees to increase and improve their skills and knowledge. While many companies have developed the learning management systems (LMSs) for facilitating the online training of employees, a long-standing important issue is how to achieve personalized training recommendations with the consideration of their needs for future career development. To this end, in this article, we present a focused study on the explainable personalized online course recommender system for enhancing employee training and development. Specifically, we first propose a novel end-to-end hierarchical framework, namely Demand-aware Collaborative Bayesian Variational Network (DCBVN), to jointly model both the employees’ current competencies and their career development preferences in an explainable way. In DCBVN, we first extract the latent interpretable representations of the employees’ competencies from their skill profiles with autoencoding variational inference based topic modeling. Then, we develop an effective demand recognition mechanism for learning the personal demands of career development for employees. In particular, all the above processes are integrated into a unified Bayesian inference view for obtaining both accurate and explainable recommendations. Furthermore, for handling the employees with sparse or missing skill profiles, we develop an improved version of DCBVN, called the Demand-aware Collaborative Competency Attentive Network (DCCAN) framework , by considering the connectivity among employees. In DCCAN, we first build two employee competency graphs from learning and working aspects. Then, we design a graph-attentive network and a multi-head integration mechanism to infer one’s competency information from her neighborhood employees. Finally, we can generate explainable recommendation results based on the competency representations. Extensive experimental results on real-world data clearly demonstrate the effectiveness and the interpretability of both of our frameworks, as well as their robustness on sparse and cold-start scenarios.

Humanitarian programmes within Africa should be collaborative and integrative in nature, this would easily address the issue of displacement and abandonment, as it shall aid the promotion of the instrumentality of integration within Member states in Africa. Nigeria has over the years played a leading role in Africa affairs based on its foreign policy objectives. The servitude of brotherhood being demonstrated by Nigeria in Africa is a way of uplifting and promoting humanitarian aids in Africa. The problems of displacement of persons, who then becomes refugees in other climes within Africa cannot be overemphasized. People still bear the brunt of the conflict in the north-eastern part of Nigeria, which has resulted in widespread displacement, lack of protection, destruction of infrastructure and collapsed of basic services. The neglect for a concerted effort towards promoting humanitarian services within Africa, has open the doors for the United Nations or International communities to averred that aids and humanitarian services can only be sourced within their domain, thus making African states to be dependent. This study explores the possibilities of enhancing and promoting humanitarian policies in Africa through collaboration and integration. The study further identified areas of neglect in humanitarian services, as policies geared towards humanitarian services has to be sustained, to meet desired objectives. The study employed the secondary data analysis, and adopted the humanitarianism approach. The study recommended that existing humanitarian policies should be strengthened, sustained and adequately implemented to address the issues of humanitarian problems in Africa, while adequate measures are also put in place to monitor its’ implementation.

Introduction: Planning integrated development of a residential area involves determining the composition of the objects to be built and creating an appropriate integration mechanism, backed up by a generalized work schedule. The existing methods of forming integrated work schedules do not use a systemic approach, based on a universal mathematical model, to describe the organizational and technological aspects of construction. Methods: The present study uses the method of uncertain resource coefficients to demonstrate a mechanism for systemically describing organizational and technological construction processes. We present a way of adapting this method to forming a generalized construction schedule during integrated development. The proposed adaptation mechanism is based on managing schedule calculations by rationally influencing the elements of the linear equation system that describes the organizational and technological processes. Results and Discussion: The solutions presented in the paper are fully consistent with the calculations obtained by different flow methods of organizing construction, as well as with the critical path method used in project management programs. The method described in the paper has been implemented in well-known project management software, Microsoft Project, as a macro program in the Visual Basic for Applications programming language, making it possible to form, calculate, and optimize a schedule for integrated territory development using the unified software toolkit.

Intelligent supervision effectively deals with food safety problems from four aspects: concept, subject, activity and object. This paper makes a qualitative analysis on the current situation of intelligent supervision of food safety in Beijing, Tianjin and Hebei, compares and studies the intelligent supervision modes of food safety in three coastal areas in eastern China, constructs the analysis framework of intelligent supervision of food safety, and improves the intelligent supervision mode of food safety in Beijing, Tianjin and Hebei. By studying the policy path of intelligent supervision of food safety, extract the three-stage three source stream model of supervision mode from standard cultivation, informatization to standard unification and intelligence, to better promote the intelligent supervision mode in the country. For the challenges still faced by food safety supervision, it is proposed to improve the top-level design and strengthen the intelligent supervision mechanism of cross regional coordination; Promote the cooperation and sharing of data resources and optimize the cross regional risk early warning mechanism; Consolidate the rural digital foundation and realize the integration mechanism of urban and rural food safety supervision.

Marek’s disease virus (MDV) is a highly oncogenic alphaherpesvirus that causes a devastating neoplastic disease in chickens. MDV has been shown to integrate its genome into the telomeres of latently infected and tumor cells, which is crucial for efficient tumor formation. Telomeric repeat arrays present at the ends of the MDV genome facilitate this integration into host telomeres; however, the integration mechanism remains poorly understood. Until now, MDV integration could only be investigated qualitatively upon infection of chickens. To shed further light on the integration mechanism, we established a quantitative integration assay using chicken T cell lines, the target cells for MDV latency and transformation. We optimized the infection conditions and assessed the establishment of latency in these T cells. The MDV genome was efficiently maintained over time, and integration was confirmed in these cells by fluorescence in situ hybridization (FISH). To assess the role of the two distinct viral telomeric repeat arrays in the integration process, we tested various knockout mutants in our in vitro integration assay. Efficient genome maintenance and integration was thereby dependent on the presence of the telomeric repeat arrays in the virus genome. Taken together, we developed and validated a novel in vitro integration assay that will shed light on the integration mechanism of this highly oncogenic virus into host telomeres.

Abstract Technical schemes such as uniform TEC component feeding, posture adjustment, multi-station positioning, and communication between upper and lower machines were designed. The opto-electromechanical integration mechanism was integrated by software to realize the detection of TEC component surface defects, and qualified TEC components were separated from unqualified TEC components by blow sieving. Adopt ARM MCU for real-time control; Image recognition adopts the machine vision deep learning platform based on linux to learn and recognize the TEC components, and sends the results to the lower computer for sieving. The accuracy of triggering the camera to take pictures is 99.9%, which provides a guarantee for capturing and processing images accurately. The accuracy of blow sieving is over 99.9%, which can meet the sieving requirements. The electrical control system of the whole machine can meet the motion control requirements of detection.

Abstract This study makes an attempt to generalize the integrated modeling tools used by the authors in practice on the basis of the following criteria: the volume of the initial data, the integration mechanism, constraints and assumptions. Various types of integrated models are compared with each other, the need for their application is analyzed, they are connected at various stages of the project development and by the tasks solved at this stage. It also describes the challenges that the authors encountered when working with integrated models of various levels of detail, approaches to their solution, and the lessons learned.

Open regionalism is a dominant feature within the regional integration mechanism known as the Pacific Alliance. Its members seek to strengthen the economic ties between them and obtain favorable outcomes vis-à-vis the Asia Pacific region. The aim of this article is to demonstrate the private sector’s significance within the Pacific Alliance, while highlighting the role each one has played in the other’s success. To this end, the authors undertook an extensive literature review and conducted numerous interviews with representatives of the Colombian private sector to gather their estimations regarding the Pacific Alliance, its various stages of conception and implementation, and its real significance for the private sectors within and among members. Additionally, the focus was directed to the specific case of the sura Group, an international firm based in Colombia, to illustrate the objectives and benefits accruing to the private sector (and the sura Group itself) via this integration initiative.
