The findings of the study show that there were a lot of people in the community under the authority of the Marawola Sub-district practiced unregistered marriages. They made mention that the reasons for their practices which were derived from their interviews were legal because they believed that the unregistered marriages have fulfilled terms and conditions for lawful marriages. They argued that a marriage registration is only for the legalization of the marriage. The reasons for the unregistered marriage practices covered many factors. First, it is due to the ignorance of the community in regards to procedures for a marriage registration at the Marawola Sub-district. Other reasons are related to administrative requirements for a marriage registration and marriages by accident due to pregnancies. In addition, unlawful actions of irresponsible individuals in the community who helped perpetrators to find a shortcut for the Unregistered Marriages could also cause the insurgence of the practices. These all brought sociological impacts in their society especially for wives and children where there is no legal protection for them. Hence, there was no recognition from formal law which then resulted in long-term social impacts and negative turmoil in the community.

Death is part of human existence. When a person hears the news of someone’s death, it is very common for that person to express their feelings about it. This feeling is in the form of condolences which express the speaker’s sorrow, and condolences fall into the category of speech act. Semantically, condolences have a social meaning which refers to language use. Identities are created in relationships with others, and condolences are major platforms for the construction of identities, in that, existing relationships are, clearly, manifested in the messages that sympathizers expressed. Using a qualitative approach, the study analyzed twenty condolence messages which were purposely sampled from condolence messages posted in the portals of International Centre for Theoretical Physics (ICTP), when one of its members passed away. The analysis of the data revealed two main identity types enacted for the deceased: role identity and Social Identity. The major Role identity enacted, metaphorically, was Father while the least role was Achiever. Second, identity as an International Figure was dominant with the Social roles, but Good Personality was used less frequently. The present study adds to studies in identity construction, in general, and studies in condolence messages, in specific.

This research aimed to see how BAZNAS communicates its authority based on Law 23/2011 to its stakeholders. Zakat management in Indonesia is being regulated by the Law Number 23 of 2011 which replaced Law Number 38 of 1999. The change of regulation was expected to push Zakat collection higher as its great potential, but until 2019 there was no significant change in the amount of Zakat collection. We see the problem in the authority changes that have not working optimally. Thus, this research can help BAZNAS to map out the problems related to the implementation of Law 23/2011. The research used a qualitative approach by conducting in-depth interviews, library and documentation studies. Eleven expert informants were chosen for their connection and understanding of BAZNAS. The results showed that the BAZNAS authority was accepted by all stakeholders even though it did not take place as the prerequisite for the acceptance of Barnard's authority. The changes in authority had been understood by the leaders but only halfway understood by the employees. The changes in the authority were following the vision and mission of BAZNAS. However, they were still not in line with the expectations of many parties. Finally, the changes in the BAZNAS authority were still not fully implemented by BAZNAS stakeholders. The regulatory changes could not be fully implemented yet due to differences in the interpretation of legal authority between each level of BAZNAS.

Background and Purpose: NGOs have become the most vital actors in meeting refugees’ needs in Malaysia; alas, most of these concerns cover basic needs such as food, health care, and education. In this regard, this study investigates other forms of NGOs assistance that ought to be provided to Malaysia's refugee communities to enhance living standards.   Methodology: This study employs a qualitative approach consisting of semi-structured interviews with Somalian, Rohingya, Pakistani and Syrian refugees. Data were collected during observation trips in Penang, Kedah, Selangor, Kuala Lumpur, and Johor to comprehensively understand these diasporic communities, notably regarding the challenges refugees face in Malaysia.   Findings: The data indicated that refugee communities are significantly in need of proper and accessible channels through which they might share their grievances, temporary shelters, mental health care, and language classes. The team concluded that these forms of assistance ought to be made available to all refugee communities in Malaysia. Without such forms of assistance from NGOs, refugees' lived realities are made invariably more difficult; this is in addition to their vulnerability to forces that threaten their security.   Contributions: This paper provides insights into the needs of refugees in Malaysia based on interviews and observations conducted with them. Based on the findings, this research provides recommendations to NGOs to ameliorate life necessities for refugee communities.   Keywords: Humanitarian assistance, Malaysia, NGOs, refugees, UNHCR.   Cite as: Nazri, A.
