The permanent acquisition of the technical environment state and the ability to react to changes in this environment as well as to adapt to it are nowadays crucial for any information system. In this article, the authors present a well-defined model to guarantee in a simple way the design and the realization of adaptive information systems. This model is based on the Unified Modeling Language (UML) which is a widely known modeling standard. Its coverage is limited to bringing out the graded parties in the design of adaptive information systems. A future definition of a metamodel less related to UML language is therefore possible. The authors also present a code generator based on a model transformation technique. This generator allows you to partially produce domain-specific code as needed. A more complete code generator will come to ensure automatic generation of the code.

Software is a very important part to implement advanced information systems, such as AI and IoT based on the latest hardware equipment of the fourth Industrial Revolution. In particular, decision making for software upgrade is one of the essential processes that can solve problems for upgrading the information systems. However, most of the decision-making studies for this purpose have been conducted only from the perspective of the IT professional and management position. Moreover, software upgrade can be influenced by various layers of decision makers, so further research is needed. Therefore, it is necessary to conduct research on what factors are required and affect the decision making of software upgrade at various layers of organization. For this purpose, decision factors of software upgrade are identified by literature review in this study. Additionally, the priority, degree of influence and relationship between the factors are analyzed by using the AHP and DEMATEL techniques at the organizational level of users, managers and IT professionals. The results show that the priority, weight value, causal relationship of decision factors of users, managers and IT professionals who constitute the organizational level were very different. The managers first considered the benefits, such as ROI, for organization as a leader. The users tended to consider their work efficiency and changes due to the software upgrade first. Finally, the IT professionals considered ROI, budget and compatibility for the aspect of the managers and users. Therefore, the related information of each organizational level can be presented more clearly for the systematic and symmetrical decision making of software upgrade based on the results of this study.

This study examined the nexus between Information systems flexibility and Robustness of manufacturing firms in South-South, Nigeria. Nine objectives and hypotheses were postulated to examine the relationship between the dimensions (IT flexibility, Process flexibility and Data flexibility) and the measures (Persistence, Structural stability and Superposition). A structured questionnaire was prepared, while Google forms was used to gather the data from the 210 respondents. Structural Equation Modelling (SEM) with the aid of Smart PLS 3.3.3, was used to examine the relationship between the dimensions of Information systems flexibility and the measures of Robustness. A total of 185 responses were collected and used for the analysis. The results show that all three dimensions of Information systems flexibility improved Robustness. The study recommends amongst others, that Management of manufacturing firms should adopt flexible information systems through strengthening of networks, relationships with stakeholders and the emphasis on information technology. This will advance the organisations options and provide the firm with various advantages in terms of information access and knowledge sharing needed for their agility within the business environment.

Abstract BackgroundHuman resources information systems (HRIS) are a key tool for collecting and analyzing health workforce data at the country level and the specific focus of milestones 4.1 and 4.2 of the Global Strategy on Human Resources for Health (HRH). Yet documentation on the capabilities of HRIS in low- and middle-income countries (LMICs) is limited. Vital Wave, with IntraHealth International and Cooper/Smith, conducted a targeted scan of the HRIS landscape in 20 countries and “deep-dive” assessments in Burkina Faso, Mozambique, and Uganda. Here we present the case of Uganda’s workforce information ecosystem. Case PresentationSince 2006, Uganda has seen investment in HRIS from different donors, overseen by the Ministry of Health (MOH) and accompanied by the rollout of IntraHealth’s open-source iHRIS software. Despite this history of investment, mapping of the country’s multiple information systems revealed uneven adoption and engagement nationally and sub-nationally, with high levels of data fragmentation due to lack of interoperability and data-sharing practices. We also mapped the administrative processes and data flows for three priority use cases: recruitment and deployment, salary payments, and performance management. What emerges is a complex, decentralized information ecosystem driven by years of donor investment, but one that still sees uneven ownership and data use across the health system. Challenges include:· Limited interoperability between systems, specifically payroll, iHRIS, and the district health information system (DHIS2)· Complex HRH planning and management policy context, with variable implementation of numerous policies and no single reference to guide investments and implementation· Limited visibility into the private and community health workforce. ConclusionsUganda’s progress in developing its HRH information ecosystem underscores the importance of continuously aligning system capabilities, incentives, and motivations to an ever-evolving country context. However, as evidenced in Uganda and our broader assessment findings, robustness of the information ecosystem itself is insufficient to making substantive strides toward the Global Strategy’s milestones 4.1 and 4.2—governance oversight and ownership are critical to success. With a better understanding of what good looks like in terms of HRIS functionality in LMICs and ensuring interventions are addressing the causal issues, there can be many pathways to making systems work.

The current situation of development of the world economy presupposes intense competition in both external and internal markets. Under these conditions, it becomes more and more obvious that the growth of profits and, accordingly, further development of companies will be carried out not so much through expansion, but through improved service for customers, an increase in the range of goods and services offered, a better product quality and a decrease in production costs.The main role in optimisation of technological processes is currently played by digital transformation of production. The introduction of advanced information technologies is of great importance for all global companies, since the enhanced development of information systems results in improvement of business processes, better safety, and environmental friendliness.International studies show that the use of modern information technologies in transport industry is necessary to improve traffic safety, reduce environmental impact, increase the efficiency of the transportation process.The Russian mining and metallurgical sector, along with the oil and gas industry, makes a significant contribution to development of the country. Complex production technology, a large volume of traffic, hazardous and dangerous working conditions for personnel necessitate development of a digital environment to increase labour productivity and the volume of products.The objective of the research is to study the possibility of using information control and forecasting systems for solving technical, technological, and organisational problems of industrial railways of metallurgical plants.Based on comparative analysis, general scientific and mathematical research methods and the study of the role of information systems in digital transformation of production process, the authors suggest a methodology for creating a stochastic model for predicting the arrival of unit trains at an enterprise, and consider development trends in digital transformation of industrial transport.
