As educators, we aim for students to seek, identify, and utilize a range of feedback to gain an understanding of their present performance in relation to learning goals, and ultimately to identify and use tools to close the gap between present and desired performance. We strive for all students to be their “own first assessors”—intelligent deciders—and develop the independence to self-assess the quality of their own work when they leave higher education institutions and enter the workforce. For students with a print disability such as vision impairment or blindness, traditional forms of feedback may not be successful in providing the information they need to close the gap. The most important issue for these students is access to feedback and agency in the feedback conversation. It is incumbent on higher education educators to find ways to provide equity of access to the provision and reception of feedback for all students. As such, this chapter explores ways for providing feedback to students with a vision impairment to ensure they are able to contextualize and utilize the feedback to improve learning outcomes. This is achieved by aligning the use of mobile technologies and audio feedback with the key principles of connectivism—autonomy, connectedness, diversity, and openness—to provide educators with recommendations.

Urban parks provide multiple ecosystem services as an important element of the urban space and improve human health and wellbeing. This study used the Gaussian-based 2SFCA method to evaluate the spatiotemporal distribution of and changes in park accessibility within the Sixth Ring Road in Beijing over 15 years. The study also used bivariate correlation analysis to analyze the relationship between urbanization factors and park access. The results showed that the overall park accessibility in both quantity and proximity had increased from 2000 to 2015, but there were still certain areas (percentage) that had limited access to parks. The inequity of distribution in park accessibility had been detected accompanying the rapid increase in park quantity in 2015. Furthermore, the development of urban parks mismatched that of urbanization in terms of urban land increase. The correlation between accessibility changes and population urbanization is not significant. Proper urban green space planning based on the distribution of population density and urban land use is indispensable in avoiding the aggravation of inequity in the process of urban expansion. This study contributes to the assessment of the current park allocation efficiency and helps urban planners and policymakers make prompt adjustments in the rapidly urbanizing process.

Access to and use of parks is associated with physical activity participation. Our Voice is a systematic method blending community-based participatory research (CBPR) and citizen science. As part of a comprehensive, mixed-methods study in St. Louis, Missouri (PARCS), we tested the feasibility of the Our Voice method for gathering community input on the barriers to and facilitators of accessibility and use of large metropolitan parks, by describing the implementation of the Our Voice method among recreational and commuter users of a large metropolitan park in St. Louis, MO. Due to challenges posed by COVID-19, the Our Voice methodology was adapted for remote participation. Twenty-three citizen scientists (14 recreational park users and 9 commuters) collected and analyzed geolocated route, photo, and audio or text data on facilitators and barriers to park use and access. They identified 6 priority themes and 12 solution ideas, and presented them to stakeholders. In contrast to previous Our Voice studies, separate user groups (recreation and commuter users) independently prioritized many of the same themes. Adaptation of the Our Voice protocol to virtual practices during COVID-19 revealed positive implications for cost, reach, and scale of studies grounded in CBPR and citizen science. We provide a set of recommended practices for using Our Voice as a method to evaluate and promote equity of access and use of metropolitan parks.

Some blame free-market capitalism for increasing income inequality, arguing that richer classes could block access to others for maintaining their privileges. By manipulating the degree of political rights and resources available to others, the rich could reduce opportunities for others. Others argue that growth-promoting free markets raise all incomes, increasing aggregate welfare. We argue that governments more dependent on free markets are likely to focus on increasing access to human capital, thereby narrowing the gap between the rich and poor by increasing opportunities, even if income inequality rises with high growth. We assess the issue by examining the effects of an Index of Economic Freedom on income inequality measured by the standardized GINI and measures of the equity of access to quality schooling, health, and justice covering 128 developing countries during the 1990–2017 period. Our results show that, even if economic freedom is associated with higher income inequality, it also associates robustly with access to opportunity. Our results are robust to alternative models, sample size, and testing methods, including instrumental variables analyzes addressing potential endogeneity bias. Our results, taken together, do not suggest that growth-promoting economic freedoms hamper future progress by raising inequalities—on the contrary, economic freedoms promote equity of access to opportunities—findings inconsistent with the view that governments under free-market conditions are easily captured by the wealthy, who then block equitable access to public goods.

Background: Debate continues in public health on the roles of universal or targeted policies in providing equity of access to health-related goods or services, and thereby contributing to health equity. Research examining policy implementation can provide fresh insights on these issues. Methods: We synthesised findings across case studies of policy implementation in four policy areas of primary health care, telecommunications, Indigenous health and land use policy, which incorporated a variety of universal and targeted policy structures. We analysed findings according to three criteria of equity in access – availability, affordability and acceptability – and definitions of universal, proportionate-universal, targeted and residual policies, and devolved governance structures. Results: Our analysis showed that existing universal, proportionate-universal and targeted policies in an Australian context displayed strengths and weaknesses in addressing availability, affordability and acceptability dimensions of equity in access. Conclusion: While residualist policies are unfavourable to equity of access, other forms of targeting as well as universal and proportionate-universal structure have the potential to be combined in context-specific ways favourable to equity of access to health-related goods and services. To optimise benefits, policies should address equity of access in the three dimensions of availability, affordability and acceptability. Devolved governance structures have the potential to augment equity benefits of either universal or targeted policies.

This chapter explores access to healthcare—the timely availability of professional health services to prevent, diagnose, and treat illnesses and to preserve or improve the health of individuals—and its consequences. The ethical context in which access is considered includes the human rights and social justice concepts of ‘a right to healthcare’ and ‘equity of access’. Conscious that these concepts differ from country to country, we offer working definitions. Countries and their governments vary in their political and social attitudes to access. Those with a strong social welfare agenda might focus attention and budgets on social factors such as education and social welfare; these not only determine health, but also access to care. Others, regarding healthcare as the individual’s concern, might give these factors less weight. Despite this complexity and much national variation, access depends, in general, most often on good primary healthcare, public investment, and political will, availability of data to guide resourcing decisions, and the development of a well-trained, integrated workforce with appropriate supporting infrastructure.

This study aimed to highlight the COVID-19 response by the Ministry of Health (MOH) and the Government of Malaysia in order to share Malaysia’s lessons and to improve future pandemic preparedness. The team conducted a rapid review using publicly available information from MOH, PubMed, and World Health Organisation (WHO) Global Research on Coronavirus Disease Database to compile Malaysia’s responses during the COVID-19 pandemic. Measures taken between 31 December 2019 and 3 June 2020 were classified into domains as well as the pillars described in the WHO COVID-19 Strategic Preparedness and Response Plan (WHO SPRP). Malaysia’s response incorporated all pillars in the WHO SPRP and consisted of five domains, (i) whole-of-government, (ii) cordon sanitaire/lockdown, (iii) equity of access to services and supports, (iv) quarantine and isolation systems, and (v) legislation and enforcement. Some crucial measures taken were activation of a centralised multi-ministerial coordination council where MOH acted as an advisor, with collaboration from non-government organisations and private sectors which enabled an effective targeted screening approach, provision of subsidised COVID-19 treatment and screening, isolation or quarantine of all confirmed cases, close contacts and persons under investigation, with all strategies applied irrespective of citizenship. This was provided for by way of the Prevention and Control of Infectious Diseases Act 1988. A combination of these measures enabled the nation to contain the COVID-19 outbreak by the end of June 2020.

The goal of our exploratory study was to examine how management and staff in engineering education making spaces are enacting equitable access amongst their users (e.g., students). We examined six different making space types categorized by Wilczynsky’s and Hoover’s classification of academic makerspaces, which considered scope, accessibility, users, footprint (size), and management and staffing. We reviewed research memos and transcripts of interviews of university makerspace staff, student staff, and leaders/administrators during two separate visits to these places that took place between 2017 and 2019. We inductively and deductively coded the data, and the findings suggested that equity of access was situational and contextual. From the results, we identified four additional considerations needed to ensure equitable access for engineering education making spaces: (a) spaces designed and operated for multiple points of student entry; (b) spaces operated to facilitate effective student making processes and pathways; (c) threats to expanded access: burdens and consequences; and (d) elevating student membership and equity through a culture of belonging. Together, the findings point toward a need for developing a more nuanced understanding of the concept of access that far supersedes a flattened definition of access to just space, equipment, and cost.
