This research intends to draw implications for digital governance establishment by analyzing how the president’s leadership has worked in the digital government innovation promoted in South Korea over the past 30 years. This research examines the process of digital government development in South Korea from the 1990s onwards, chronologically and in the order of presidential administrations. The analysis proceeds from the following three perspectives: the political characteristics of digital government, the presidents’ leadership on government innovation through digital government process, and the composition of a strong cross and joint governmental promotion system. The implementation of digital government is not simply about a computerized government. Driving digital government means the overall transformation of government. From this point of view, to successfully implement digital governance, we must approach it from a highly political perspective. The implementation of digital government in South Korea has been continuously pursued as a national agenda. Since South Korea has a well-established high-speed information and communication infrastructure, e-Government and digital government innovation have been promoted as national agendas regardless of regime change. However, in this process, the president’s leadership determined the success or failure of digital government innovation. Therefore, the most important success factor for digital government innovation is securing policy sustainability regardless of administration change.

<p>One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. Under the background of mass entrepreneurship and innovation, innovative entrepreneurship research is urgently needed for entrepreneurs. The aim was to explore the innovative entrepreneurship consciousness of new entrepreneurs. First, the regional competitive advantage theory is discussed. The research method of questionnaire survey is combined with statistical analysis to obtain relevant research data. Quantitative standards are used to measure the impact of regional advantages and policy support on entrepreneurs’ innovation and entrepreneurship. The policy content analysis and questionnaire survey are applied to discuss the impact of regional competitive advantage, educational psychology, innovation and entrepreneurship policy, and entrepreneurs’ innovation consciousness. Meantime, the policies related to entrepreneurs’ innovation and entrepreneurship are further explored. The results show that the proportions of young entrepreneurs suffering anxiety and depression are 29.4 and 27.5%, respectively, which are significantly higher than the national average. Besides, in the test, F=23.11, p&lt;0.005, which indicates that all proposed hypotheses are valid. The results suggest that the overall mental health level of young new entrepreneurs is not high, and their consciousness of innovation and entrepreneurship needs to be strengthened. Under the wave of mass innovation and entrepreneurship, the research results can strengthen entrepreneurs’ innovative entrepreneurship consciousness and may have great theoretical and practical significance for improving and optimizing government innovation and entrepreneurship policies.

This technological development has become a medium used by a state administrator to improve the welfare or services of its citizens. An innovation to capture this phenomenon is needed. Local government innovation is very important in implementing good and reliable governance (Good Governance). The implementation of regional development always begins with research and development activities, as well as assessments. Development planning is not only done on the table, without seeing the reality on the ground. The core of the planning problem is making the plan itself which includes a series of procedures and involves many parties. The long process and the many parties involved often make planning ineffective. Based on this, this study aimed to compare the differences in planning innovations carried out in two different regions in South Sulawesi and West Sumatra to compare the innovations of the two regions. This study used a qualitative descriptive approach. As a result, South Sulawesi and West Sumatra had different development innovations. South Sulawesi emphasized improving a website-based information system that would be a reference for development planning. Meanwhile, West Sumatra emphasized assessing construction services that would carry out development planning in the West Sumatra region. Suggestions for the future, each agency allocated a budget to increase the capacity of the SIPPD admin management and provide cost consequences as motivation.

Abstract Farmers' capacity to manage rice paddy farming is closely related to individuals' behaviour in managing the farm. Farmer capacity building program has been widely and often conducted relevant government innovation lowland rice farm and delivered to farmers. Still, the farmers cannot give a proper response to lowland rice farm management innovation, especially in terms of strengthening farmers' capacity. This study aims to: (1) determine the level of farmer capacity in managing rice paddy farmers and (2) to analyze the factors related to the capacity level of rice paddy farmers. The research was conducted in the northern part of Tangerang Regency (Pantura), the centre for rice production in the Tangerang Regency. The research was conducted from July to November 2020. Data was collected through FGD interviews and observations of 150 farmers. The data analysis used descriptive test and multiple regression. The results showed that the farmer capacity in managing lowland rice farming in Tangerang district was classified as moderate, both in resource utilization, problem identification, farming planning, and adaptability. The main factor determining the level of farmer capacity in managing rice paddy farmers is formal education and nonformal education.

This study aims to understand issue innovation in government perspective. This study reviewed the literature of an article published in the social sciences through the NVivo analysis tool. This study indicates that the main issues in government innovation are public, actors, politics, policies, and institutions. This study also finds that government innovation can be used for decision making and increasing organizational capacity. In addition, it can also be used to improve democratic institutions and increase organizational. This article contributions is provide new topic concerning government innovation in the future.

This study aims to increase the potential for tourism in Sumenep district by using the concept of sister city collaboration paradiplomacy as one of the local government innovation efforts in providing welfare and the community's economy. In line with the globalization process, international relations actors also extend not only to state actors but also to non-state actors such as international organizations, NGOs, MNCs, media, regions, minority groups. , even individuals. From this we can see that the various actors involved in foreign relations and cooperation are increasingly complex, especially in the decision-making process. The research method, the researcher used the literature study method. Literature study, namely the researcher diligently examines the literature needed in the study. The many potentials of the tourism industry in Sumenep regency are not yet optimal, the efforts of the Sumenep district government to use sister city cooperation are one of the solutions to increase local and foreign tourists.
