The article examines the risks and possible prospects for the transformation of higher education from the standpoint of the Russian and world economy, identifies the main reasons for the current situation in terms of the influence of foreign capital on the level of competitiveness of the domestic economy's production capacities and its involvement in global value chains. An analysis of the risks of increasing the dependence of Russian higher education on the global market of educational services is carried out. This may negatively affect the preservation of the potential of human capital in the domestic market of the country. In this regard, the current trends in the field of educational activity, including the globalization of higher education in the context of digitalization, as well as the process of internationalization of scientific research, are considered. Additional trends in the transformation of higher education were identified that could contribute to the sustainable development of the Russian economy, primarily in the domestic market, taking into account the involvement of Russia in the system of international division of labor. Based on the results obtained, the key directions of the development of Russian higher education are identified, taking into account possible risks and prospects in order to achieve sustainable development of the Russian economy based on the long-term development of the domestic market, where special attention is paid to the human capital of the country, including not only material, but also moral aspects of society.

В данной статье рассматривается история развития хорового исполнительства в Якутии, становление Якутского хорового общества – республиканского отделения Всероссийского хорового общества (ВХО, обосновывается актуальность этого значимого для Якутии явления музыкальной культуры. Очерчены основные вехи в развитии данного общества. Автор статьи представляет изучаемый объект как значимое явление в культурной жизни республики, прослеживая его развитие на протяжении более полувека, начиная с 1958 г. Благодаря деятельности Якутского отделения Всероссийского хорового общества хоровым движением было охвачено практически всё население Якутии. Благодаря сотрудничеству с якутскими композиторами, хоровая музыка стала популярной на уровне трудовых коллективов республики тех лет. Показана роль руководителей регионального отделения разного периода времени – Г.Ф. Таныгина, Ф.А. Баишевой, Л.Е. Архиповой и др. Смена политического строя в стране не лучшим образом отразилась на развитии хорового дела в стране и в республике, в частности, Всероссийское хоровое общество и его региональные отделения перестали существовать, несмотря на его реорганизацию в 1987 г. в Музыкальное общество. В статье впервые описано время, начиная с 2013 г., когда происходило восстановление Якутского отделения Всероссийского хорового общества. Необходимость его возрождения стала очевидной в виду возросшего спроса на организацию хорового дела как массового явления культуры якутского общества. В статье представлены важнейшие мероприятия, проведенные Якутским отделением ВХО, охарактеризованы крупные достижения за последние годы, проанализированы основные проблемы, стоящие перед организацией в переходный восстановительный период, а именно – улучшение финансирования, подготовка кадров. The article is devoted to the study of choral performance in Yakutia, the formation of the Yakut Choral Society, the regional branch of the All-Russian Choral Society. The relevance of this significant for Yakutia phenomenon of musical culture is substantiated. The main milestones in the development of the society are outlined. The author of the article presents the object under study as a significant phenomenon in the cultural life of the republic for more than half a century, starting in 1958. Thanks to the activities of the Yakut branch of the All-Russian Higher Education, the choral movement covered almost the entire population of Yakutia. Thanks to cooperation with Yakut composers, choral music became popular even among teams of co-workers. The role of the leaders of the regional branch – G.F. Tanygin, F.A. Baisheva, L.E. Arkhipova, and others – is shown. The changes in the political system in the country had a detrimental effect on the development of choral art in the country and in the republic, in particular. The RCS and its regional branches ceased to exist despite the attempts to reorganize it in 1987 into the Musical Society. For the first time, the article shows the difficult time when the restoration of the RCS in the Sakha Republic (Yakutia) took place, starting in 2013. The need for revival became obvious in view of the increased demand for the organization of choral work as a mass phenomenon of the culture of society. The most important events carried out by the Yakutsk branch of the RCS are presented and the major achievements in recent years are characterized. At the same time, the main problems facing the organization in the transitional recovery period are analyzed: improving funding and training.

The process of social transformation taking place in the world and in Russia, expressed in education reform programs, is changing the role of educational organizations in society and the economy and, probably, in culture as a whole. New players on the educational services market that has emerged in Russia (international IT corporations, etc.) in many ways initiate these changes or have a great impact on the structural and substantive restructuring of Russian higher education. The purpose of the article is to investigate what is happening with Russian higher education, the preconditions and trends of transformation of the domestic model of education are analyzed. Within the framework of the goal, the task to explore the components of this transformation is solved: digitalization and personalization (individualization) of the learning process. The source of the study was strategic documents on the development of national education and the practice of their implementation in individual educational institutions. Research methods – theoretical analysis and synthesis. The results of the research are set out below: the problems of educational institutions that arise in the implementation of the «request» for the personalization of education have been identified; some conceptual gaps in strategic documents are identified that make it difficult for performers to comprehend the goals of digitalization of education; some organizational reasons are indicated for which the implementation of the concept of individualization (personalization) of education for students in practice is difficult.

In this work, we analyze responses of the Russian universities, research institutes and public libraries to survey questionnaire aimed to study the level of understanding and estimate the role of information literacy (IL) in the practices of Russian higher education. The survey was conducted in 2019 among 122 Russian organizations in 30 cities. In this work we study four reference groups: faculty, librarian, student/graduate student and others. We report that 90 % of the respondents emphasize the importance of IL for their organizations, 69 % agree that IL can be easily integrated into training courses of their organization, and 72 % consider such integration necessary. At the same time, only 24 % of respondents confirmed that IL was already well-integrated into the curricula of their organizations in 2019. and 53 % - that this was implemented at the level of individual modules. The majority (80 %) of the survey participants highly appreciate the participation of teachers and librarians of their organization in the development of IL and note the high level of their cooperation. Russian specialists highly estimate their competence in terms of knowledge and skills in the field of IL: 72 % of those who answered this question gave themselves good and very good ratings. Meanwhile, 80 % of the survey participants rated the ability to teach IL only as good and satisfactory.

The purpose of the article is to analyze the transformational processes in Russian higher education aimed at restructuring the educational environment based on developmental education technologies that contribute to the formation of students' systematic thinking and abilities for self-realization in the professional sphere. Following this agenda, the change in the content of education in the Kuzbass State Agricultural Academy and the use of innovative teaching methods (business games, integrator, storytelling, pedagogical design, etc.) modify the role of the teaching staff. They initiate it as not only a translator of knowledge, but also makes it a key element in creation of prerequisites for employment of graduates and their professional implementation. Advanced training and retraining of teachers and administrative and managerial personnel of the Kuzbass State Agricultural Academy in the profile of developmental education creates conditions for the transition to "systematic thought activity pedagogy", training on its basis highly qualified specialists who are able to form their own individual trajectory of professional and career growth at the request of the employer, providing with their labor stability of the functioning of the agroeconomy of the region. The research used the system-dialectical, comparative and integrative methods.

This article analyzes the problems of addi-tional financing of the university and the possibility of considering them as a subject of social responsibility for Russian society. The possibility of improving the quality of education in higher education through the use of endowment assets is substantiated. The definition of endowment assets and funds is given. The level of development of this mechanism by the leading Russian uni-versities is determined. The author analyzes the statistics of successful foreign use of such a tool as endowment funds. This article attempts to establish the relationship be-tween the number of participants in endow-ment funds and the amount of funds raised. Also, the tasks necessary to develop an al-gorithm of actions that allow Russian higher education to use endowment assets have been formulated.

The scientific and technological progress substantiates significant economic and social changes, and imposes specific requirements on the sphere of education, first and foremost, with regards to preparation of modern specialists. Actualization of such requirements is mediated by the state educational policy and corresponding administrative decisions and measures. The article examines the problems of Russian higher education in the context of proliferation of the ideas and practices of new public management (NPM). The theoretical framework of this research is comprised of the theory of human capital in its historical context and critical perspective. Special attention is given to the problem of adaptation of the sphere of education to the market economy and its values – competition, individualism, and social inequality. The scientific novelty lies in the fact that the theory of human capital is used for criticizing the methods and results of NPM in educational sphere. It is revealed that the effectiveness of education and its contribution to the economy remains low. The currently implemented model of public administration model in accordance with the concept of NPM has an ambiguous effect. On the one hand, the pursuit of making education open, modern, and economically justified; while on the other hand, the impact of noneconomic factors is neglected. The conclusion is made on the importance of the quality of administrative impact aimed at not only the output of education, but primarily, the development of human capital.

The purpose of the study. For Russian universities, the problem of choosing the form of the electronic portfolio and its software is relevant; ensuring the formation of the electronic portfolio of the student is fixed in the requirements for the electronic information and educational environment of the educational institution by the current federal state standards for higher education in Russia. The purpose of the study is to develop recommendations on the choice of software based on the generalization of the practice of using the author’s capabilities of foreign and domestic software to organize work on the management of the electronic portfolio by students. The study was made as another step in the author’s development of the conceptual apparatus of the electronic portfolio subject field.Materials and methods. The author of the study has been teaching and organizing the educational work of students with an electronic portfolio since 2007: from 2007 to 2019 at the Southern Institute of Management (first as the Head of the Department of Applied Informatics, then as Rector’s Assistant for informatization and electronic training), from 2019 at the North Caucasus branch of the Russian State University of Justice and Kuban State University as a lecturer of Informatics, Psychology and Pedagogy. Only in the 2020-2021 academic years, students of these two universities during the study of the author’s educational disciplines with cloud tools Google and P7 Office conducted about 400 electronic portfolios. The criteria for comparing the software of the electronic portfolio from different developers were elaborated on the basis of the author’s vision of the functionality of the electronic portfolio in Russian universities as a virtual office of students. To determine the forms of the electronic portfolio used by Russian higher education institutions and the software used by them, the author analyzed the documentation on the organization of the institution’s electronic environment posted on the official websites of universities in the country.Results. During the study of components of the structural model of the investigated problem, the author classified and considered portfolio software options and revealed that the most functional form of the electronic portfolio is an electronic portfolio in the form of an Internet site, designed and supported according to the “software as a service” model. The following criteria were added to the list of traditional criteria for comparing electronic portfolio software from different developers by the author: the availability (number) of training tools for performing training tasks with ecosystem tools, into which the portfolio is integrated, and the presence of registration in the Unified Register of Russian programs for electronic computers and databases. The author supplemented the recommendations on the choice of software for the portfolio of universities with the wishes of its developers and customers.Conclusion. A number of Russian universities continue their own development of electronic portfolio systems “from scratch” without taking into account the existing developments in culture. This circumstance, as well as the fact of the dependence of most universities on foreign technology platforms that ensure the maintenance of an electronic portfolio, prompted the author to show the possibility of creating an electronic portfolio system by modifying the P7 Office ecosystem of office applications, in accordance with the existing example of using Google’s online ecosystem tools for electronic portfolio management.
