Information and Communication Technology (ICT) is an important source for sharing and receiving of agricultural information. The present study explored the constraints faced by farmers and suggestions for effective utilization of ICT services for agricultural information. The study was conducted in all villages of Nandyal Mandal of Kurnool District of Andhra Pradesh. 2021. Responses from the 120 farmers were collected through well-structured interview schedule. It was revealed that that lack of knowledge about ICT tools, poor condition of equipment, relevant information not received in time and awareness of new ICT service among farmers about the use of ICTs for the educational and agricultural purpose were the major constraints in ICT use. All these constraints can be overcome by implementing suggestions by farmers like; proper and improved infrastructural facilities at the village level, providing relevant information at a time and skill development updating with training, creating awareness regarding use of ICTs for educational and agricultural purpose. The data collected were analyzed using descriptive statistics and regression analysis in finding relationships between variables. The findings show that most of the farmers in Nandyal Mandal that use ICTs as a source of agricultural information.

This study examined the relationship among carbon dioxide emissions and linkage effects using Input–Output (IO) data of the information and communications technology (ICT) industry between South Korea and the USA. As we wanted to find out if the ICT industry, which the world is passionate about, is a sustainable industry. The linkage effects are analyzed to determine the impact of ICT industry on the national economy, and CO₂ emissions of the industry are analyzed to determine how much influence it has on air pollution. In addition, we classify ICT industry by ICT service and manufacturing industries as the key industries in Korea and the US. Data were collected from OECD ranging from 2006 to 2015 in order to quantitatively estimate backward linkage, forward linkage effect, and carbon dioxide emissions. The results indicated that ICT manufacturing industry in Korea has high backward and forward linkage effects. CO₂ emissions from ICT service is more than from ICT manufacturing in both Korea and the US. We wanted to find out if the ICT industry, which the world is passionate about, is a sustainable industry. As a contribution, ICT manufacturing and service industries in Korea and the United States are directly compared, and CO₂ emissions over 10 years are analyzed in a time series.

This study focused on farmers’ attitudes to the effectiveness of ICTs in their farming and farmers’ challenges in accessing it. Extension workers of the respective Townships identified the 144 sample farmers, and the data was collected through interviews using questionnaires during 2019.  There were frequency means and a dichotomous scale used to analyze the ICT attitude pattern among farmers and a 5-point Likert scale with the options.  This study explored the personal factors of ICT accessed farmers who are significantly getting young and middle age, high school, and graduate-level education and a moderate working experience compared with ICTs non- access farmers. 110 out of 144 farmers frequently used and accessed ICTs such as Radio, FM radio, TV, Facebook, Phone, and Agricultural Journals to obtain the agricultural information, but 34 farmers could not access ICTs due to the high cost, other social factors, and low ICT exposure. Most of the farmers received agricultural information from related Departments and Organizations traditionally, such as training, meeting, demonstration, trials, and conferences. More than half of the farmers were positively consistent agricultural information with their needs, but the rest did not meet their needs. Most farmers believed highly positive to agricultural information. However, some farmers responded negatively to agricultural details because they seem commonly knowledgeable information. Farmers mentioned in this study that more than half of farmers positively showed that attitude on high true and true regarding agricultural information. Moreover, farmers encountered insufficient electricity, challenging ICT exposure, low trust, and social problems. And also, farmers commonly faced challenges as high cost for ICT usage, high price for ICTs tools, and poor ICT service.  Besides, farmers’ other challenges were poor connectivity, inadequate support for the mother service provider, failure to attend the training, complexity to operate, and badly wanted news. Finally, this study recommended that farmers use effective utilization of ICTs in their farming in Nay Pyi Taw area that has the potential to make the rural communities prosperous as it enables the dissemination of required information in user-friendly patterns, easy to access, cost-effective ways at the right time with relevant information and training to be a skill.

Information and Communication Technology (ICT) Governance is increasingly necessary and present in organizations aiming to improve the maturity of their ICT processes. This paper presents an analysis of the ICT Governance processes of a Brazilian Federal Public Administration agency. To assess the maturity of the ICT Governance processes, we surveyed and diagnosed the processes performed by the agency and organized a series of meetings/discussions to assist in the improvement and modeling of the processes related to the ICT Contract Planning process. As a result, we proposed improvements and identified the maturity level of the existing ICT processes, also assessing the awareness of employees of the General Coordination of Information Technology regarding these processes. Our findings reveal that the agency still needs to implement the following processes: (1) ICT People Management; (2) Business Process Modeling (Automated/to Automate); (3) Change Management; (4) Execution Monitoring of the ICT Projects and Services Portfolio; and (5) ICT Service Continuity Management. We also identified several artifacts that need to be implemented by the agency in different processes and collected survey participants’ suggestions about new processes to improve the maturity in ICT Governance.

ICT is used to enhance the overall activities of individuals, administrative processes of businesses and various governmental and non-governmental organizations. Despite its advantage in all aspects of development, it has drawn low attention in expanding the services in general and utilizing the technology in particular. Therefore, this study was aimed to explore the main factors that affected the usage of ICT in Illubabor zone, Ethiopia. A descriptive cross-sectional study design with quantitative and qualitative data collection method was carried out. The data was collected from 195 samples by using structured questionnaires and observations by employing simple random and purposive sampling techniques. SPSS version 16 was used for data analysis. The study confirmed that lack of computer skill training for staff and lack of sufficient budget for the provision of ICT are the major bottlenecks in expanding ICT service in the zone. Major emphasis should be given in enhancing the awareness of government employees to make use of ICT services in their daily official work.

The potentials of ICTs in fish farming has not been fully harnessed by farmers in Nigeria. This study assessed farmers’ awareness of the use of ICTs in fish farming, determined level of use, identified the determinants of use, and the constraints to the use of ICTs in fish farming. A two-stage random sampling technique was applied to select 133 respondents on whom a questionnaire was administered. Data were analysed using descriptive statistics, Multiple Regression Analysis and the Pearson’s Product Moment Correlation. Respondents’ level of awareness of the use of ICTs in fish farming was high (71.4%), but use was low (48.3%). The major constraint to the use of ICTs was the high cost of internet subscription (M = 3.53). At p < 0.001, number of ponds (β = 0.095), cosmopoliteness (β = 0.271), household size (β = 0.159) and fre­quency of extension contact (β = 0.078) determined the use of ICTs. Also, awareness of ICTs had a significant relationship with its use (r = 0.339, p < 0.01). The study concluded that the level of use of ICTs in fish farming in the state was low in spite of a high level of awareness. It recommends among others, the regulation of the activities of ICT service providers in the country for quality service at reduced prices.
