The smart grid (SG) is a movement to bring the electrical power grid up to date so it can meet current and future requirements to fit customer needs. Disturbances in SG operation can originate from natural disasters, failures, human factors, terrorism, and so on. Outages and faults will cause serious problems and failures in the interconnected power systems, propagating into critical infrastructures such as nuclear industries, telecommunication systems, etc. Nuclear power plants (NPP) are an intrinsic part of the future smart grid. Therefore, it is of high priority to consider SG safety, mutual influence between NPP and SG, forecast possible accidents and failures of this interaction, and consider the strategies to avoid them.

In smart cities, unmanned aerial vehicles and self-driving vehicles are gaining increased concern. These vehicles might utilize ultra-reliable telecommunication systems, Internet-based technologies, and navigation satellite services to locate their customers and other team vehicles to plan their routes. Furthermore, the team of vehicles should serve their customers by specified due date efficiently. Coordination between the vehicles might be needed to be accomplished in real-time in exceptional cases, such as after a traffic accident or extreme weather conditions. This paper presents the planning of vehicle routes as a team orienteering problem. In addition, an ‘agile’ optimization algorithm is presented to plan these routes for drones and other autonomous vehicles. This algorithm combines an extremely fast biased-randomized heuristic and a parallel computing approach.

In this paper, a fractal antenna array for telecommunication applications is presented. The proposed antenna array is realized on a Plexiglas substrate, has 1×2 radiating elements, and dimensions of 170mm×105mm. The antenna array is composed of two Koch Snowflake patches and is fed by a Coplanar Waveguide (CPW) transmission line. Radiating elements and the ground plane are printed on the top side of the substrate. Defected Ground Structure (DGS) technique is employed to enhance the bandwidth and improve the impedance matching. The proposed antenna array operates at two frequency bands, 1.08-1.32GHz covering the GPS band and 1.7-3.7GHz covering the GSM 1800/1900, UTMS, Bluetooth, LTE, and WiMAX bands. In addition, the antenna has a good performance with efficiency and peak gain of 82% and 6.3dB respectively. These characteristics allow the antenna to be an attractive candidate for telecommunication systems. Design and analysis of different structures were carried out with Ansys HFSS.

Abstract The described method of structure identification of the state vector of a telecommunication system stochastic model is based on a posteriori probability density approximation (APDA) by a system of a posteriori moments. An assumption of possible APDA approximation by a class of Pearson distributions resulted in a closed system of moment equations. Implementation of optimal non-linear stochastic object control techniques helped to solve the problem of structural identification. Introduction of the proposed approach into contemporary telecommunication systems will not impose additional requirements on the calculating equipment, thus making this method well-suited for a wide range of applications.

This research is devoted to the analysis of the legal regulation of electronic transactions in the civil law of Ukraine, the disclosure of problematic issues related to the practical application of the Law of Ukraine "On Electronic Commerce". Within the framework of this article, a theoretical and applied study of various approaches of scientists was carried out, as well as the position of the legislator regarding the understanding of the concept and essence of an electronic transaction through its comparison with traditional approaches to understanding the concept and essence of a transaction. The analysis of the Law of Ukraine "On Electronic Commerce" was carried out, and it was found that the latter defines the organizational and legal basis for activities in the field of electronic commerce in Ukraine, establishes the procedure for making electronic transactions using information and telecommunication systems and determines the rights and obligations of participants in relations in the field of electronic commerce. To achieve this goal, the author applied methods characteristic of legal science. The study was conducted out using the dialectical method of cognition of legal reality, which provided an opportunity to analyze the essence of electronic transactions as a variety of legal facts affecting the dynamics of legal obligations in the civil law system of Ukraine. Whereas the use of the formal-legal method made it possible to analyze the regulations related to the regulation of electronic transactions, which contributed to the proper disclosure of the research objectives. Based on the study, the authors conclude that electronic transactions, like transactions in general, are a kind of legal facts acting in the form of an act of strong-willed lawful behavior aimed at establishing, changing or terminating civil rights and obligations. It has been established that a characteristic feature of electronic transactions is that they are carried out using information and telecommunication systems. It was determined that a characteristic feature of electronic transactions is interactivity, efficiency and multimedia.

A compact three-element shared-aperture waveguide antenna array for the 24–28 GHz microwave-frequency band is presented as a proof-of-concept of an array with steerable directional beam suitable for 5G telecommunication systems. The array is intended for use in a microwave photonic link and is sufficiently steerable only with the progressively phased excitation signals of equal magnitudes. The mutual interactions between the array elements are minimized to maintain the properties of the individual elements, even if they are embedded and closely spaced in the array. The proposed concept could be simply extended by adding more elements to further increase the directivity and enhance the steering properties of the array.

Microwave solid-state oscillators of noise-like signals are of the great interest for wireless telecommunication systems, imaging systems and electronic warfare. In the paper, the possibility of power combining in the array of three independent noise-like oscillators is investigated. The noise-like oscillators are based on the microstrip log-periodic antennas which are integrated with field-effect transistors. As an active element, NE350184С field-effect transistor with 13.5 dB gain at 12 GHz is chosen. It was previously shown that single-frequency, multifrequency or noise-like generations are possible in the active antennas. The main factors that affect the generation type are the current in the drain-source circuit of the transistor and the distance between the antenna plane and reflecting screen. It is experimentally shown, that using of the noise-like oscillator arrays makes possible the spectrum and power combining, but the construction is not enough stable and reliable.
