This article examines the conformity of e-government theoretical aspects with practical outcomes of interaction between executive authorities and citizens while governance optimization. The empirical part of this study evaluates the current level of communication between local authorities and citizens via electronic resources based on the portal “Our Saint Petersburg” data. Citizens capacities and claims causes are revealed as well as portal functioning problems over the past two years.

Abstract The B.1.1.529 Omicron variant of SARS-CoV-2 is rapidly spreading, displacing the globally prevalent Delta variant. Before December 16, 2021, community transmission had already been observed in tens of countries globally. However, in Russia, all reported cases had been sporadic and associated with travel. Here, we report an Omicron outbreak at a students’ dormitory in Saint Petersburg, Russia. Out of the 462 sampled residents of the dormitory, 206 (44.6%) tested PCR positive, and 159 (77.1%) of these infections carried the S:ins214EPE insertion, indicating that they were of the Omicron strain. 104 (65%) of Omicron-positive patients have been vaccinated and/or reported previous covid-19. Whole genome sequencing confirmed that the outbreak is caused by the Omicron variant. Phylogenetic analysis showed that the outbreak has a single origin, and belongs to the S:346K sublineage of Omicron which may be characterized by an increased rate of spread, compared to other Omicron sublineages. The rapid spread of Omicron in a population with preexisting immunity to previous variants underlines its propensity for immune evasion.

Objective: Study specific Igg4 antibodies to milk proteins indexes in healthy babies living in different Russian megalopolises.Methods: The complex research of the specific Igg4 antibodies to milk proteins during cohort study of 259 healthy babies of the first year of life. Children lived in five Russian cities: 60 children in Moscow, 50 newborns – in Saint Petersburg, 55 children came from Kazan, 43 children lived in Khabarovsk and 51 – in Vladivostok. Non-competitive enzyme-linked immunosorbent assay was used to quantify specific Igg4 antibodies to cow milk proteins (CMP), beta-lactoglobulin (β-LG), alpha-lactalbumin (α-LA), casein and goat's milk protein (GM) in coprofiltratesResults: The highest frequency of the high Igg4 was discovered to CMP and goats’ milk was observed among children from Saint Petersburg during comparative assessment of the frequency of defining Igg4 to milk proteins in healthy newborns aged 2.5 months living in Moscow and Saint-Petersburg. The highest frequency of Igg4 increased rates to milk proteins among newborns from Kazan, Khabarovsk and Vladivostok was diagnosed during first three months of life on breastfeeding without any clinical symptoms of food intolerance. With age decrease of the frequency of specific Igg4 to milk proteins were observed among all babies from above-mentioned cities. By 8 month of life it made isolated cases.Conclusions: High frequency of increased Igg4 to milk proteins among 2 months old babies on breastfeeding was observed in the cities of Central and Far Eastern districts of Russian Federation. In this regard it can be supposed that Igg4s were got from mothers in the prenatal period and after birth through breastfeed. The presence of high frequency of the increased indexes of specific Igg4 to milk proteins probably was related to mothers’ nutrition habits during pregnancy and lactation periods.

The ‘Tumult of Toruń’ of 1724, which resulted in the sentencing to death of the mayor and a dozen or so townsmen (the so-called ‘bloodbath’ or ‘bloody court’), brought about a veritable deluge of publications. It has become widely accepted in literature that these writings fundamentally impacted the development in Western public opinion of the notion that eighteenth-century Poland was an intolerant country. In 1767–71, Voltaire placed his pen at the service of the Russian empress, and his propaganda texts provided support for the diplomatic and military offensive of the court of Saint Petersburg in Poland. One of the more significant themes that appeared in the papers commissioned by the Russians and also in the philosopher’s correspondence was that of the ‘Tumult of Toruń’ of July 1724 and the death sentences that were passed against the city’s mayor and a dozen or so townspeople.

Abstract The history of the the discovery of world’s largest Ni-Cu-PGM deposits of Norilsk-Talnakh is revised. The 1866 prospecting and geographic expedition of Innokenty Lopatin and Friedrich Schmidt, studied the lowest Yenissei territories, and collected information and mineralogical samples (chalcopyrite from ‘copper slates’) proving by this the presence of a copper ore deposit in the Norilsk mountains. The deposit was developed by at least two adits since 1865 and was managed by brothers Pyotr and Cyprian Sotnikov from the settlement of Dudino (now Dudinka). This information was documented in the diaries by I. Lopatin and was reported by F. Schmidt in transactions of the Saint Petersburg Academy of Sciences. After the ‘re-discovery’ of the deposit in the 20th century the followers have ignored, omitted and incorrectly cited the information published by Friedrich Schmidt in 1869 and 1872, as well as its republishing made by Vladimir Obrutchev in 1917. The real sequence of events resulting in the discovery of Norilsk deposits has to be rewritten. In memoriam of Sergey Gorbunov (1952–2021), archaeologist, traveler, Sakhalin history specialist

В Нижнем и Верхнем дендрологических садах Санкт-Петербургского государственного лесотехнического университета в Санкт-Петербурге выращивается 13 видов и 1 гибрид рода Larix Mill., представленных 124 экземплярами, в возрасте от 25 до 200 лет. Все зимостойки, образуют шишки, 3 вида (L. archangelica, L. decidua, L. sibirica) дают самосев. Всего за период интродукции были испытаны 23 таксона рода Larix, наибольшее число видов здесь впервые испытал Э.Л. Вольф. Некоторые виды (L. komarovii, L. maritima) здесь были впервые введены культуру. В коллекции сохранились старовозрастные экземпляры, посаженные еще в XIX в. – 71 шт., самые старые посадки (9 деревьев) датируются 1820 г. (L. archangelica, L. decidua, L. sibirica). Самое высокое дерево относится к L. sibirica: 34,0 м выс., самое толстое по диаметру ствола – L. decidua: 102 см. Исследования подтверждают важность периодических биометрических измерений и непрерывного мониторинга коллекции. Отдельные деревья заслуживают внесения в базу данных по деревьям-чемпионам по их размерам в высоту и диаметру ствола. There are 13 species and 1 hybrid of genus Larix Mill., represented by 124 trees, in collection of the Upper and the Lower dendrological gardens of Saint-Petersburg State Forest-Technical University, under the age from 25 till 200 years old. All of them are winter hardy and produce cones. Three species (L. archangelica, L. decidua, L. sibirica) give self-sowing. Totally there are 23 taxa which have been tested for the period of introduction. The largest amount of species were tested by E.L. Wolf. Some species (L. komarovii, L. maritima) were introduced here into general cultivation. There are trees of old age planted as early as in the XIX century (71). There are 9 of oldest trees cultivating since 1820 (L. archangelica, L. decidua, L. sibirica). The tallest tree is of L. sibirica: 34,0 m high, the most thick on trunk diameter is the tree of L. decidua: 102 см. The research confirm the importance of periodical biometrical measurements and uninterrupted monitoring of all collection. There are certain trees which deserve to be included into the data base on Champion trees on their sizes.

The establishment of psychotherapy and clinical psychology in a Russia is a very complicated and contradictive process. B. D. Karvassarsky has played an essential, key role in the psychotherapy formation as a science and distinct discipline. The article describes the crucial points of this discipline development, presents the main key studies of this mental health field. The Leningrad-Saint-Petersburg psychotherapy school maid a serious impact in the modern Russian neurosology cornerstone issues, that allowed to consider the multidimensional aspects of this pathology. This publication emphasizes the recent research results in this field, makes a deep analysis of the target phenomena understanding in different approaches, other methods integration in personality oriented reconstructive psychotherapy, elaboration of the nosocentric target oriented psychotherapy algorithms and strategies, and also different psychotherapy interventions research.
