The paper deals with general issues of organizing access to electronic documents in the framework of scientific and educational activities. Large volumes of already existing information, its continuous growth, the heterogeneous nature of storage and distribution, the lack of a unified way of working with it create many difficulties when using it. Awareness of these difficulties, qualitative changes in the field of information technology and telecommunications have led to the need to solve the problem of finding new approaches to the creation of repositories of information resources, their structure, and the development of tools necessary for users. Currently, such approaches are called “digital” or “electronic” libraries. According to the preliminary concept, an intelligent scientific and educational Internet resource will be an information system accessible via the Internet, providing systematization and integration of scientific knowledge, data, and information resources into a single information space, meaningful and effective access to them, as well as support for their use in solving various scientific and educational tasks. Another problem of the organization of effective information support for scientific and educational activities is that, due to its diversity and multidimensional nature, scientific and educational information resources are dispersed on remote pages of many sites and in distributed electronic libraries and archives. To solve this problem, it is necessary to solve the problem of bringing such resources related to one area of knowledge into a single information space, and also, no less important, to support their logical integrity. Without solving these two related tasks, it is impossible to solve the main task – to provide all participants of scientific and educational activities with meaningful access to integrated information resources and means of their analysis. The support of information systems in the field of scientific and educational activities is relevant, since the need for information always exists. In order to satisfy this need, it is necessary to organize access to various resources.

The epidemic caused by the SARS-CoV-2 virus (COVID-19) has necessitated the search for new formats of doing business. Companies that have taken the initiative and taken advantage of e-commerce have been able to achieve significant success. This article is devoted to a comprehensive analysis of the legislation of Ukraine on the subject of legal regulation of requirements for the form, content and procedure for concluding a business agreement in the relevant field. The main requirements related to the specifics of the implementation of contractual relations in this area are primarily related to the circulation of electronic documents, as well as the need to certify the integrity of the data transmitted by them. As a result of the study, it was found that the basic requirements for concluding a business contract in the traditional form remain relevant in the field of e-commerce. At the same time, the legislation over-regulates some aspects of the contractual relationship, leaving the parties little freedom to choose modern means of communication.

Peer-review journals and indexation agencies have an important role in the society as they certify the scientific common sense. However, they represent the edge-of-the-iceberg of the all produced knowledge. Within the “underwater production” there are many ideas, incomplete theoretical proposals and suggestions for new experimental models, some of them interesting, others more limited and a further group untenable. In common all of them are left aside and hidden from the most of people, including scientists. This article introduces a new initiative dedicated to the archiving of electronic documents (e-doc) referred to the High Dilution research, and was named as e-HD. It is opened to pre- and post-prints, lecture’s slides, movies, institutional websites and all relevant e-doc related to High Dilutions. e-HD is one more attempt to insert the High Dilution research in the scientific scenario giving visibility to all contributions in this field. While not substituting a peer-review journals, it can be used as a first step to refine preprints through open discussions before a more elaborated article’s version is done, aiming the final publication in peer-review journals.

Problem. Today the most relevant topic is the creation of websites. This is because almost any field of activity, whether related to goods or services, requires information-based promotion. The main purpose of the site is to tell the users about the company's data. There are different ways of informing on the Internet, but usually they all come down to one thing – a website. A website is a collection of electronic documents combined into a single address. With the growth of technology, websites are becoming not just a collection of documents, but also a presentation of a number of technologies that are used both to attract attention and to add various features, not only exciting but also convenient, that allow the user to stay on the site. That is why the article discusses the features and methods of developing a web service based on angular technology for ordering a tow truck service centering on the capabilities of modern browsers. Goal. This article examines the process of creating a web service based on Angular technology to order a tow truck service centering on the capabilities of modern browsers. The problems of work with services are considered and the necessity of creation of this service is substantiated. Methodology. An analysis of technologies and systems for the creation of this software, taking into account the support of work on mobile devices is made. The scheme of functioning of the service is developed and its structure is considered. The structure of the service software is developed and substantiated, separate schemes for each of the submitted pages are considered. Practical meaning. This service is designed to provide tow truck services, thanks to which every driver can easily order a tow truck at any time, which will reduce the time to find a tow truck. The necessary software was installed on the computer during the development of the information service. In the process of long-term software development, more and more dangerous factors appear on the PC, which affect the health and damage of the most vulnerable systems of the body. In an emergency, the computer must be turned off immediately.

The principles of organizing an Internet service designed to implement parallel processing of protected queries in distributed information systems that are oriented to work in complex network environments with many processing servers are considered. Distinctive feature of the service consists in a possibility to combine sequential ("pipelined") and parallel query processing in a multi-server environment. The service architecture is based on the concept of a "Protected message" corresponding to a container for electronic documents (information query or response) that can be provided with one or more electronic digital signatures. In contrast, for example, to the Web services technology, the described service is based not on the model of calling methods of remote objects, but on the message exchange model. In this case, this means that all service processing functions (methods) have the same strict specification: they receive an array of objects of the "Protected message" program class as a parameter and return an array of objects of the same class. In sequential processing, both arrays usually contain one "Protected message" object each. However, when using parallel processing, arrays can contain multiple elements that correspond to the results of processing by multiple software threads. These processing functions are grouped into one or more dynamic libraries, which are connected to the PMS server when it starts working (each library can be considered as a remote analogue of a Web service), and become available to clients.

This paper investigates the problem of distributed storage of electronic documents (both metadata and files) in decentralized blockchain-based b2b systems (DApps). The need to reduce the cost of implementing such systems and the insufficient elaboration of the issue of storing big data in DLT are considered. An approach for building such systems is proposed, which allows optimizing the size of the required storage (by using Erasure coding) and simultaneously providing secure data storage in geographically distributed systems of a company, or within a consortium of companies. The novelty of this solution is that we are the first who combine enterprise DLT with distributed file storage, in which the availability of files is controlled. The results of our experiment demonstrate that the speed of the described DApp is comparable to known b2c torrent projects, and subsequently justify the choice of Hyperledger Fabric and Ethereum Enterprise for its use. Obtained test results show that public blockchain networks are not suitable for creating such a b2b system. The proposed system solves the main challenges of distributed data storage by grouping data into clusters and managing them with a load balancer, while preventing data tempering using a blockchain network. The considered DApps storage methodology easily scales horizontally in terms of distributed file storage and can be deployed on cloud computing technologies, while minimizing the required storage space. We compare this approach with known methods of file storage in distributed systems, including central storage, torrents, IPFS, and Storj. The reliability of this approach is calculated and the result is compared to traditional solutions based on full backup.

ABSTRACTOne form of the Industrial Revolution 4.0 that we can recognize in everyday life is electronic commerce, namely the use of communication networks and computers to carry out business processes that are agreed upon and carried out by the parties and set forth in electronic agreements/contracts. The electronic agreement/contract is carried out on the basis of trust obtained by providing legal recognition of electronic written form in the form of an electronic signature. If there is a broken promise/default by one of the parties entering into an electronic agreement/contract with electronic document evidence signed with electronic signature as evidence, then it must be known carefully the strength of the evidence of electronic agreement on the electronic document and the method of settling the civil dispute.This study aimed to examine and analyze the strength of the evidence of electronic agreements on authentic deeds and patterns of settlement of civil case disputes submitted by the parties with evidence in the form of electronic agreements. The study used a normative juridical method with legal and conceptual approaches and primary and secondary sources of legal material.From the results of the study it can be concluded that the strength of proof of electronic documents signed with electronic signatures is contrary to the strength of proof of authentic deeds made by or in front of public officials in charge where the deed was made or by the authorized public official. In addition, related to the recognition of electronic documents in the judicial system, there is a void in procedural law because it does not regulate electronic documents as evidence but rather electronic documents in the form of decisions or indictments as appeals for cassation requests and reconsideration.Keywords: Electronic Agreement, Electronic Signature, Authentic Deed, Evidence

The article discusses the rules for compiling bibliographic references to cited or mentioned electronic documents placed in information and telecommunications networks of the following categories: all types of electronic documents placed in information and telecommunications networks, regardless of the primary source of their publication (including republications, integrated and multimedia electronic documents, software and databases), groups of homogeneous and heterogeneous electronic documents, components of an electronic document (the fragment of a text, part of a work or a publication, a block of information in an integrated or multimedia document). The authors specify the bibliographic record for making a reference to electronic documents that have analogies in the system of traditional scholarly communications (books, articles, conference materials, etc.). Alternative requirements for making a bibliographic record when referring to documents that are not included in other bibliographic standards are proposed: research data; an integrated electronic document and its component part (messages and responses to them in social networks, chats and forums, on news feeds and on information resources; a fragment of a document, including a multimedia one; an information resource (website, portal); computer programs.
