The public service system is determined by the standardization of public services regulated in laws and regulations. Therefore, a common perception is needed between the bureaucratic apparatus and the community in terms of service delivery, especially in the investment sector in order to improve the performance of investment services both at the central and regional levels. Licensing is an instrument of government policy to control negative externalities that may be caused by social and economic activities. Permits are also an instrument for efficient and fair allocation of public goods, preventing information asymmetry, and legal protection of ownership or operation of activities. As an instrument of control, licensing requires clear rationality and is stated in the form of government policy as a reference. Without rationality and a clear policy design, licensing will lose its meaning as an instrument for defending the interests of the community over individual actions. Problems in the field of licensing in the city of Bandung, namely licensing services in the city of Bandung which have been implemented since 2001 are still considered ineffective, so that the performance of licensing services is still low. To carry out business licensing properly, a comprehensive analysis is needed to simplify licensing (Abolish, Combine, Simplified, Decentralized).

The new generation of information technology (IT) promotes the integration of fintech with the real economy. Existing studies emphasize the relationship between fintech and the real economy over the development level of fintech-served real economy (FtRE). To fill up the gap, this paper explores the evaluation of FtRE based on fintech improvement (FtI). Firstly, an evaluation index system (EIS) was established for fintech service efficiency (FtSE), and FtSE was measured through data envelopment analysis (DEA). Then, fuzzy c-means (FCM) clustering was performed to discretize continuous indices. Drawing on matter-element theories, the authors created the classic domain and node domain of FtRE, as well as the evaluation objects of real economy, calculated the correlation between each factor affecting development level and evaluated development level, and computed the weight coefficient of each index. Finally, the influence of FtI-based FtRE development was empirically analyzed through experiments.

With the continuous development of artificial intelligence technology, the supply chain logistics industry has shown new changes. The products of the intelligent era such as smart devices, big data computing, and Internet of Things technology have gradually become the transformation and innovation of logistics and supply chain enterprises. The important driving force of the logistics and supply chain industry will greatly improve the operational efficiency of the logistics and supply chain industry. Methods. This article studies the technical framework of artificial intelligence and explores the upgrading and transformation of supply chain logistics enterprises in logistics infrastructure, production tools, and logistics operation processes under the promotion of artificial intelligence technology, from warehouse location, inventory management, warehousing operations, transportation, and distribution. The data analysis and prediction analyze the impact of artificial intelligence on the supply chain logistics field and finally point out the problems in the intelligent development of the supply chain logistics field and put forward targeted suggestions to promote the modern supply chain logistics to become more intelligent. developThe new development trend of smart logistics is towards sharing economy, automation, service efficiency, and cost reduction. Results. In this context, if logistics companies want to achieve higher-quality development, they cannot do without business model innovation and larger-scale collaboration, transparency of logistics information, and more comprehensive information sharing. The new trend of the development of smart logistics is to develop in the direction of sharing economy, automation, service efficiency, and cost reduction. Conclusion. Intelligence and the Internet of Things are the inevitable trend of the development of smart logistics, which is mainly realized through the Internet of Things path in terms of visual information technology, intelligent robot operation, vehicle scheduling, and cargo traceability.

Improving the level of public sports services enhances citizens’ physical fitness by implementing the national fitness program. A systematic and scientific efficiency evaluation is a prerequisite for optimizing and improving the level of public sports services in China. Based on data of the Chinese Statistic Yearbook, this study adopted the three-stage data envelopment analysis (DEA) model to measure and analyze the efficiency of public sports services in 31 provinces in China in 2016. To analyze the efficiency of public sports services, technical efficiency was decomposed into pure technical efficiency and scale efficiency. Simultaneously, environmental variables were added to improve accuracy. The results showed that scale efficiency was overestimated, and external technical efficiency was underestimated, before the elimination of external factors and environmental variables. Environmental factors significantly impacted the efficiency of public sports services. Regional gross domestic product (GDP) had a potentially positive impact, while population size partially restricted public sports service efficiency. After eliminating the impact of environmental and random factors, the comprehensive efficiency, pure technical efficiency, and scale efficiency of public sports services all showed improvement in varying degrees. The results provide beneficial insights for the formulation of rational improvement policies for public sports services.

Numerous scholars have invested in the research of service innovation management, hoping to find a more objective and scientific service efficiency evaluation and management model so as to stride forward towards the goal of smart innovation management. In the service operating system, the multi-workstation service operation is one of the common service operation models. Some studies have pointed out: apart from a good service attitude, the service operation time of each workstation is a key factor which measures the performance of the workstation’s service operation. Therefore, this paper proposed a standardized concept with a service operation efficiency evaluation index. This index is not only convenient and easy-to-use, but it also has a one-to-one mathematical relationship with the performance achievement rate. Next, the radar evaluation chart was employed to evaluate the service efficiency of each workstation. First, according to the upper confidence limit and the required value of the index, the minimum value (MV) of the index estimator was derived and marked on each radar line; at the same time, all MVs were connected to form a control block. When the point estimate of the index does not fall into the control block of the radar chart, it represents that the service operation efficiency of the workstation has not reached the required level, so it needs to be improved. Because this model can directly compare the point estimate of the index with the MV, it can judge whether the service operation efficiency reaches the required level. In this way, the advantage of simple and easy-to-use point estimate can be maintained, and the risk of misjudgment caused by sampling errors can be reduced as well, which is helpful for the service industry to move towards the goal of intelligent innovation management. This method is not only applied to the performance evaluation of the multi-workstation service operation process but also applicable to the performance evaluations of other service operations.

AbstractThis chapter first introduces the fundamental principles of blockchain and the integration of blockchain and mobile edge computing (MEC). Blockchain is a distributed ledger technology with a few desirable security characteristics. The integration of blockchain and MEC can improve the security of current MEC systems and provide greater performance benefits in terms of better decentralization, security, privacy, and service efficiency. Then, the convergence of artificial intelligence (AI) and MEC is presented. A federated learning–empowered MEC architecture is introduced. To improve the performance of the proposed scheme, asynchronous federated learning is proposed. The integration of blockchain and federated learning is also presented to enhance the security and privacy of the federated learning–empowered MEC scheme. Finally, more MEC enabled applications are discussed.

Green roadside units (RSUs), also called renewable energy-powered RSUs, are utilized recently rather than the traditional electric-powered RSUs with high power consumption and the large infrastructure deployment cost in the Internet of vehicles (IoVs). However, the power of the green RSUs is limited and unstable, which is affected by the battery size and charging environment. Therefore, a big challenge to deploy green RSUs in the IoVs is to schedule their service process properly, in order to extend the service efficiency of RSUs. In this paper, a deep learning-based communication scheduling mechanism is proposed regarding the service scheduling problem. In particular, a three-part scheduling algorithm consisting of RSU clustering, deep learning-based traffic prediction, and a vehicle access scheduling algorithm is presented to maximize the service number of vehicles and minimize the energy cost. An extensive simulation is done, and the simulation results indicate that our algorithm can serve more vehicles with less energy consumption compared with other scheduling mechanisms under different scenarios.

Purpose: The study aims to explore the several public service innovations and the role of one-stop administration systems. Approach/Methodology/Design: The study presents a review of literature on public service innovations. A number of research articles were analysed, highlighting the success of one-stop administration innovations. Findings: In Indonesia, there have been several public service inventions as well as multiple Samsat service developments. In the sense of public services, innovation can be characterized as service quality improvement by renewal, imagination, or new development. A host of Samsat offices in Indonesia's different regions have innovated. In addition to the Samsat Drive Through, which received the Top 99 Public Service Innovations 2018, there were also innovations, West Java Samsat Ngabret, which established 5 innovation services, and the most recent, East Java Samsat, which launched the first innovation in Indonesia, namely paying motorized vehicle taxes and legalizing annual vehicle registration online. Socialization of the general population must be expanded in order to introduce programs to the general public, and server upgrades must be made in order to maintain service efficiency Practical Implications: The study presents a theoretical foregrounding for further research on one-stop administration systems. This paper identifies certain gaps, and further research studies might address the effectiveness of some of these one-stop administration systems. Originality/value:  The study highlights the successful public service innovations in Indonesia and how people perceive the projects.
