The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

The article emphasizes that increasing of efficiency and competitiveness of Ukrainian industry can be achieved only by its transition to an innovative development way. The aim of the article is to analyze the indicators of innovation activity, invention and to develop proposals for the implementation of a number of measures in the context of the implementation of state regional policy to stimulate innovative development of industry. The article analyzes the indicators of innovation activity of Ukrainian industry in 2014-2019. The analysis of indicators of innovation activity of industrial enterprises, conducted in terms of technological levels of industrial development, shows the lack of stable trends in the dynamics of innovation activity. The general trend for all levels of produce-ability during the analyzed period is a decrease in the volume of sold innovative products. In general, the analysis of the main indicators of innovative activity of industry shows a decrease in the role of high-tech industries in the production and implementation of innovations. The existing potential of the regions in terms of inventions and utility models is analyzed. The analysis of the distribution of applications for inventions and utility models from national and foreign applicants-legal entities by type of industrial activity shows a decrease in inventive activity of enterprises in most types of industrial activity. The priority technical directions of patenting of inventions and utility models in the regions with the highest inventive activity are presented. It is emphasized that the low level of technological development of industry causes insignificant volumes of exports of high-tech products. The analysis shows a critically low level of high-tech exports in the regions of Ukraine, and somewhere its absence at all. It is claimed that the implementation of state regional policy in the regions of Ukraine is associated with the application of an integrated approach to the development and implementation of regional strategies. The use of an integrated approach will contribute to: improving the efficiency of the use of public funds aimed at the implementation of regional and local development projects, national, regional and sectorial programs, as well as programs for the development of problematic regions and the modernization of industry and infrastructure development in general. Under these conditions, the priorities of smart specialization of the regions are competitive advantages and guidelines for structural modernization of their economy.

Subject. This article discusses the issues related to the development of special economic and legal status areas in terms of attracting foreign investment and developing foreign economic activity. Objectives. The article aims to study the peculiarities of the special economic and legal status areas’ functioning as a tool for attracting investment in the economic systems of the regions of the Russian Federation from the standpoint of customs regulation. Methods. For the study, we used the methods of logical and statistical analyses. Due to the peculiarities of statistical information, we analyzed the areas industrial special economic zones are located in. Results. The article defines the essence of preferential treatment and the main issues of customs regulation of the activities of special economic and legal status areas. It describes the role of special status areas in the development of regional socio-economic systems. Conclusions. Priority social and economic development areas are the most appropriate tool to implement the State regional policy. This is confirmed by statistical data on the dynamics of the creation of such areas.

The decline in the birth rate, the increase in migration outflows and the deterioration of the health of the Russian Arctic population make it necessary to find innovative solutions to these issues. The scientific problem is to reveal the mechanisms of the influence of innovations and methods of their imple-mentation in the sphere of the formation and realizing of the Arctic demographic potential. The aim of the article is to study the perception of innovation by the population of the Arctic territories when solving personal demographic issues and to assess the relationship between this perception with socio-demographic characteristics. The novelty of the study is in an attempt to link demographic and innovation processes in the Arctic. It was reflected in the substantiation of the theoretical model. The key element of the model is the zone of innovations perception by the population, formed on the basis of the interaction of demographic and innovation processes and combining the following directions of perception: population innovative activity, the desire to learn, the willingness to invest in innovations, the assessment of the innovations availability and willingness to use them, the inclusion of the population into the digital environment when solving demographic problems. The empirical basis was formed by the author's sociological survey of the Arctic municipalities population of the Arkhangelsk region, conducted in 2019. It was revealed that innovation perception is mainly influenced by the age and education and, to a lesser extent, by the level of their income. The results obtained can be used to develop a state regional policy for the demographic development of the Arctic territories based on the use of innovations.

Abstract. The article examines the features of the state regional policy of Ukraine and financial and credit mechanisms for its implementation in 2016—2019. The purpose of the article is to determine the possibilities of using various financial instruments in the state strategic development of regions and cities in the implementation of the integration strategy of regional development management of Ukraine. The methodological basis of this research are projects of international technical assistance, statistical information of the Ministry for Communities and Territories Development of Ukraine, the State Statistics Committee of Ukraine, strategies and strategic plans for urban development. The normative-legal basis of realization of the state regional policy in Ukraine is investigated. Models of financing regional policy depending on the leading role of regional development actors and the predominance of external or local resources for new initiatives are identified (model «top development», «external development», «internal development»). The financial instruments used to implement the strategic development plan of the region and the city (budget, investment, credit, grant) are studied. The projects and programs implemented in Ukraine in the field of decentralization and regional policy are summarized. The practice of using financial instruments of state strategic development on the example of the cities of Central and Eastern Ukraine (Dnipro, Zaporizhia, Kharkiv, Kryvyi Rih, Poltava) is studied. It is proved that the resources of the state budget are the main source of funding for infrastructure investments in the region and the city. Problems of regional strategies implementation are highlighted: ineffectiveness of existing mechanisms and tools for strategy implementation, lack of clear correlation between budget and strategic planning, insufficient amount of funding and its unpredictability, lack of regional development strategies with adequate financial resources. The directions of improvement of the state regional development are defined: expansion of the international and regional relations, intensification of receipts in the city (foreign and internal investments), formation of investment positive image, development of public-private partnership, distribution of corporate social responsibility policy. The introduction of the best modern approaches to public management in the economic sphere is of particular importance for Ukraine. The relevance of the study is determined by the fact that the initiated structural reforms in Ukraine put forward new requirements for public management in the economic sphere. Thus, existing approaches to public management in the economic sphere require transformation. The lack of sufficient scientific justification for improving public management in the economic sphere in modern Ukrainian science indicates the importance of paying attention to this particular problem. The purpose of the study is to develop practical recommendations for improving public management in the economic sphere in Ukraine. In the paper, it is proposed to develop a concept of public management strategy in the economic sphere in Ukraine, which takes into account the tasks of increasing the economic independence of regions and territorial communities, supporting their economic development, increasing their economic activities, and ensuring competitiveness in the long term. Attention is also paid to identifying priority areas for improving the state regional policy in the economic sphere; creating conditions and eliminating internal and external threats to the economic development of the country, regions, and territorial communities; improvement of forecasting and policy documents on economic development.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The article reveals the current problems of developing strategic documents – concepts and strategies for the development of regions, macro-regions, describes the authors' approaches to determining development targets, forming a criterion system for evaluating the implementation of strategies, gives scientific and methodological recommendations for the formation of macro-regions in the Russian Federation, suggests approaches to improving the system for evaluating the effectiveness of state regional policy. The results of the study can be used to develop strategic documents of a national, macro-regional and regional level.
