Actual research revealed definite differences in the condition of somatic health of the population of the transboundary regions of Russia and China in the Amur River region. The conducted interdisciplinary research provides opportunities for a deeper understanding of the causes and mechanisms of develop-ment of mental disabilities against the background of general morbidity. The use of ethnocultural ap-proaches makes it possible to increase the effectiveness of diagnostics, treatment, rehabilitation and pre-vention of somatic, mental and behavioural disabilities. A model of the organisation of therapeutic and psychiatric care in transboundary regions is proposed, which will increase the level of social and indi-vidual somatic and mental health.

The genus Haplotropis Saussure, 1888 belongs to family Pamphagidae, superfamily Acridioidea. It contains five species: Haplotropis brunneriana Saussure, 1888; Haplotropis xiai Ye, Shi & Li 2016; Haplotropis zhuoluensis Ye, Shi & Li 2016; Haplotropis aqiensis Zhang, Lin et Yin, 2018 and Haplotropis shandongensis Zhang, Yin et Liu, 2019 distributed mainly in Amur River region of Asia and China only (Saussure, 1888; Bey-Bienko et Mishchenko, 1951; Otte, 1994; Yin, Shi et Yin, 1996; Storozhenko & Paik, 2011; Yin et al, 2014; Dong et al, 2015; Ye et al, 2016; Zhang et al, 2017; Zhang et al, 2018; Zhang et al, 2019; Cigliano et al, 2019). A new species Haplotropis heiheensis sp. nov. is described in this paper. The new species is similar to Haplotropis aqiensis Zhang, Lin et Yin, 2018, but differs from latter by Krauss’ organ of male without ramified keel; tegmine narrower, length 2.4 times width; cercus of male gently tapering at apical half part; minimum width 1.4 times length in mesosternum and epiphallus with 36 spikes. Type specimens are deposited in the College of Plant Protection, Shandong Agricultural University, Taian, Shandong, China.

This published note of the qualified representative of the Ministry of Agriculture in the Amur region N. K. Schuman (1916) introduces into scientific use valuable information on the results of the Amur River region development in the last years of the Russian Empire and broadens our understanding of the economic policy of the government in the Far East. The author of the note describes basic economic activities in the region (gold mining, forestry, agriculture, process industry, etc.), effects of the railroad construction on the commerce; highlights unsolved problems that hinder economic growth. The note underscores the “yellow peril”; in the author’s opinion, the widespread use of Chinese workers created a number of threats: risk of being stripped of workers, if a conflict occurred with China, usurpation of industries by foreign workers, and their rapacious attitude to Russian resources. The document develops and supplements the project of planned colonization of the Amur River Region, developed by Schuman in 1914, approved by A. V. Krivoshein, and experimentally introduced in the Ulminsk district of the Amur region in 1914-1916. The author of the note concludes that reinforcement of the Russian colonization of the Amur region ended in single attempt; while this high-priority task remained unsolved it was impossible to promote economic prosperity of the region. Schuman’s proposals on state regulation of the resettlement and its transfer from Siberia to Far East (including temporary prohibition of settlement in Siberia) are also of interest. The note is stored in the Russian State Historical Archive of Far East (fond 810); its publication is preceded by an introduction, which reconstructs Schuman’s career and the circumstances in which the published document was created, thus helping to better understand its purpose and content.

A new species Haplotropis aqiensis sp. nov. is described in this paper. The new species is similar to H. xiai Ye et al., 2016, but differs from latter by tegmina of male extending over the hind margin of first abdominal tergite slightly, length of tegmina 1.7 times width, cover 2/3 tympanum; frontal ridge of male not widened at median ocellus; length interspace of mesosternum in male equal narrowest width; apical half part of cercus suddenly tapering in male and lower margin of epiphallus without projection in the middle. Type specimen is deposited in the College of Plant Protection, Shandong Agricultural University, Taian, Shandong, China.
