In the absence of a correct distribution theory for complex data, neutrosophic algebra can be very useful in quantifying uncertainty. In applied data analysis, implementation of existing gamma distribution becomes inadequate for some applications when dealing with an imprecise, uncertain, or vague dataset. Most existing works have explored distributional properties of the gamma distribution under the assumption that data do not have any kind of indeterminacy. Yet, analytical properties of the gamma model for the more realistic setting when data involved uncertainties remain largely underdeveloped. This paper fills such a gap and develops the notion of neutrosophic gamma distribution (NGD). The proposed distribution represents a generalized structure of the existing gamma distribution. The basic distributional properties, including moments, shape coefficients, and moment generating function (MGF), are established. Several examples are considered to emphasize the relevance of the proposed NGD for dealing with circumstances with inadequate or ambiguous knowledge about the distributional characteristics. The estimation framework for treating vague parameters of the NGD is developed. The Monte Carlo simulation is implemented to examine the performance of the proposed model. The proposed model is applied to a real dataset for the purpose of dealing with inaccurate and vague statistical data. Results show that the NGD has better flexibility in handling real data over the conventional gamma distribution.

The normality assumption is a significant part of the development of control charts. This underlying assumption of normality most likely does not hold true in real scenarios. One of such designs usually devised to observe the target parameter σ 2 of the Maxwell quality characteristics is the V -control chart. In general, quality practitioners preferably have to observe the scale parameter σ rather than σ 2 in examined processes. The contemporary V -control chart is relying on the V -statistic which does not hold the unbiasedness property with respective to parameter σ of the Maxwell probability model. In view of this, implementation of the V -chart is not an appropriate design in monitoring a real parameter of the underlying Maxwell data. To accommodate the monitoring of the parameter σ of the Maxwell model, a novel design of the V S Q -chart is mainly proposed in this work. To support a statistical understanding of the V S Q -chart, power function, characteristic function, and the average run length ARL have been essentially established. The parameters of the V S Q -chart are determined from the results of the sampling distribution of the derived statistic. Analytical findings are further applied to determine the performance of the study proposal with its existing counterpart. Substantially, the better performance of the proposed technique has been observed because of statistical power used as a performance measure. Eventually, the computational plan of the V S Q -chart is considered both for the simulated and real datasets with the aim of illustrating the theory of the proposed design.

The not yet optimal computer laboratory as a center of statistical development can affect the competencies possessed by students or lecturers in education, research, and community service. So, it is necessary to optimize the computer laboratory as a center of statistical development following the needs of the academic community and industry. Efforts include computer laboratory governance, installing the latest statistical/econometric software in computer laboratories, socialization of computer laboratory usage rules, simulation of data exploration using STATA, Eviews, Shazam software. As a result, these activities have been carried out well, although the authors still find some obstacles, and students can attend training and learn statistical or econometric software needed to support the teaching and learning process.

This paper deals with the analysis and expected development of freight transport and especially road freight transport in Slovakia and in the European Union. Transport, which ensures the movement of goods, animals and people in all countries around the world, has a significant influence on the development of the national economy. However, this development of transport has a negative impact on the global ecological situation, and therefore devices, that eliminate this impact, are still developing at the same time. These devices include catalytic converters (catalysts) for exhaust systems fitted to all modern propulsion systems of road, rail and water vehicles that use burning petrol or diesel. Based on the development of transport, the need for catalysts is derived, which still use elements of the PGMs (Platinum Group Metals). The result of the article is an analysis and expected predicted development of freight transport and road freight transport in both cases - in Slovakia and in the EU, which will affect the future demand for PGMs.

Adoption of development agendas at different levels – national, regional, continental, and global level – has led to an unprecedented increase in demand for official statistics. This increase has not only brought to the fore a litany of challenges facing National Statistical Systems (NSSs) in Africa but also it has created opportunities for strengthening statistical production and development. This paper underscores the need for countries to take full advantage of these opportunities and increase investments in statistics, undertake data innovation, and expand and diversify data ecosystems, leveraging on the foundations of the data revolution for sustainable development and in line with current international statistical frameworks. The paper posits that these improvements will not happen coincidentally nor through ad hoc, piecemeal and uncoordinated approaches. Rather they will happen through more systematic, coordinated and multi-sectoral approaches to statistical development. The National Strategy for the Development of Statistics (NSDS) is presented as a comprehensive and robust framework for building statistical capacity and turning around NSSs in African countries. The paper unpacks the NSDS; elaborates the NSDS processes including; mainstreaming sectors into the NSDS, the stages of the NSDS lifecycle and the role of leadership in the NSDS proces; highlights NSDS extension; presents the design and implementation challenges, and the key lessons learned from the NSDS processes in Africa in the last 15 years or so.

The main milestones of life and S.R. Mirotvortsev’s creativity are given in article. The little-known facts from the biography of professor are noted. Rewarding with two gold medals for student’s works is analyzed: «Vessels and nerves of sinews of foot of the person» (in common with the student V.P. Vorobyov) and «Dislocations of bones of a wrist». It is noted that during the Russian-Japanese war spent 11 months in the besieged Port Arthur and remained with the wounded who were taken prisoner to Japanese there. From 1905 to 1914 worked in VMA at first under the leadership of professor S.P. Fedorov, then the assistant for professor V.A. Oppel. It is shown that since 1914 until the end of life worked in Saratov, occupying department of the general surgery, and since 1920 — faculty surgical clinic. From 1922 to 1928 the rector of the Saratov university. In the period of the Great Patriotic War was the chief surgeon of Saratov and the Saratov region. S.R. Mirotvortsev published about 150 scientific works on questions of clinical and field surgery. In work it is analyzed that he in 1908 offered original operation of change of ureters in a rectum, having defended the doctoral dissertation (1909) on this subject. It is noted that the broad popularity was gained by its researches about malignant new growths, in particular sarcomas of tubular bones. It developed methods of unilateral switching off of a large intestine, plasticity of a firm meninx the sealing gland, processing’s of burn wounds potassium permanganate solution. S.R. Mirotvortsev suggested to use haemostatic properties of a catgut for a local stop of bleedings from parenchymatous bodies and sine of a firm meninx. From numerous works on field surgery detailed statistical development of 180 thousand cases of a gunshot wound is especially valuable during World War I of 1914 — 1918. It is noted that the department of faculty surgery of the Saratov medical institute and the street in Saratov is called by the name of S.R. Mirotvortsev. It is awarded with awards of the Labour Red Banner, the Red Star and medals.
