The article assesses the current state of the city elevator industry, analyzes statistical data that reflect the number of overtime workers in accordance with the established norms of time norms of safe operation and non-working elevators. A comparative analysis of the characteristics of typical elevator drives. It is noted that on the basis of the study it is possible to draw the following conclusions and provide recommendations. In the conditions of budget deficit the organizations servicing elevators need to try to find means for updating or modernization of this type of transport independently that will lead to growth of acceleration of terms of performance of technical works. For example, private investment can be such a source of funding. In the absence of sufficient funding, service organizations can lease the necessary equipment. An important issue is to increase the level of training for quality maintenance of elevators. It is necessary to gradually replace elevators that have served their standard service life (first of all, these are elevators that have worked for more than 35 years, then 25 years, and so on). The renewed elevators should be based on modern innovative technologies that would ensure energy savings and be equipped with the latest methods of control, monitoring the technical condition of the elevator system remotely, it will significantly increase the level of quality and speed of service.

Due to the reliability standard set during the design and even when it reaches orexceeds the standard service life of more than 90 % of locomotives, railway transport continues toperform its functions. Many years of experience in the operation of locomotives confirm thecorrectness of the norms laid down in the standards for their design to the design loads andindicators of dynamics and strength of load-bearing structures: the standard stock ratio (2) ensurestheir operation during the service life.(25 ... 30 years) In many countries, as part of the extension of the service life of TRS at onetime had to solve complex scientific and applied problems. For example, most recently in Europeancountries, rolling stock depreciation was up to 65% of service life. In the interaction of TRSproducers and users, the concept of repair and modernization of TRS at the facilities ofmanufacturers was adopted, and the amount of modernization depended on customer requirements. After the modernization of the extension of the service life of TRS, it could be used on certainsections of the railway or in other types of work: economic, export, shunting. In our country, thelong-term operation of the TRS of a small number of series led to the fact that the rolling stock wasalmost not renewed and the problem of extending the service life was not solved. Now difficultpolitical and environmental factors have led to the fact that after some time it will be dangerous touse rail transport. As the world and domestic experience of TRS operation shows, urgent changes inall links of the industry and operation are necessary. The resource of TRS put in production allowsto keep and maneuver in a choice of strategy of management of the maintenance of TRS. Inconnection with the aging of rolling stock and the development of the assigned service life arerelevant to the study of the original and residual resources of the structure. To do this, thestandards must be clarified and supplemented on the basis of accumulated operating experienceand taking into account modern knowledge to assess and ensure the necessary durability and safetyof operation of vehicles. Based on this, the topic of changing the system of extending the service lifeis relevant. The article considers the concept of general approaches to extending the service life oflocomotives.

The usage of aeronautical radio-frequency navigational aids can support the future stratospheric aviation as back-up positioning systems. Although GNSS has been extensively redundant in the last years of space operations, radio NavAids can still be supportive of navigation and tracking for novel mission profiles. As an example, in 2016, VHF Omnidirectional Range (VOR) has been proven to work well above its standard service volume limit on a stratospheric balloon flight with the STRATONAV experiment. While VOR provides the “radial” measurement, i.e., the angle between the Magnetic North and the line between the receiver and the transmitting ground station, the intersection of two or more radials at a time allows to perform ground track reconstruction for the vehicle to be tracked. This paper reports the results from the data re-processing from STRATONAV: the acquired radials have been intersected in order to achieve positioning. The radials interfacing method, the position calculation methodology, and the data acquisition strategies from STRATONAV are reported together with the data analysis results.

Modern vehicles operated on the railways of Ukraine have almost exhausted or exceeded their resource. The overuse of financial and material resources for their maintenance continues. The standard service life of vehicles was calculated on stable economic conditions of use of vehicles and their timely updating in process of aging. The service life of modern vehicles is determined by the influence of many factors, the disregard of which can lead to significant costs, even in compliance with the standard service life. For railway transport, these factors need modern clarification, as in operation their service life often exceeds the standard or, as for intermodal transport, the service life does not have a strict justification. Accordingly, the article analyzes the issues of assessing the impact on the service life of vehicles of the components of the cost of its maintenance and average daily mileage. It is shown that, firstly, the definition of the service life of vehicles must be linked to the cost of vehicle development, its creation, testing and production, the cost of operation and storage, as well as additional costs, and secondly , with the optimal average daily mileage, at which all the costs are minimal.

Designing a Central Repository (CR) for supporting the domain of Interlocking Institutional Worlds (IWs) requires a theory or model from Knowledge Storage Process (KSP) literature to govern the stakeholders' participation in the CR platform. However, current KSP theories or models have limited capabilities, so there are clear gaps in the context of designing a CR for the domain of IWs. Therefore, this paper suggests processes which include Identification, Standard, Service, and Maintain (ISSM) as a new KSP model to fill these gaps. To understand the stakeholders' participation, the authors use the case study of Flood Management (FM) to make sense of the proposed ISSM model. This gives us better understanding towards CR design using the KSP model.
