The possibility of applying the principles of corporate governance in the practice of small agricultural businesses is considered. The authors believe that cooperative associations of small market participants can transform into corporate associations at a certain stage of development. The scientific novelty is represented by an improved economic mechanism of two-level cooperation of small agricultural enterprises with the financial participation of municipalities, regional and Federal authorities and the formation of their own cooperative Bank. The mechanism recommended by the authors is aimed at motivating small business participants to cooperate by the possibility of subsequent corporatization. The implementation of the cooperation development plan will require temporary exemption of its participants from the tax burden, while the state should practice joint construction of processing, logistics and other necessary facilities in the agricultural sector, with the subsequent transfer of its shares to consumer cooperatives of small businesses.

The article considers the views of scientists on the problems of financial security of the agricultural sector of the economy, their significant contribution to the creation and development of theory and practice of financial security of small and medium-sized agribusiness. It is noted that financial security is one of the most important factors influencing the efficiency of agricultural enterprises. The credit instruments of financial support of development of the enterprises of agrarian business in the modern economic environment are characterized. Agrarian receipts are singled out as a direction of financing small and medium agrarian enterprises. The importance of agrarian receipts as one of the most dynamic ways to attract financial resources and development of small and medium agrarian business of Ukraine is substantiated. Other promising instruments of financial and credit support have been identified, which allow small businesses in the agricultural sector to function effectively, to improve the efficiency of agricultural production. It is determined that the use of effective credit instruments provides innovative development of agricultural enterprises. In order to form an effective policy of financing agricultural enterprises, measures aimed at increasing the transparency of agribusiness are needed; development of support infrastructure and educational work among small businesses; unconventional but effective methods of lending to agricultural producers. It is proposed to introduce new, effective financial and credit instruments in the agricultural sector of Ukraine in modern conditions, which in the long run will ensure the innovative development of the national credit system, taking into account the experience of countries with developed competitive economies.

The article provides a comprehensive analysis of the current state, reasonably promising directions for the development of microirrigation methods in Ukraine through the prism of climatic transformations. The dynamics of the areas of agricultural crops irrigated using microirrigation methods in the world and in Ukraine, as well as the structure of the areas of micro-irrigation in the context of regions of Ukraine and types of crops are shown. The largest agricultural enterprises, which are domestic leaders in the introduction of microirrigation methods, equipment manufacturers and suppliers of technical means of microirrigation, have been identified. The current stage of development of microirrigation in Ukraine is defined as a level of high understanding of technologies of its application and constantly growing use of opportunities and expansion of spheres of application of these methods of irrigation. The essential importance of domestic research institutions in the development and popularization of microirrigation methods is emphasized. With the use of theoretical methods of scientific research (analysis and synthesis, comparison, classification and generalization), the most significant scientific results of IWPaLM NAAS are systematized and a list of prepared regulatory and methodological documents in the direction of microirrigation is given. The need of Ukraine in microirrigation systems for agricultural crops for the period up to 2030 is given, trends and promising directions for the development of microirrigation methods that correspond to both the global trend of environmentally friendly irrigation and the principles of resource and energy conservation are given. The importance of state support for the introduction of microirrigation methods in terms of increasing the amount of budgetary allocations under the existing programs of state support for the agricultural sector of the Ukrainian economy is determined.

The article provides a scientific and theoretical justification of the priority areas for the use of opportunities for digitalization of investment and innovation development of agricultural enterprises. It is determined that business entities in the agricultural sector need to carry out investment and innovation activities to increase and maintain a high level of competitiveness. It is noted that at this stage of development of socio-economic systems there is a need to find modern information solutions to improve the innovation process and develop new concepts and technologies for managing investment and innovation development of enterprises. Digitization of the economy allows agricultural enterprises to carry out investment and innovation development in the direction of: creating a structured model of information flows and platforms that increase the efficiency of management decisions in agricultural production, storage, transportation and processing, including arrays of structured databases for storage, variety, the use of both the information itself (including in real time) and the results of its processing; development of analytical systems with closed algorithms for the formation of electronic databases, including information support for decision-making based on the biological productivity of the climate and the landscape of agricultural lands; development of precision farming systems and intelligent livestock management systems; formation of unified electronic databases of multi-stage accounting of agricultural products for further labeling and identification in food markets; development of elements of digital development of the agricultural sector (information system of resource management, electronic field system, electronic energy, electronic payment systems and settlement systems in the agricultural sector, electronic veterinary safety system, electronic agromarketing system, waste management system in agriculture and processing industry); use of electronic agrologistics, including a system of road maps and vehicle movements, electronic trading platforms for all types of agricultural products and more.

The relevance of the topic is due to the need to study features of the rural economic development in the current social and economic environment. The aim of the article is to develop recommendations for improving the efficiency of rural business by analyzing the current situation and identifying features of development of agricultural businesses. The article describes results of an analysis of characteristics of the development of sectors of the rural economy over the past seven years. It has been established that the annual growth rates of the economy of the Republic of Tatarstan in general and the agricultural sector, in particular, are decreasing. In the next five years, they may amount to only 1–1.5 %; in 2014–2016, GRP of the agricultural sector amounted to 11–12 %, in 2017–2019 – 10 %. According to the existing trend, its share may decline to 8–9 %; 50 % of the production volume are produced by small businesses, which have a strong influence on volume indicators and are characterized by growth instability depending on demand and price fluctuations in the market. It is necessary to create conditions for the stable functioning of large agricultural producers, take measures to create a system of agricultural consumer cooperatives and diversify the rural economy in order to achieve stable development of rural territories.

The national project for the development of small and medium-sized businesses has identified one of the objectives of improving the efficiency of small agricultural enterprises and the creation of new agricultural business structures. To do this, it is necessary to identify the economic problems of small agricultural enterprises and help them solve them, including the creation of favorable conditions that stimulate development. The purpose of the work was to assess the development of small agricultural entrepreneurship in the Krasnodar region and develop recommendations for its activation.Small forms of agricultural entrepreneurship in the Krasnodar region over the years of formation and development have shown their viability and high production potential. At the same time, their contribution to food production remains small. The article examines the formation and development of peasant (farm) farms and individual entrepreneurs in the agricultural sector of the economy of the Krasnodar region. The main modern problems hindering the development of small agricultural farms and their associations, agricultural cooperatives are identified. Attention is focused on the “weak” places of state and regional support, and measures are proposed to improve it. It is proposed to make changes in the distribution of budget funds to support agricultural enterprises, increasing the share of small businesses, to ensure equal access of all categories of farms to preferential lending. When distributing the per-hectare subsidy, take into account the conditions of agricultural production. It is necessary to regulate the mechanisms of commodity interventions, purchases of agricultural products for state needs, and preferential tariffs for transportation.

A study of the current state of research and development in Ukraine was implemented. In particular, the analysis of trends in the number of scientific personnel engaged in research activities, analyzed the costs of research and development and their structure by type of research and industry. By studying the dynamics of changes in the share of expenditures on research and development in the GDP of the EU and Ukraine, it was found that the share of R&D in Ukraine's GDP is below the EU average and much lower than leading leaders such as Germany and Slovenia. At the present stage of development of the domestic economy, the share of innovative enterprises in Ukraine is about 18.4%, most of which carry out technological innovations. In 2017, according to Forbes Ukraine ratings, the top 20 innovative enterprises of Ukraine were selected, which included 5 agricultural enterprises: Myronivsky Hliboproduct, Nibulon, Svarog West Group, AgriLab, Kernel. We offer the innovative experience of these enterprises for implementation in other agricultural enterprises and their associations to improve the innovative component of the industry as a whole. As a result of the analysis of the age structure of scientific personnel engaged in research and development, a negative trend towards the aging of the country's scientific potential was revealed, and the share of scientists under 49 is a little more than half of scientists: 52.5%. This has a very negative effect on the results of innovation and investment projects and the speed of their implementation in production. The structure of expenditures for research and development by sources of funding in 2019 was analyzed and the predominance of public funds and low interest of private investors in investing in innovations of domestic agricultural enterprises were revealed. Measures are proposed to improve the situation with scientific personnel through state grants and other means of material incentives for young scientists to conduct scientific research in the agricultural sector. Further research is planned to highlight specific factors that negatively affect the innovation and investment activities of agricultural enterprises.

The article is devoted to the state of the economy of the subject of the agricultural sector – the Toktogul region of Kyrgyzstan, as well as the formation of a land division, which is impossible without an influx of investments and ensuring the availability of monetary resources for agricultural producers. In our time, innovation is becoming the main means of increasing the benefits of economic entities by better meeting market demand and reducing production losses compared to competitors. Despite repeated attempts by the country to create a system of lending to agricultural companies, only a small percentage of them use credit resources. Various state aid schemes support a competitive environment in the money markets and guarantee relatively equal access to them for financial institutions and agricultural enterprises.

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.
