Purpose The purpose of this paper is to present a review of some of the fundamental theoretical and contextual components of commissioning and regulatory processes as applied to care home services, revisiting and examining how they impact on the potential prevention of abuse. Design/methodology/approach By revisiting a number of the theoretical bases of commissioning activity, some of which may also be applied to regulatory functions, the reasons for the apparent limited impact on the prevention of the abuse that occurs in care homes by these agencies are analysed. Findings The paper demonstrates how the application of commissioning and regulatory theory may be applied to the oversight of care homes to inform proposed preventative strategies. Practical implications The paper offers strategies to improve the prevention of abuse in care homes for older people. Originality/value A factual and “back to basics” approach is taken to demonstrate why current strategies that should contribute to tackling abuse in care homes are of limited efficacy.

A violation of the agreement or provocative visits by Israeli MPs could trigger clashes between Palestinians and Israeli security forces. Renewed violence could undermine Israeli-Jordanian diplomatic and military cooperation, and the tentative Israeli-Turkish detente.


Subject Poverty. Significance President Enrique Pena Nieto on September 29 signed declaratory decrees for three ‘Special Economic Zones’ (SEZ) in deprived areas in four southern states. SEZs are designed to address nationwide poverty imbalances by attracting investment and jobs to some of the country’s poorest regions. Though some progress has been made, poverty alleviation efforts have had limited impact. Nearly half of Mexicans still live in poverty. Impacts Should NAFTA renegotiations adversely affect Mexico’s auto industry, poverty could quickly rise in central states. Failure to properly implement education reforms in southern states will cripple their long-term economic prospects. Poverty will strengthen the 2018 election campaign of leftist presidential frontrunner Andres Manuel Lopez Obrador.

Subject Outlook for the southern insurgency. Significance Thai security forces went on alert in early March ahead of the 55th anniversary of the founding of the National Revolutionary Front (BRN), one of the primary militias in southern Thailand's insurgency. During the week of the anniversary, there were four shootings and a bombing. These attacks followed the junta's claim that overall violence has declined in the region. The military has raised the prospect of a new peace process, although progress in organising the next round has been slow. Impacts The insurgency will have a limited impact on the economy; its impact will largely be confined to some SEZ plans. Improvements in Thailand's ties with Malaysia will be key to beginning a meaningful peace process. Violence in the south is unlikely to impede the drafting of a new constitution and the conduct of fresh parliamentary polls.


Significance Beijing's abrupt reform of its exchange rate regime on August 11 led to an immediate sharp devaluation, but is also broadly consistent with giving market forces a greater role in determining the value of the currency. Impacts The devaluation will have limited impact on the competitiveness of China's exports. Efforts to manage the exchange rate will prove increasingly costly and will be viewed negatively on market-based criteria. An increase in China's trade surplus will result in further accumulation of foreign exchange reserves. The cost of funding for firms and greater access to credit will be pressing policy concerns as the economy growth slows.


Significance Those on trial include suspects accused of involvement in the initial attacks last year in Mocimboa da Praia. While there has been a recent lull in terrorist activity, insecurity is still weighing on investment decisions. Impacts The government's fiscal position will remain precarious ahead of the 2019 polls due to debt payment delays and ongoing talks with creditors. Growing election support and turnout for RENAMO could see FRELIMO increasingly attempt to stifle independent institutions. International NGO scrutiny over major resource investments may grow but with likely limited impact on operations.
