A significant part of Ukrainian bridges on public roads is operated for more than 30 years (94 %). At the same time, the traffic volume and the weight of vehicles has increased significantly. Insufficient level of bridges maintenance funding leads to the deterioration of their technical state. The ways to ensure reliable and safe operation of bridges are considered. The procedure for determining the predicted operational status of the elements and the bridge in general, which has a scientific novelty, is proposed. In the software complex, Analytical Expert Bridges Management System (AESUM), is a function that allows tracking the changes in the operational status of bridges both in Ukraine and in each region separately. The given algorithm of the procedure for determining the predicted state of the bridge using a degradation model is described using the Nassie-Schneidermann diagram. The model of the degradation of the bridge performance which is adopted in Ukraine as a normative one, and the algorithm for its adaptation to the AESUM program complex with the function to ensure the probabilistic predicted operating condition of the bridges in the automatic mode is presented. This makes it possible, even in case of unsatisfactory performance of surveys, to have the predicted lifetime of bridges at the required time. For each bridge element it is possible to determine the residual time of operation that will allow predict the state of the elements of the structure for a certain period of time in the future. Significant interest for specialists calls for the approaches to the development of orientated perspective plans for bridge inspection and monitoring of changes in the operational status of bridges for 2009-2018 in Ukraine. For the analysis of the state of the bridge economy, the information is available on the distribution of bridges by operating state related to the administrative significance of roads, by road categories and by materials of the structures. Determining the operating state of the bridge is an important condition for making the qualified decisions as regards its maintenance. The Analytical Expert Bridges Management System (AESUM) which is implemented in Ukraine, stores the data on the monitoring the status of bridges and performs the necessary procedures to maintain them in a reliable and safe operating condition. An important result of the work is the ability to determine the distribution of bridges on the public roads of Ukraine, according to operating conditions established in the program complex of AESUM, which is presented in accordance with the data of the current year. In conditions of limited funding and in case of unsatisfactory performance of surveys, it is possible to make the reasonable management decisions regarding the repair and the reconstruction of bridges. Keywords: bridge management system, operating condition, predicted operating condition, model of degradation, bridge survey plan, highway bridge.

Abstract This study has two main objectives: first, it assesses the effect of outbreak pandemic diseases on the French firms’ stock returns by considering the sector of activity as the main center of analysis. Second, it investigates the role of the crisis management system, firm debt strategy, and monetary policy in dealing with the adverse shocks of the major outbreak of the COVID-19. The study results can be summarized as follows: (1) the daily growth in COVID-19 cases and deaths are associated with lower stock returns of the listed firms, especially for the firms operating in the energy, industrial and health care sectors. In contrast, telecommunication and consumer sectors are not significantly affected. (2) The pandemic’s adverse effect is much more tolerant with the French firms with an efficient crisis management system and low long-term debt commitments than the firms that do not have such a system and engaged with long term debts. (3) Euribor rates and monetary policy are still playing an essential role during the pandemic period.

Water and thermal management are crucial factors in determining the performance of PEMFC for automotive application. In order to investigate the effect of cell humidity and temperature on the performance of PEMFC, a dynamic model of a PEMFC system for automotive application has been developed by using Matlab/Simulink®. The model is composed of a PEM unit cell, membrane humidifier, and thermal management system (TMS). At first, fuel and air are well hydrated by the shell and tube humidifier, then humidified fuel and air flow into the PEMFC for electrochemical reaction. PEMFC temperature was maintained at a constant level by the thermal management system. The active area of PEM model is 240 cm2. The cell was discretized into several control volumes in the through-plane to resolve energy balance and species diffusion. The membrane humidifier model is also discretized into three control volumes in the through-plane to resolve the mass conservation and energy balance. Fuel and air are hydrated by the diffusion of the water through the membrane. The thermal management system consists of radiator, fan and pump. De-ionized water cools down the temperature of PEMFC. In order to validate the model, the model was compared with a corresponding experiment. Comparison shows that simulation results are in good agreement with experiments. And the dynamic response of PEMFC with regard to the change of current was also investigated. The model is useful to elucidate the relationships between operating conditions such as air relative humidity, temperature, etc. It is expected that this dynamic modeling of PEMFC system can contribute to the design optimization of PEM fuel cell system for vehicle application.

The purpose of the presented research is to analyze, systematize and formulate an enterprise strategy based on the analysis and synthesis of opportunities and threats of the external environment in combination with its strengths and weaknesses. Unconventional structuring of SWOT-factors, as well as their local synthesis for determination of the driving and inhibiting forces of the enterprise, has been offered. Ways to identify trends and patterns of external and internal environment based on a generalized model of SWOT-factors have been identified. Decisive in formulating a strategy (self-organized in nature) is a harmonization model of the goals system. General theoretical methods (analogy, abstraction, analysis and synthesis, idealization, imaginary modeling) and practical methods of research (observation, comparison, matching, analysis of statistical and other indicators) were used to solve the problems of the research. Methods such as empirical, statistical, graphical, etc. were used to process and summarize information. Thus, the approach study to the enterprise strategy formation based on the analysis and synthesis of the environment opportunities and threats in combination with its strengths and weaknesses allows to state that the development of a common structured list of major areas of enterprise activity is carried out taking into account the synthesis of all SWOT-analysis of the brand product, competitors and market segments, which allows the company to achieve a certain specific purpose of its activities.

In the paper a model of the enterprise quality management system with a linear law of management and the presence of two goals in the field of quality are presented. The results of modeling the areas of admissible values of the parameters of system properties of enterprise activity and coefficients reflecting the interaction of components of potential and organizational resistance on the example of JSC "Salyut" are presented. An approach is proposed to identify a set of admissible ranges of values of these parameters and coefficients that ensure the achievability of quality goals for industrial enterprises with a linear management law, consisting of five stages. The results of modeling purposeful management, according to the developed approach, are presented on the example of a light industry enterprise.
