Advancement of the Swiss Forest Policy 2020 from stakeholders' perspectives In light of the ending of the Swiss “ Forest Policy 2020”, this article assesses the goals, challenges and concerns of Swiss forest stakeholders in relation to forest policy post 2020. The data were collected through expert interviews and an online survey. The results show that securing an economically sustainable forest management and economically viable silvicultural businesses are key concerns for many stakeholders. Apart from these issues, several further and sometimes conflicting interests were mentioned. The study concludes that a debate on an adjustment of the weights given to goals in the Swiss Forest Policy 2020 may be commendable. However, there does not appear to be need for a complete change of course in order to address the stakeholders' needs and concerns. In terms of policy process, most stakeholders positively evaluated the past planning and development process of the Swiss Forest Policy 2020, but also provided suggestions for improvements. Finally, a network analysis revealed that the Swiss Federal Agency for the Environment, the Swiss Forest Owners Association and the Conference of Cantonal Foresters played a central role in the amendment of the Swiss Federal Forest Act. The analysis also showed that more stakeholders find each other as important than actually work together in a legislative process.

Forest management policy in New South Wales, Australia, has been dramatically changing during the past two decades in response to public controversy and widening expectations of the values that the forest should provide to society. The nature of NSW forest management today is a reflection of the unique Australian forest ecology, the nature of the forest sector, and the emergence of conflict and polarized views on forest management in the past two decades. Recent efforts have made progress in resolving the forest debate. The key elements have included an expanded protected areas reserve system, expanded reliance on plantation forests for wood supply, increased wood security for native forest industries in return for a commitment to value-adding and the implementation of an ecologically sustainable forest management framework. Like other Australian States, NSW is currently negotiating Regional Forest Agreements with the Commonwealth Government that will set the stage for future directions in forest management. International forest policy is mainly shaped by the participation of countries at global level, which is why forest-related organisations in Europe and their political processes have received little attention up to now. Meanwhile, however, global forest policy is being increasingly influenced by regional processes. Efforts are underway in the context of various European processes to put sustainable forest management on a firmer footing and make it better known outside the sector. Hence the safeguarding of national interests in the European context is becoming more important for Switzerland. This contribution presents the main forest policy organisations in Europe from Switzerland's perspective, i.e. Forest Europe, the FAO European Forestry Commission, the UNECE Timber Committee, the European Union and the European Forest Institute, so as to provide a better understanding of where European forest policy originates.

A group of international experts evaluated whether the aims and instruments of Swiss forest policy are suitable for the promotion of sustainable forest management based on the pan-European criteria. Approach and main results are presented as well as the method developed for the definition of sustainability indicators as an instrument for the evaluation of sectoral policies and the possibility of a transfer of methods and indicators on an international level.

Annual review of Swiss forest policy 2011 The revision of the Forest Act, the adoption of the Forest Programme 2020 by the Federal Council as well as the preparation of the second contribution period of the New System of Financial Equalisation and Division of Tasks between the Confederation and the Cantons (NFE) shaped, in addition to the routine business, the forest policy of 2011. The parliamentary initiatives on forest and forest policy issues remained of about the same amount as in previous years, while the Federal Court decisions on forest legislation have declined significantly. In various forest-related sectoral policies, the government and parliament made important decisions. In climate policy, the Parliament adopted the CO2 Law. However, this has not yet happened to the revision of the Spatial Planning Act. In nature and landscape policy, the administration has prepared the Swiss biodiversity strategy so far that the Federal Council could send it out for consultation. The revision of the Hunting Regulation, with changes in the management of large carnivores, is nearing adoption. At the international level, the Federal Council has submitted the European Landscape Convention to the Parliament for ratification, and the European forestry ministers have agreed to the preparation of a European Forest Convention.

Objectives: To (1) survey Australian orthodontists about their involvement with a government-funded scheme for patients with clefts, the Medicare Cleft Lip and Cleft Palate Scheme (MCLCPS) and (2) investigate their attitude toward treating patients with clefts and their training in this respect. Design: A 13-question online survey was distributed to members of the Australian Society of Orthodontists. The survey gathered information regarding respondent demographics, the number of MCLCPS-eligible patients seen in the past 12 months and usual billing practices. Results: A total of 96 complete responses were obtained. About 70% of respondents had treated MCLCPS-eligible patients in the past 12 months and 55% saw between 2 and 5 patients during this time. The likelihood of treating patients with clefts increased by a factor of 4.8 (95% CI: 1.2-18.9) if practicing outside of a capital city and 1.5 times for each decade increase in orthodontist’s age (95% CI: 1.0-2.2). The MCLCPS was utilized by 81% of orthodontists with 26% of these respondents accepting rebate only. Most orthodontists felt their university training could have better prepared them to treat patients with clefts. A minority of orthodontists felt that a rebate increase would make them more likely to treat these patients. Conclusions: Australian orthodontists who treat patients with clefts tend to be older and work outside of capital cities. The decision to treat these patients tends to not be financially motived. Specialty orthodontic training programs could improve the preparedness of their graduates to treat patients with clefts.

Patents and other statutory types of market protections are used in the United States to promote scientific research and innovation. This incentive is especially important in research intensive fields such as the pharmaceutical industry. Unfortunately, these same protections often result in higher monopoly pricing once a successful product is brought to market. Usually this consequence is viewed as the necessary evil of an incentive system that encourages costly research and development by promising large rewards to the successful inventor. However, in the case of the AIDS drug Zidovudine (AZT), the high prices charged by the pharmaceutical company owning the drug have led to public outcry and a re-examination of government incentive systems.This Note traces the evolution of these incentive programs — the patent system, and, to a lesser extent, the orphan drug program — and details the conflicting interests involved in their development. It then demonstrates how the AZT problem brings the interest of providing inventors with incentives for risky innovative efforts into a sharp collision with the ultimate goal of such systems: ensuring that the public has access to the resulting products at a reasonable price. Finally, the Note describes how Congress and the courts have attempted to resolve these problems in the past, and how they might best try to solve the AZT problem in the near future.

Abstract Introduction Metrics utilized within the Medical Science Liaison (MSL) role are plentiful and traditionally quantitative. We sought to understand the current use and value of metrics applied to the MSL role, including the use of qualitative metrics. Methods We developed a list of 70 MSL leaders working in Canada, spanning 29 companies. Invitations were emailed Jun 16, 2020 and the 25-question online survey was open for 3 weeks. Questions were designed to assess demographics as well as how and why metrics are applied to the MSL role. Data analyses were descriptive. Results Responses were received from 44 leaders (63%). Of the 42 eligible, 45% had ≤ 2 years of experience as MSL leaders and 86% supported specialty care products over many phases of the product lifecycle. A majority (69%) agreed or strongly agreed that metrics are critical to understanding whether an MSL is delivering value, and 98% had used metrics in the past year. The most common reason to use metrics was ‘to show value/impact of MSLs to leadership’ (66%). The most frequently used metric was ‘number of health-care professional (HCP) interactions’, despite this being seen as having moderate value. Quantitative metrics were used more often than qualitative, although qualitative were more often highly valued. Conclusion The data collected show a lack of agreement between the frequency of use for some metrics and their value in demonstrating the contribution of an MSL. Overall, MSL leaders in our study felt qualitative metrics were a better means of showing the true impact of MSLs.

This special issue marks the tenth anniversary of the LOPSTR workshop. LOPSTR started in 1991 as a workshop on Logic Program Synthesis and Transformation, but later it broadened its scope to logic-based Program Development in general.The motivating force behind LOPSTR has been a belief that declarative paradigms such as logic programming are better suited to program development tasks than traditional non-declarative ones such as the imperative paradigm. Specification, synthesis, transformation or specialisation, analysis, verification and debugging can all be given logical foundations, thus providing a unifying framework for the whole development process.In the past ten years or so, such a theoretical framework has indeed begun to emerge. Even tools have been implemented for analysis, verification and specialisation. However, it is fair to say that so far the focus has largely been on programming-in-the-small. So the future challenge is to apply or extend these techniques to programming-in-the-large, in order to tackle software engineering in the real world.

This study examines construction waste generation and management in Taiwan. We verify the factors probable affecting the output of construction wastes by using data for the output of declared construction wastes produced from demolition projects in Taiwan in the last year, expert interviews, and research achievements in the past, and find “ on-site separation” is the factor with effects on the output of construction wastes via cross-correlation by algorithms such as K-Means and Decision Tree C5.0. It can be seen that the output (0.092(t/M3) with on-site separation or 0.329(t/M3) without on-site separation is highly correlated with the composition ratio of construction wastes and referred to as a valid conclusion.
