The article considers the system of views on using information and communication technologies in the institutions of higher education. The concept of “interactive learning” has been defined. The ways of increasing the accessibility of higher education for students with limited abilities have been described. This issue can be solved by using interactive tools as the key to the successful training of such students is the optimization of teaching material in the most receptive form. The main features of various e-learning services which are used in the students’ learning process have been described: Blackboard, Prometeus, ATutor, Moodle, Cisco WebEx Meeting Center. The experience of the Canadian on-line Fredericton University’s researchers on the use of the WebEx service in the educational process of their university have been analyzed. The main advantages and objectives of the Cisco WebEx Meeting Center service have been described. It has been noted that due to multimedia and feedback, WebEx service provides the presence of distance learners in the training audience. It offers technologies for the accurate transmission of audio and video, data exchange and individual session for group and individual learning, which simplify the learning process. The usefulness of WebEx for students with limited abilities has been considered. Organizing and conducting of interactive class sessions for students with limited abilities using the Cisco WebEx Meeting Center service has been presented. WebEx service video broadcasting and sound transmission during interactive class sessions have been described.

Education is a process that simplifies learning. It should be a continuous process in one’s life to attain success. Over the decades, Information and Communication Technologies (ICT) have gradually begun to play a very important role in education, with their usage in education is growing worldwide continuously. These methods allow access to information through the internet. In education, ICT is the method of teaching that uses information and communication technology to support, improve and optimize the transfer of information, in turn leading to the invention of smart education. This improves the quality of teaching, the learning process of students and ultimately facilitates e-learning. It is commonly believed that technology can empower educators and students, making substantial contributions to knowledge and achievement. This paper gives an insight into the various tools that help instructors to develop online course content using Learning Management System tools. These tools allow the instructors to conduct online classes from any location using tutor tools and desktop recording tools to record screen output for further use. The instructor can assess the students in their course using assessment tools and can also enhance teaching methods using innovative teaching tools. The paper also throws limelight on the feedback taken by the faculty as well as the students about the usage of various tools in higher education which helps in analyzing the best suitable tools.

Training teachers is an important task of modern pedagogy and requires new approaches to the organization of the educational process. The use of information and communication technologies for the purpose of forming the information competence of the future vocational teacher is an important element of the formation of his professional competence. The article describes the stages of conducting a pedagogical experiment to develop the information competence of a future teacher of vocational training in domestic higher education institutions. The organization and methodology of the experimental study are described in detail, its results are given, the methods of diagnostics are described and so on.

The article explores the features of modern information and communication technologies implementation in teaching technical English. The specifics of teaching foreign languages for applicants for non-linguistic specialties has its own characteristics, which should be taken into account when constructing and conducting classes. The information society poses new challenges and correspondingly new goals for teachers and applicants to higher education, the achievement of which is ensured by analyzing situational data and creating the environment that would most closely reflect the realities of the modern professional environment, which requires an appropriate level of a foreign language knowledge. It was determined that electronic learning tools act as a catalyst in mastering the material and improve the quality of the educational process. The study analyzed psychological factors that provide an extremely high level of student motivation and form the corresponding priorities in the direction of professional growth. The pedagogical ways of introducing multimedia teaching aids while studying a foreign language are described in detail as a key condition for the fundamental training of a qualified specialist, focused on meeting the needs of the modern market. It is noted that higher education institutions do not yet fully possess educational computer programs and the latest software, which is one of the most pressing problems in the digitalization of the educational process. It is proved that the effectiveness of achieving didactic goals directly depends on the chosen forms and methods of training, and the inclusion of information and communication technologies has such advantages as individualization and intensification of the educational process, an increase in the amount of independent work of the applicant, which is an important component of the Bologna process. In this regard, and with the aim of developing the communication skills of future specialists, ICTs are considered to be the primary element in the training of qualified specialists in economic fields.

This acronym refers to the merging of audiovisual and telephone networks with the computer single unified system of cabling.

The article describes the creation of pedagogical conditions for the formation of professional competence of the future specialists majoring in information and communication technologies. The purpose of this article is to investigate the conditions facilitating the formation of professional competence of future specialists majoring in information and communication technologies, to create and use application software aimed at increasing the efficiency as well as the degree of automation for providing educational services. According to the purpose, the following tasks have been assigned: pedagogical conditions for the formation of the professional competence of future specialists majoring in information and communication technologies have been proposed; the complex of circumstances necessary for ensuring positive dynamics in the formation of the professional competence of future specialists majoring in information and communication technologies has been studied; some ways of improving the formation of the professional competence of future specialists majoring in information and communication technologies have been considered; the ways of raising the professional skills level (proficiency level) of higher education applicants through the development of software applications for educational purposes have been analysed; the project alongside with the software that automates and optimizes the tasks of the subjects of the educational process as well as provides an opportunity to receive relevant and timely information concerning the organization of the educational process have been elaborated; a client-centred education schedule for students of higher education institutions has been developed, taking into account the specificities of the optimal online route. The project includes the following stages: preparatory (cognitive-information), selection of days, time, audience (issues), hierarchyzation of these issues, selection of starting and ending points of the route, after which the route scheme and its optimization are developed. The development of the route scheme and the elaboration of its software are inextricably linked parallel processes. Revealed is the essence of the problem of introducing information and communication technologies in educational process at regional universities against the background of a new wave of transformation of Russian education. The article highlights shortcomings of educational process at higher education institutions, incl. formalization of approaches to introduction of informational and communicative technologies at regional universities in the absence of clear technical and material base. Based on an empirical study of two regional universities, specifics of using informational and communicative technologies are revealed. The purpose of the research is to develop the strategy of the triad “education — practice — business”, that involves intensification of efforts to find approaches to attracting potential employers to development of informational and communicative technology base of regional universities. Conclusion is made that currently it is important to involve business representatives into creation of modern informational and communicative environment of universities that promotes integration of curricula in real business situations, in construct of modern markets, as well as in forming students’ flexibility in learning process.

This article seeks to provide a view on the process of curricular integration of ICTs (Information and Communication Technologies) in higher education, throughout the submission of proposals of how to use some of these resources, with practical examples of its implementation in the learning process of students in subjects from the Initial Teacher Training and Geological Civil Engineering major at the Universidad Católica de la Santísima Concepción in Chile. Furthermore, the innovative and educational experiences mediated by ICT, described in this paper, allow us to visualize the important role that institutions of higher education play, not only in the training of future professionals making an emphasis on the digital skills necessary for their development in the XXI century, but also as suitable spaces for development and ongoing training of teachers with innovative methodological strategies that facilitate and enhance the educational process.

The last fifteen years, in Brazil, the number of engineering freshmen had a huge increased and, although the number of graduated also had increased over the same period, the percentage of engineering freshmen are by far higher than engineers graduated. In this context, there is a clear evidence of the high dropout rate in higher education courses of engineering in Brazil. Once most of developed researches about engineering courses dropout in Brazil are focused in the students and institutions point of view about factors that affect dropout rate, in this research it was investigated the professors perspective to answer the three questions: (1) What are the main factors which prevent success in teaching and learning process identified by professors of engineering during the classes? (2) How can professors to improve the teaching and learning process in higher education courses of engineering in Brazil? (3) How can Higher Education Institutions (HEI) support the professors? The research data were collected through team activities developed with 134 professors of higher education courses of engineering. This research reveals that the most important factors that affect negatively the teaching and learning process are related to inadequate high school preparation and behaviour of students. Main suggestions of professors for improving the teaching and learning process and also students' motivation are related to pedagogical aspects such as: use of Information and Communication Technologies (ICTs) as support of classes and implementation of professor and student support programs with significant participation of HEI. One of the priority directions of modernization of the system of teaching staff training in Ukraine is the introduction of modern information and communication technologies into the educational process. This encourages research and pedagogical staff to use the learning tools that helps to present educational material in an interesting and accessible form. One of the tools is electronic learning quest-manual. The electronic educational quest-manual is called an electronic publication, which promotes the intensification of the learning process, the development of students’ creative thinking, formation of their skills to work in the information and communication environment, etc. The article describes the interface and structure of the electronic manual «Matrixes and operations on matrices», built with the use of gaming technologies, elements of educational material and hyperlinks visualization. The structural blocks of the quest-manual are subdivided into the blocks with theoretical material and assessment blocks.The quest manual is developed in accordance with the methods of teaching: consciousness and activity, visual impact, systematic method, method of consistency, scientific and method of accessibility. The content of this pedagogical software tool corresponds to the curriculum and work program for linear algebra for students of the specialty 014.04 Secondary education. Mathematics. It deals with the topic «Concepts and types of matrices», «Properties and operations on matrices». It is established that electronic quests-manuals should be used for students’ independent work and in practical classes. The introduction of this software in the learning process provides access to training for all categories of students, the ability to study at any pace, at any time, accelerate the memory of learning material, save time, etc. It is shown that the introduction of electronic manuals in the process of preparing future mathematics teachers contributes to raising the interest and students’ motivation for studying, developing their information culture and forming readiness for future pedagogical activity, individualization and intensification of the educational process. The article presents the students' feedback on the use of electronic learning tools, in particular quest-guides.
