BackgroundGlobal adoption of standardised packaging requirements for tobacco products is a victory for public health, but their proliferation and impacts rely partly on public support. How this is related to legislation remains underassessed. This study explored change over time in public support for standardised packaging in countries with varying degrees of legislative provisions.MethodsWe used data from 27 European countries, collected from 2017 (n=28, 300) and 2020 (n=27, 901) waves of the Eurobarometer survey, to assess self-reported support for standardised packaging regulations among both smokers and non-smokers. Countries were grouped into three categories of policy adoption (policy implemented; policy legislated; no legislation) and changes in support were assessed using multilevel Poisson regression models.ResultsIn 2020, public support for standardised packaging was 71% (95% CI 68% to 74%) in countries that implemented standardised packaging legislation, 57% (55% to 60%) in countries that had legislated but not yet implemented legislation and 41% (40%to 42%) in countries with no legislation. Compared with 2017, this represented a relative change of +8% (1% to 15%), +12% (5% to 21%) and −5% (95% CI −2% to −8%), respectively, in the three country categories. Among smokers, there was no indication of change in support across the three groups. Among non-smokers, support increased in countries with existing legislation (adjusted prevalence ratio [aPR]=1.14, 95% CI 1.06 to 1.23) and decreased in countries with no legislation (aPR=0.93, 0.90 to 0.97).ConclusionsPublic support for standardised packaging regulations increased in countries implementing and legislating for these measures, particularly among non-smokers. An overall increase in support provides reassurance for policymakers defending policy action on tobacco packaging, as well as for those seeking to implement standardised packaging in their own countries.

Abstract Assessing and managing nitrogen sustainably is imperative for achieving the 17 UN Sustainable Development Goals (SDGs) targeted for 2030. South Asian countries, aware of the environmental and health impacts of nitrogen pollution, regionally as well as globally, piloted the 2019 UN resolution on Sustainable Nitrogen Management, calling for urgent policy action. This paper assists South Asia policy development by providing new insights into nitrogen-related policies in the region; it makes a step-change advance on an existing global analysis and database. We built on available methods to better identify, classify and analyse 966 nitrogen-related policies for the region. We compared the global and regional nitrogen policy landscapes to explain the benefits of a deeper policy assessment. The policies we classified as having ‘higher’ relevance – those with direct reference to nitrogen and/or its potential impacts – represent the current nitrogen policy landscape for South Asia. We show that a small proportion of policies (9%) consider multiple pollution sources, sectors, nitrogen threats and impacts, with integrative policy instruments. 5% of policies also consider both non-point and point sources of pollution, representing standout policies. More such policies with an integrated approach are vital in addressing the complexities of nitrogen pollution. Adapting existing and drafting new policies are both required to deal with other current and emerging nitrogen issues. Our analysis provides evidence for a roadmap for sustainable nitrogen policy in South Asia and beyond and supports efforts to reduce the threats posed by nitrogen pollution to achieve the SDGs.

This chapter offers commentary on adaptation and resilience to stresses on water systems in a potentially catastrophic future. While considering futures studies as an integral part of science education is not new, reorganizing knowledge and its deployment to equip future leaders to address the complexity, paradox and unpredictability of problem requires new educational paradigms. Youth are poised as agents of change in a collaborative, networked, and complexity-embracing future. Through exploring the changes in waters due to climate change and human activity, and what those changes may mean for developing and maintaining resilience in the postnormal future, a complex adaptive systems (CAS) framework guides new alternatives for education and water policy action in these changing times and within the broad goals of sustainability.

PurposeThe paper aims to analyze the relevance of networking and social capital in promoting the adoption of sustainable innovation, then reinforcing trajectories of multifunctional agriculture. It puts forwards a systemic perspective by focusing on agricultural knowledge and innovation systems. More precisely, we share the idea of “micro agricultural knowledge and innovation systems”, by addressing ambidexterity as engine for boosting sustainable innovation.Design/methodology/approachEmpirical analysis is focused on sustainable innovation adopted by young farmers in Italy and on the mediation effect of ambidextrous relations in performing innovation adoption. Ambidextrous relations are analyzed within at the micro-AKIS level, through the lens of social capital. Relationships between social capital and innovation adoption are statistically measured.FindingsThe analysis shows how ambidexterity develops a mediation effect, with a strong impact on the farm's innovative capacity. Actually, our results confirm that ambidextrous relations reveal good performance and stimulate innovation and, consequently, farms' competitiveness, alongside the path of multifunctional agriculture. As a consequence, the relevance of networking activity in adoption of sustainable innovation may address possible policy action with the aim to strengthen ambidexterity and farm's innovativeness.Originality/valueThe paper tries to fill a gap in literature, by focusing on micro-AKIS which are explored through the lens of social capital.

South Korea is a signatory of the Paris Agreement and has announced its aim to achieve carbon neutrality by 2050. However, South Korea’s current policy trajectory is not compatible with maintaining a global temperature rise below 2 °C. Climate change has not been a dominant electoral issue in South Korea, with national concerns being prioritized. A Paris-Agreement-compatible development pathway could synergistically improve ambient air quality in South Korea. This research examines the gains of a climate action pathway that would achieve 2050 carbon neutrality, compared to a business-as-usual (BAU) pathway, in South Korea. The work aims to add further evidence to the potential national gains from strong climate action across all sectors in South Korea. The paper argues that by focusing on and estimating national gains, the momentum for enhanced climate policy action can be intensified by framing robust climate action as an opportunity rather than a cost. Through a climate action pathway, South Korea could avoid 835 years of life lost (YLL) in 2030, 2237 YLL in 2040 and 3389 YLL in 2050. Through this pathway, South Korea could also cumulatively abate 5539 million tons of CO2 equivalent (MtCO2e) in greenhouse gas emissions over the 2022–2050 period.

Environmental tax is the climate policy that offers, in theory, the easiest way for carbon reduction. But in practice, implementation has proven complicated despite public demand for policy action on climate change. This research investigates to reframe environmental taxes in ways more personally engaging to create a moral foundation, and massive participation. As people show rising demand, we aimed to design a tool that responds to public expectations and operates directly at source on emission reducers, viz the trees. Drawing on research from environmental taxes and the evidence of measures taken, we reasoned that an environmental fiscal policy may not intend necessarily to punish the “bads”, but rather might reward the positive attitude and direct it to act. Consequently, we focused on tax reliefs and designed Green Aid, that can address people’s attitude to take active participation into account by incorporating virtuous behaviours into tax relief. Green Aid Tax relief works embedded in the Green Aid Participation Scheme that bears directly on a source of environmental recovery and organizes the global call to public action in a sustained, structured, and collective participation to forestation. Green Aid bridges the action of contributing to carbon reduction with immediate, tangible, and direct benefits. It can be an alternative environmental tax, able to address and operate directly at source on emission reducers and secure effectiveness in carbon reduction and efficiency in terms of public acceptance and viability at a global level.

Abstract In the face of global epidemics of mental ill-health, the future of social policy lies with promotion of public wellbeing. This article aims to provide an explanatory rationale and methods for a fundamental shift in social policy; away from a remedial focus on mental ill-health defined in terms of disease or aberrant behaviour and toward a focus on universal access to social conditions favourable to psychological wellbeing. The paper begins with prefacing argument about the urgent need for such a shift, noting the high rates of mental ill-health globally and the failure of current biomedical responses to reduce these. Building on recent theoretical work on public wellbeing and evidence on social determinants of mental health, the paper then proposes nine domains for social policy and broader public policy action, to create conditions supportive of wellbeing abilities. Finally, the paper presents several conceptual issues relating to the challenge of putting such action into practice and concludes that contemporary understanding of wellbeing offers a theory of change to shift social policy from mental illness to public wellbeing.

The potential of the arts and sciences for economic and social development is under conceptualized. However, the recent development of STEM (science, technology, engineering, and mathematics), justifying increased support for training in the sciences, shows a parallel pathway forward for the arts. The arts are increasingly relevant to the economy, amenable to policy influence as well as an area of human activity in their own right. The authors posit a unified arts framework: PAVAM (performing arts, visual arts, and music), complementing STEM as the basis for a strategy of arts-based interdisciplinary “industrial” policy making. The growing salience of the arts as an industrial sector in the UK and USA is shown. By identifying sources and pathways of value creation from the arts, clear entry points for policy action become identifiable to promote innovation, entrepreneurship, and economic development. Comparative case studies suggest a typology of the arts’ potential as sources of creativity, innovation, and regional economic development.

IntroductionMore research and policy action are needed to improve migrant health in areas such as sexual health and blood-borne viruses (SHBBV). While Knowledge, Attitudes and Practice Surveys (KAPS) can inform planning, there are no SHBBV KAPS suitable for use across culturally and linguistically diverse contexts. This study pretests one instrument among people born in Sub-Saharan Africa, South-East and North-East Asia living in Australia.MethodsEmployees of multicultural organisations were trained to collect data over three rounds using a hybrid qualitative pretesting method. Two researchers independently coded data. Researchers made revisions to survey items after each round. Responses to feedback questions in the final survey were analysed.ResultsSixty-two participants pretested the survey. Issues were identified in all three rounds of pretesting. Of the 77 final survey respondents who responded to a survey experience question, 21% agreed and 3% strongly agreed with the statement ‘I found it hard to understand some questions/words’.ConclusionIt is essential to pretest SHBBV surveys in migrant contexts. We offer the following pretesting guidance: (1) large samples are needed in heterogeneous populations; (2) intersectionality must be considered; (3) it may be necessary to pretest English language surveys in the participants’ first language; (4) bilingual/bicultural workers must be adequately trained to collect data; (5) results need to be interpreted in the context of other factors, including ethics and research aims; and (6) pretesting should occur over multiple rounds.
