The article analyzes the results and prospects of anti-corruption policy in Romania. Using the method of a logical chain model for evaluating government programs and projects made it possible to prove that two competing approaches have emerged in Romania regarding the appropriateness of the forms and methods of this process: the first of them is focused on the quantitative result of anti-corruption policy, which is achieved despite numerous procedural violations of the legal procedure; the second emphasizes the need and importance of ensuring and strict observance of procedural guarantees and legal decisions focused on the quality of the results of anti-corruption activities of special anti-corruption structures. It was found that the growth of the institutional and organizational potential of anti-corruption structures in Romania led to a quantitative increase in the effectiveness of anti-corruption policy, while reducing its qualitative indicators, reflected in the procedural characteristics of the implementation of anti-corruption policy. Such a ratio of quantitative and qualitative results of anti-corruption policy indicates a certain imbalance in the activities of the structures of the anti-corruption activity system and requires a political adjustment of anti-corruption policy. It has been substantiated that the most important aspect of anti-corruption practices that can be used in Ukraine is the public consensus on the ratio of quantitative and qualitative indicators of the effectiveness and efficiency of the implementation of anti-corruption policy. It is noted that the pursuit of quantitative indicators, however, as well as neglect of them, will inevitably form a public discourse about the organizational necessity / importance of the national system of anti-corruption institutions and the principles of anti-corruption policy.

Using historical-philosophical and historical-cultural material, the authors substantiate the idea that the heuristic potential of knowledge is enhanced by an in-depth analysis of its philosophical foundations. In the process of analysing knowledge in various philosophical traditions, the authors reach an activistic conception of knowledge, which includes freedom as a prerequisite for external and internal human activity. Knowledge doesn’t coincide with the absolute measurement of freedom and at the same time with the factuality of phenomenal being. It realizes itself at the point of unity of these considerations. By analyzing the sensual, empirical, and theoretical measurement of knowledge, the authors conclude that knowledge, as well as its structure, should be considered in a broad methodological and philosophical way, including the dialectic of knowledge and ignorance. Knowledge is related to the system of human activity. This system includes the object, subject, purpose and objectives of study. But the activity system also relates to nature of the operations performed. This nature is connected with the soul of a person, their inner world. The latter has to do with personal knowledge, latent knowledge. The purpose of the study is to analyze scientific knowledge as a prerequisite for discovering the essential powers of the individual.

Despite extensive research on ICT integration among teachers, limited knowledge was given to understand the successful integration of ICT among teachers. For those purposes, a single-case study aimed to explain the successful integration of ICT by teachers into teaching in one national primary school in Malaysia. Data were collected using multi-method of data collection including in-depth interviews, non-participants observations, and document analysis. The results discovered three models that lead to teachers' successful ICT integration in teaching, explaining how the interactions between the contradictions, causes of contradictions, and resolutions of contradictions have hindered or influenced the teachers to integrate ICT in their teaching. The findings indicate the activity system of department and school (prior activities) influencing activity system of the classroom (recent activity), led to the successful integration of ICT by teachers in teaching.

The purpose of the article is to reveal the traditional and modern approaches to the interpretation of the concept of “education” as a pedagogical category. Applying theoretical methods of research such as analysis, synthesis, induction, deduction, abstraction, comparison, generalization, systematization, classification, various scientists' approaches to the grounding of initial theoretical positions, systematization of views and approaches to the clarification of the leading pedagogical category have been considered. It is proved that there are different approaches to determining the essence of the category of “education” in pedagogy, which determines its ambiguity, versatility and heterogeneity of this phenomenon. For some scholars, it is understood as both influence and purposeful management, and as cultivation, and as an attachment to culture, and as a development of the semantic sphere, and as primary socialization. The most traditional is the idea of education as a process in which the leading role belongs to an adult who performs the functions of a caregiver and children are the objects of this upbringing. The modern view of education is based mainly on the progressive ideas of humanization, child-centrism, and the subject-subjective paradigm of upbringing, which treats it as subject-subjective interaction. Generalization of scientific sources indicates that the diversity of interpretations of the phenomenon of “education” is due to the presence of different methodological approaches, concepts of education, scientists and researchers ideas about the formation of personality, the role and place of the teacher and the pupil in education. Therefore, they as a social phenomenon, activity, system, action, value, process, interaction, interpret this concept. The prospects for further research on this problem of the educational theory are seen in the disclosure of concepts such as “the process of education” and “educational process”.

This article presents a structural model of an independent assessment of the educational results of future teachers. The properties, assumptions, and limitations of such a system are highlighted. It is shown that the system of independent evaluation of educational results is a subsystem of the system of higher pedagogical education and should have the properties of objectivity, should be an activity system, be built considering the criterion approach to evaluation, following the principle of cyclicity. The article identifies groups of educational results based on the coordination of competencies and labor actions of a teacher. The form of presentation of evaluation tools is justified. A digital platform was chosen to present the model, the cycles of evaluation of educational results, and the stages of functioning of the model of independent evaluation of educational results, students, and graduates in the field of training “Pedagogical Education” were determined.
