Application the GCC Model for Community Counselors' On-the-Job Training to Promote Career Intervention Skills ─ College Specialty-Oriented Career Planning Skills

This study is an action research, a total of 12 community counselors from the community career counseling center for youth, the Taipei Youth Salon in Taiwan, were chosen as the sample, and these research subjects participated two stages of on-the-job training group. The survey results in the "Satisfaction Survey of Community Counselors Participating in GCC on-the job training group" (5-point scale) where the overall satisfaction on the development group of this study is high (M=4.8 and S=0.26); it was not only improving their career intervention skills, but also very helpful for individual stress relief (M=4.9; S=0.36). It is expected that the GCC model will have a seed effect, and the long-term vision is to use the model to train specialty-oriented career counselors/teachers for "specialty-oriented career planning courses" in higher education.

PENGAWASAN KEPADA KLIEN PEMASYARAKATAN (Tantangan dan Alternatif Penyelesaian)

This study aims to determine the implementation of the supervision of prisoners on parole by the Community Guide. This research used descriptive qualitative method with data collection techniques in the form of observation and supported by literature studies. A prisoner undergoing parole needs to be supervised to ensure that there is no violation of the provisions of the guidance contract agreed upon by the client and the community advisor at the beginning of the mentoring period. Community Advisors as law enforcement officials are tasked with carrying out this supervision. In its implementation, there are several obstacles experienced by community counselors related to the background and competence of officers, high workloads, and coordination between community counselors and law enforcement officials. Community involvement strongly supports the successful achievement of program objectives because parole is implemented in the community. Analysis of the needs of community counselors is also needed to increase the effectiveness and professionalism of officers.

PERAN PEMBIMBING KEMASYARAKATAN SEBAGAI PENEGAK HUKUM DALAM PENCEGAHAN PENGULANGAN TINDAK PIDANA PADA BALAI PEMASYARAKATAN KELAS 1 MAKASSAR

Penelitian ini bertujuan untuk mengetahui peran Pembimbing Kemasyarakatan sebagai penegak hukum dalam melakukan bimbingan terhadap Klien Pemasyarakatan serta mengetahui faktor-faktor penghambat yang dihadapi Pembimbing Kemasyarakatan terkait pelaksanaan tugas dalam hal mencegah pengulangan tindak pidana oleh Klien Pemasyarakatan. Observasi yang dilakukan dalam penelitian ini adalah di Kantor Balai Pemasyarakatan (BAPAS) Kelas I Kota Makassar. Metode yang digunakan penulis adalah pendekatan normatif empiris. Maksudnya pendekatan yang dilakukan untuk menganalisa tentang sejauhmanakah suatu peraturan perundang-undangan atau hukum yang sedang berlaku secara efektif dalam masyarakat mengenai peran Pembimbing Kemasyarakatan sebagai penegak hukum serta mengamati tingkah laku para narapidana dan pembimbing kemasyarakatan di dalam Kantor Balai Pemasyarakatan Kelas I Makassar. Hasil penelitian ini menunjukkan bahwa pelaksanaan peran pembimbing kemasyarakatan sebagai penegak hukum sangat penting dalam pencegahan pengulangan tindak pidana bagi klien yang ditandai dengan berkurangnya jumlah residivis dalam dua tahun terakhir. This study aims to determine the role of Community Supervisors as law enforcers in conducting counseling to Correctional Clients and to find out the inhibiting factors faced by Community Supervisors related to the implementation of tasks in terms of preventing the repetition of criminal acts by Correctional Clients. The observations made in this study were in the Penitentiary Class I Makassar. The method used by the author is an empirical normative approach. The purpose of the approach taken is to analyze the extent to which a statutory regulation or law that is effectively applied in society regarding the role of Community Supervisors as law enforcers as well as observing the behavior of prisoners and community counselors in the Penitentiary Class I Makassar. The results of this study indicate that the implementation of the role of social counselors as law enforcers is very important in preventing the repetition of criminal acts for clients which is marked by the reduced number of recidivists in the last two years.
