Purpose: the aim of the article is to calculate the reduction in transaction costs when transferring purchases to electronic format, as well as determine the potential for digitizing the consideration of all requirements for procurement participants.Methods: the study is based on the conceptual provisions of the institutional economic theory, the use of the system approach methodology, the use of survey research methods, and the generalization of expert assessments. The development of the proposed topic is also based on the use of methods of economic and statistical analysis, scientifc abstraction, comparison and scientifc generalizations.Results: as a result of a detailed analysis, the digital transformation electronic trading platforms into the digital trading platforms was substantiated. The paper also shows the role of electronization and digitalization in reducing transaction costs and time spent on customers. It was revealed that the transfer of authority to the electronic trading platforms not only excludes the possibility of errors, unfair and opportunistic behavior of customers, and as a result – the imposition of fnes, but also reduces the time spent on procurement. The main approaches to improving the contract system, building its digital ecosystem, where the necessary actions are performed by the software and hardware complex, and the contract manager only "accompanies" the purchase, are proposed. The article presents the evolution of the use of digital technologies and the corresponding legal regulation in Russia.Conclusions and Relevance: the use of digital technologies in public procurement is becoming a factor causing changes in the contractual system. The electronic form of trading has brought a new reality, opportunities for digital transformation are opening up. The use of automated counterparty verifcation technologies in the activities of electronic trading platforms is a potential factor in reducing transaction costs. In the future, it is possible to use digital technology “big data”, which helps to identify and categorize the necessary information regarding the availability of experience in the execution of similar contracts.

The article represents a comparative legal study of the specifics of the order of debtor's property realisation in the bankruptcy procedure under the law of Ukraine and Germany through the application of hermeneutic (used in accessing the essence of the legal framework and judicial practice); axiological (in determining the evaluative base) along with phenomenological (and the nature of the phenomena); systematic (modeling of the functioning systems) methodological toolkit. The authors emphasise the importance of legal provisions governing the sale of the debtor's property, due to the natural proximity of this stage of the competitive process to the financial component, which, in turn, is inevitably associated with various abuses. An electronic trading system had been recently introduced in Ukraine, on which therefore many hopes and expectations were relied upon. However, the electronic trading system did not cope with tasks set, and many new problems were added to the old ones. The article states that the existence of problematic issues in the procedure of bankrupt property realisation is confirmed, in particular, by the court practice. However, judicial practice in itself often becomes a source of problems. The article pays special attention to the German legislation, which uses a radically opposite model of property sale in insolvency proceedings. The authors justifiably propose to make certain changes to the Ukrainian legislation, by using the positive experience of Germany. As a result of a comparative legal analysis of the legislation of Ukraine and Germany, the authors provide ways of solving the raised issues in the article. The implementation of the recommendations submitted within this comparative-legal study should improve the quality of bankruptcy proceedings, reduce the number of abuses by insolvency trustees, as well as protect the rights and property interests of competitive creditors and creditors with the right of separate satisfaction

Usaha Mikro Kecil dan menengah (UMKM) are one of the micro businesses that empower home industries. Indonesian UMKMs have a contribution of 15.8% to the global production supply chain at the ASEAN level. The development of MSMEs from year to year is influenced by the use of information technology and information systems. E-commerce is one of the technologies that support the development of SMEs and trade today. The number of Micro, Small and Medium Enterprises (UMKMs) joining e-commerce is increasing. Until August 2021, more than 14 million UMKMs or 22 percent of the total UMKMs have joined the e-commerce electronic trading application. UMKM Waroeng Bu Dhev was established on 27 February 2020 and is located at Bumi Menteng AsriHousing Complex, Jl. Therapy IIa BA 8, RT01/17 Bogor. Engaged in the business of making and selling various foods, such as Lapis Maksuba, Lapis Engkak, Dimsum, Choipan, Pastries, Kastengles, Nastar and so on. Currently, Waroeng Bu Dhev's marketing is still using the traditional method, namely word of mouth. There has been no marketing effort through promotional activities and sales using other media. The purpose of this Community Service activity is to help develop Waroeng Bu Dhev SMEs through e-commerce promotion media, especially in terms ofproduct promotion and sales. The ecomerce design method uses a prototyping software application, namely by involving the user iteratively in each design phase. The e-commerce application built consists of 9 menus, namely: Shop, Update & Promo, Store Location, FAQ, Search Products, Your Account, Your Cart, [email protected], and WHATSAPP.Usaha Mikro Kecil dan menengah (UMKM) merupakan salah satu usaha mikro yang memberdayakan industri rumahan. UMKM Indonesia memiliki kontribusi sebesar 15.8% terhadap rantai pasok produksi global di tingkat ASEAN. Perkembangan UMKM dari tahun ke tahun dipengaruhi dengan pemanfaatan teknologi informasi dan sistem informasi. E-commerce merupakan salah satu teknologi yang mendukung perkembangan UMKM dan perdagangan saat ini. jumlah Usaha Mikro, Kecil, dan Menengah (UMKM) yang bergabung dengan e-commercesemakin meningkat. Sampai Agustus tahun 2021 sudah lebih dari 14 juta UMKM atau 22 persen dari total UMKM, yang sudah bergabung dengan aplikasi perdagangan elektronik e-commerce. UMKM Waroeng Bu Dhev berdiri sejak tanggal 27 februari 2020 dan berlokasi di Perumahan Bumi Menteng Asri Jl. Terapi IIa BA 8, RT01/17 Bogor. Bergerak dalam bidang usaha pembuatan dan penjualan aneka makanan, seperti Lapis Maksuba, Lapis Engkak, Dimsum, Choipan, Kue kering, Kastengles, Nastar dan sebagainya. Pemasaran yang dilakuan Waroeng Bu Dhev saat ini masih melalui cara tradisional, yaitu dari mulut ke mulut. Belum ada upaya pemasaran melalui kegiatan promosi dan penjualan menggunakan media lainnya. Tujuan kegiatan Pengabdian kepada Masyarakat ini adalahmembantu pengembangan UMKM Waroeng Bu Dhev melalui media promosi ecommerce, khususnya dalam hal promosi dan penjualan produk. Metode perancangan ecoomerce menggunakan aplikasi perangkat lunak prototyping, yaitu dengan melibatkan user secara iteratif pada setiap fase perancangan. Aplikasi ecommerce yang dibangun terdiri dari 9 menu, yaitu: Shop, Update & Promo, Lokasi Toko, FAQ, Search Products, Your Account, Your Cart, [email protected], dan WHATSAPP.

Technological developments continue to develop very rapidly, one of which is in the electronic trading system, hereinafter referred to as e-commerce. Along with this, there are concerns from E-Commerce application media users regarding personal data stored by E-Commerce application media companies, so that more specific rules are needed regarding legal protection for E-Commerce application users. The purpose of this research is to further review the rules related to legal protection for users who are affected by the leakage of personal data on E-Commerce media such as based on the agreement in the Terms and Conditions as well as the rules of related laws such as, the ITE Law and its amendments, PP 71/2019 concerning the Implementation of Electronic Systems and Transactions, Government Regulation Number 80 of 2019 concerning Trading Through Electronic Systems, Regulation of the Minister of Communication and Information Technology Number 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The method used in this research is normative juridical research, with a statutory approach. The collection of sources of legal materials, both primary and secondary, is carried out through laws and regulations and all official documents that contain legal provisions and searches related to research results such as journals and the internet.

The development of economies has been significantly hampered by inadequate financing. The introduction of securities exchanges is considered as a key strategy for improving access to financing for organizations. The introduction of electronic trading systems in these markets is meant to enable them take advantage of technology and improve access to financing for listed companies. However, the system may have the adverse effect of increasing the level of stock price volatility. A quantitative study using data collected from the ASE is undertaken here. The increase in price volatility for the industrial stocks in the ASE was not statistically significant. The mean returns for the shares were similar in the period before and after the introduction of the system.  The findings indicate that the electronic system increases the level of transparency in the market and improvement in efficiency is not accompanied by a change in the price volatility. It was expected that the change in market liquidity and portfolio flows would influence price changes in the market. This was not the case and it may be an indication that the level of returns in the market did not significantly increase.The market returns for the stocks of industrial listed companies are calculated. Using independent samples tests, the returns are evaluated for a period of 5 years before and after the introduction of the system.

The rapid growth of online trade leads to a number of problems faced by EAEU member states in the implementation of customs regulation of electronic commerce: reducing the tax base by reducing traditional trade; sending profit fl ows to those countries where the parent companies of online trading platforms are registered; imperfect competition of goods imported duty-free compared to goods produced within the EAEU; the emergence of new security threats due to the actual lack of certification and other restrictions, which actualizes a thorough study of this phenomenon and its timely regulation. The article outlines topical issues of regulating the movement of goods of cross-border electronic trade across the customs border of the EAEU, which make it necessary to amend the Agreement on the Customs Code of the EAEU on cross-border electronic commerce, that is, the content of the draft Protocol on Amendments, according to which "goods for electronic commerce" is understood as goods, acquired by individuals in the framework of foreign electronic commerce, under which, in turn, it is meant to conclude a transaction, one of the parties to which is a foreign economic operator, on electronic trading platforms through the Internet. An analysis of these changes is presented, in particular, the prospect of creating a new legal institution and type of activity in the field of customs regulation — an e-commerce operator, which will provide logistics of operations, as well as ensure interaction with Internet sites and customs, ensuring customs declaration processes. The main requirements for the operator of electronic commerce, the specifics of temporary storage, customs declaration and issuance of electronic commerce goods, the specifics of the application of the customs procedure of the customs warehouse, as well as the procedure for applying customs payments and the prospects for regulating electronic commerce in the EAEU have been determined.

E-commerce is an electronic trading tool where trading transactions, both buying and selling, are carried out electronically on the internet network. The existence of the internet and various technologies in the telecommunication sector have changed many things, one of which is in UMKM. The current owners of UMKM are expected to be able to compete and maintain the continuity of their business by making changes and applications in the technical field. This study aims to analyze the level of e-commerce adoption in culinary UMKM in Karawang Regency. The method used is a qualitative approach by measuring technology, environmental, organizational, and e-commerce adoption variables on the performance of  UMKM. The data collection technique used in this study was probability sampling, with random sampling types, with a total of 70 culinary UMKM in Karawang regency. The results of this study indicate that technology and environmental factors have a positive effect on the adoption of e-commerce so that they can improve the performance of the UMKM in this study.

The object of research is the public procurement system in terms of accounting for the processes of buying (selling) goods (works, services) using electronic communications. A problematic aspect of modern electronic public procurement platforms is the lack of information support for accounting, control and taxation functions. In the context of the development of innovative computer and communication technologies, it becomes possible to integrate various electronic services and electronic communications into the public procurement system in order to automate accounting processes. In the process of studying the prospects for the implementation of a system of public communications with expanded functional capabilities, general scientific empirical, logical and historical methodological methods of cognition of reality were used. The theoretical and methodological aspects of improving the accounting of public procurement in the context of the formation of an innovative electronic platform for business communications were studied on the basis of institutional and innovative methods of scientific research. The paper proposes to place electronic contracts at the heart of the business communications system. A procedure has been developed for business interaction between participants in electronic trading through the mechanism for concluding and executing electronic contracts for the purchase (sale) of goods (works, services). Based on the creation of a system of electronic contracts, it is possible to form a database of credentials. The expediency of using accounting information for the automated implementation of public procurement accounting procedures has been substantiated. The methodology for accounting for the occurrence and repayment of accounts payable and receivable for purchased (sold) goods (works, services), charging and paying taxes and fees, electronic money transactions in various currencies, electronic money and cryptocurrency, the occurrence of credit obligations, calculating the amount of bad debts has been improved. The implementation of a public procurement system with expanded functionality will facilitate the establishment of effective business communications with contractors, the integration of disparate electronic services into a single system. As well as minimizing costs in the process of electronic trading, automating the processing of primary information, optimizing accounting and management processes at the enterprise.
