Middle Castes Against Hill High Caste Political Domination in Nepal: Can Indian Experience Be A Lesson?

This study examines the problems and prospects of middle caste politics in Nepal based on similar political developments in north India. It investigates the processes of middle caste and class formation in the two countries and goes on to examine demography and upper-caste political strategies. Taking the Federal Socialist Forum Nepal (FSFN) and its trajectory as an example of middle caste political formation, it shows that the middle castes are at a disadvantage in Nepal than their brethren have been in north India. FSFN’s new merger with two political parties recently further shows the difficulty of mobilizing a middle caste political force and mounting a sustained challenge against the political domination of the hill upper castes. This paper also analyzes emerging caste relations in contemporary Nepal.

A Kaleidoscopic Gaze of India through Julio Barrenechea’s oeuvre

Latin American intellectuals have included India in their imagination since the advent of Modernism, a turn-of-the-century movement in the early 20th century. Nevertheless, the idea of India in Latin American imagination has been primarily mediated through a rather fixed European lens. Within the body of Latin American scholarly encounters, the works of Julio Barrenechea are worth mentioning. They have not been critically examined extensively in academia. The present study is an attempt to reflect upon the works of the author that resulted from his experiences during his sojourn as the Ambassador of Chile in India. He wrote Sol de la India, which was published in 1969 in New Delhi, during his stay in India. Another work titled La India no misteriosa based on his Indian experience was published posthumously in 1982 in Santiago. The first work is a collection of poems while the latter is in prose. Barrenechea has described with grace and sympathy the spiritual greatness of India but at the same time, he engaged critically with the distressing social and economic realities of the nation. In the present study, the researchers analyze the theme of his works encompassing India, which as such incorporate an essentially “Chilean gaze”.

Of Promises and Discontents: Mapping India's Response to Guaranteeing the Right to Mental Health during the Covid-19 Pandemic

As of 2020, close to 1 billion people are living with mental disorders. The COVID-19 pandemic has revealed and intensified the shortcomings in guaranteeing the right to mental health, particularly of the marginalized. The article discusses the international human rights framework with the endeavour of highlighting the non-derogability of the right and the obligations imposed on States in pursuance of it. By discussing the Indian experience the article exemplifies that, despite greater normative clarity, practice has not been brought into conformity in most States, resulting in pre-existing lacunae being amplified during the pandemic. The article proceeds to outline recommendations for States to consider by treating India as a global reference. The overarching conclusion is that while the pandemic has made it even more apparent that the implementation of the rights-framework is deficient, it has also provided an opportunity to advance which can only be availed by operationalizing this framework.
