Contributions of high technical merit within the span of engineering disciplines; covering the main areas of engineering: Electrical and Computer Engineering; Mechanical and Manufacturing Engineering; Automation and Mechatronics Engineering; Material and Chemical Engineering; Environmental and Civil Engineering; Biotechnology and Bioengineering; Engineering Mathematics and Physics; and Computer Science and Information Technology are considered for publication in this journal. Contributions from other areas of Engineering and Applied Science are also welcomed. The IIUM Engineering Journal publishes contributions under Regular papers and Invited review papers. It also welcomes contributions that address solutions to the specific challenges of the developing world, and address science and technology issues from an Islamic and multidisciplinary perspective.   REFEREES’ NETWORK All papers submitted to IIUM Engineering Journal will be subjected to a rigorous reviewing process through a worldwide network of specialized and competent referees. Each accepted paper should have at least two positive referees’ assessments. SUBMISSION OF A MANUSCRIPT A manuscript should be submitted online to the IIUM-Engineering Journal website at http://journals.iium.edu.my/ejournal. Further correspondence on the status of the paper could be done through the journal website. We acknowledge and congratulate Narra J Co-Editor-in-Chief, Dr. Kuldeep Dhama, as Highly Cited Researcher (HCR) 2021 by Clarivate. Dr. Kuldeep Dhama, is a Principal Scientist at ICAR-Indian Veterinary Research Institute in Izatnagar, India. He is a NAAS (National Academy of Agricultural Science, India) Associate, Fellow-Royal Society of Medicine (FRSM), UK, and has worked as Nodal Officer, WTO, and a member of Wildlife Health Specialist Group (IUCN). His research and teaching experience cover microbiology, immunology, virology, public health, medicine, and biomedicine. He is actively serving as Editor-in-Chief, Co-Editor-in-Chief, Editor, Associate Editor, Guest Editor and Member of Editorial Board for more than 15 scientific journals. Dr. Kuldeep Dhama role as Co-Editor-in-Chief of Narra J will enhance the quality of the Narra J one of the reputable journals in the near future. After 7 years of chairing the Editorial Board of International Journal of High Dilution Research as Chief-Editor, I feel the time has come to renew the journal and prepare it to meet new challenges and advance. I learned a great deal and met many researchers in the last years, and I am very grateful to all those who shared in this task with me: readers, authors, reviewers, editors, in one simple word, my friends! Starting 2015, our journal devoted to High Dilutions will have a new Chief-Editor, Dr. Saurav Arora, from India. Along the next months, we will work together in the preparation of the next two issues (48 and 49), implementation of technical changes and revision of documents and guidelines, as well as the Editorial Board. We will provide more information on Dr. Arora and news about the Journal in the next months! The transition is already under way, I hope it will be as smooth as possible, and that it will be fully supported by the entire community involved in High Dilution research. The present issue brings further news, but from Romania, where GIRI recently organized its XXVIII Symposium and elected its new President, Dr. Stephan Baumgartener (Switzerland). Thus, both GIRI and our High Dilution journal are redefining their structure, which certainly will reflect on the entire scientific community devoted to all aspects of High Dilutions. This is not a “Farewell Editorial”, as I hope I will remained connected to the Journal for many years more! My friends, enjoy this issue!

Abstract Hungary’s University of Public Service and Brill Publishers (Leiden, Holland) staged a joint online event on 3 May 2021 about the reactions of Parliaments as traditional institutions to the fast-changing political, social and economic environment of our age. The conference was occasioned by the launch of the International Journal of Parliamentary Studies. Timed to coincide with the Day of Parliament, the scientific event also commemorated the inaugural session of Hungary’s first freely elected Parliament on 2 May 1990. The conference was moderated by Zsolt Szabó, the new journal’s chief editor, as well as associate professor at the University of Public Service and the Károli Gáspár University of the Reformed Church.

After over seven decades of neuroscience research, it is now well established that γ-aminobutyric acid (GABA) is the main inhibitory neurotransmitter in the brain. In this paper dedicated to Krešimir Krnjević (1927–2021), a pioneer and leader in neuroscience, we briefly highlight the fundamental contributions he made in identifying GABA as an inhibitory neurotransmitter in the brain and our personal interactions with him. Of note, between 1972 and 1978 Dr. Krnjević was a highly reputed Chief Editor of the Canadian Journal of Physiology and Pharmacology.

All papers published in this volume of IOP Conference Series: Earth and Environmental Science have been peer reviewed through processes administered by the Editors. Reviews were conducted by expert referees to the professional and scientific standards expected of a proceedings journal published by IOP Publishing. • Type of peer review: Triple-blind review. The reviewers are anonymous and the authors’ identity is unknown to both reviewers and editors. Articles are anonymized at the submission stage and are handled in such a way to minimize any potential bias towards the author(s). • Conference submission management system: The system was using email correspondence among the conference committee, authors, appointed reviewers, and participants. • Number of submissions received: 23 papers • Number of submissions sent for review: 18 papers • Number of submissions accepted: 18 papers • Acceptance Rate (Number of Submissions Accepted / Number of Submissions Received X 100): 78.26% • Average number of reviews per paper: 2.0 • Total number of reviewers involved: 5 persons • Any additional info on review process: The editors pre-selected manuscripts to send for reviewers based on the scope of the conference. All manuscripts had check similarities index, using Turnitin and accepted manuscripts did not exceed 10% similarity score. The manuscripts then checked by reviewers that have academic status and are scientific experts in their field. The reviewers used the following criteria: relevance to the scope, contribution to science, originality, systematic, and writing accuracy. The reviewers then recommend the papers: accept, accept with minor/major revision, or reject. The committee then sent the papers to authors to revise them accordingly. Revised version was evaluated by the editors and then the editor sent the revised manuscript to the reviewers again for re-evaluation. If required, the review process can be repeated.
