University radio broadcasting, whose first examples in Turkey date back to the 1940s, made its main leap forward with the emergence of private radio broadcasting in the early 1990s and the increase in the number of communication and broadcasting schools at different levels. Largely unable to exist legally except for a few exceptions, university radio stations have had to deal with many problems from the first examples until today. In this study, we conducted in-depth interviews with the representatives and employees of university radio stations affiliated with 34 universities in Turkey. We found that the lack of a legal basis for university radio stations causes various problems in practice. The most important of these problems include the following: first, the practices of frequency allocation and usage fees by relevant authorities are not conducted in compliance with certain standards. Financial return models are rigid and limited; the production efficiency of a radio station is interrupted when university financial support or station management is irregular or insufficient, as well. As a result, employees experience a loss of motivation in the management and content production stages.

The article examines the ethical ideas in the creative heritage of H.I. Chelpanov, a Professor at St. Volodymyr University, a well-known scientist at the time, the founder of scientific institutions, who actively promoted the spread and deepening of philosophical culture among students and popularized topical ethical issues in public. Although the scientist paid more attention to psychology, it goes unnoticed that moral issues remain cross-cutting in all his works: articulation on the basis of ethics for other fields of scientific knowledge is obvious. H.I. Chelpanov's research interest was mainly focused on the problem of free will, which seems to be dominant in his ethical interests and the definition of value foundations in the vision of human life. According to the scientist, justifying the free will of man in a causally dependent world is extremely difficult and, at the same time, extremely important for the recognition of the highest values of humanity. In his view of free will, the decisive factor is not its causality but human responsibility for his\her actions. The solution of the free will problem for H.I. Chelpanov was possible only in the sphere of morality. Only from this position could free will be protected with the preservation of the original content. Because the problem of free will is solved for moral purposes, it can be solved regardless of whether the issue of causality is resolved. Freedom of will, therefore, he deduced from the sense of responsibility. H.I. Chelpanov not only justified the existence of free will, but also reflected on the ways to achieve it, because, in his opinion, freedom of will is not an original gift, but emerges as a result of hard work of the individual, which, in turn, opens opportunities to change and improve the personality, if desired. H.I. Chelpanov was an implacable opponent of the great European "pessimists" – A. Schopenhauer and E. Hartmann, defended the groundlessness of fatalistic predictions about the moral development of both the individual and humanity as a whole.

The article discusses the importance of university clinics and historical aspects of their development both abroad and in Russia. The history of the development of university clinics goes side by side with the development of medical education in general. The concept of university clinics has been laid down since the time of the ancient East. The European stage of the formation of university clinics dates back to the Middle Ages and the Renaissance period. Nowadays, university clinics work according to the model of cooperation between the university and the clinic, or according to the model of integration of the clinic into the university. In Russia, in fact, Peter the First laid the notion of university clinics that facilitated the opening of hospital schools. The importance of combining the educational and therapeutic process is proved. Thus, this combination improves the quality of medical care.
