Existing studies of financing efficiency concentrate on capital structure and a single external environment or internal management characteristic. Few of the studies include the internal and external financing environments at the same time for hydrogen energy industry financing efficiency. This paper used the data envelopment analysis (DEA) model and the Malmquist index to measure the financing efficiency of 70 hydrogen energy listed enterprises in China from 2014 to 2020 from both static and dynamic perspectives. Then, a tobit model was constructed to explore the influence of external environment and internal factors on the financing efficiency. The contributions of this paper are studying the internal and external financing environments, and integrating financing cost efficiency and capital allocation efficiency into the financing efficiency of hydrogen energy enterprises. The results show that, firstly, the financing efficiency of China’s hydrogen energy listed enterprises showed an upward trend during the years 2014–2020. Secondly, China’s hydrogen energy enterprises mainly gather in the eastern coastal areas, and their financing efficiency is more than that in western areas. Thirdly, the regional economic development level, enterprise scale, financing structure, capital utilization efficiency and profitability have significant effects on the financing efficiency. These results can promote the achievement of “carbon neutrality” in China.

The aim of the work was to identify the problems of transition to a new post-industrial - information economy. To analyze and identify problems, the construction of econometric models of extended production functions was used. The main most com-mon reason for the contradictory influence of new information and digital technologies on the economy in the country is the failure of institutions to meet the requirements of the new economic system. Another important reason is the widely used outdated admin-istrative and control style of management, characteristic of the industrial economy, the difficulties in mastering the use of digital technologies by management personnel.


The main specifics of poultry waste management, characteristic of the Russian Federation, have been presented in the article. The goal of the study is to identify problems and ways of processing waste from the poultry farm activities. The situation with waste management has been analyzed in the article, and the specifics of the production activities of the poultry farm have been considered by the example of the largest company in Russia, JSC Roskar. Aside from technological specifics, the methods and processes for processing poultry droppings, the most common in Russia and abroad, have been examined in detail. As a result, the most priority method for processing production biowaste has been defined as incineration to produce a byproduct of biochar; the characteristics of the plant and its features have been defined based on the waste composition and the amount of its formation as a result of agricultural activities.

<pre><em>The industrial sector is one of the leading sector in Boyolali. There are several industrial area in Boyolali, one of them is Teras-Mojosongo Industrial Area. Teras-Mojosongo Industrial </em><em>Area</em><em> has been designated as </em><em>one of a</em><em> national-scale industrial area by the Ministry of Industry which is planned to be completed </em><em>at</em><em> 2016</em><em>.</em><em> </em><em>The development of industrial </em><em>area</em><em> can not be separated from the impact </em><em>to it’s</em><em>  environment</em><em>. Green industry is  a concept of industrial area development to face environmental challenge and global economic crisis. Therefore the concept of green industry should be applied in the development of Teras-Mojosongo Industrial Area. This concern has to increase industrial economic growth and preserve environment. The question on this research is to know the readiness of  Teras-Mojosongo Indutsrial Area as green industry area seen from</em><em> </em><em>characteristic </em><em>(1) </em><em>green plan, </em><em>(2) </em><em>green process,</em><em> (3)</em><em> green management, and</em><em> (4)</em><em> green policy</em><em>. </em><em>This research is a quantitative research using scoring analysis technique</em><em>.</em><em> </em><em>Based on the analysis, </em><em>the result shown</em><em> that the level of </em><em>readi</em><em>ness of </em><em>Teras-Mojosongo industrial area</em><em> as green industry area is close to ready</em><em>.</em><em> </em><em>Therefore some of green industry</em><em> characteristics that need to be</em><em>improved</em><em>, such as green management characteristic and green policy characteristic</em><em>. SUMMARY This study examines whether and how weak internal controls increase the risk of financial reporting fraud by top managers. There is a longstanding debate on whether control strength significantly affects fraud risk, yet little evidence on this issue. Further, there is no evidence on the mechanism linking control strength to fraud risk. We find a strong association between material weaknesses and future fraud revelation. We theorize that this link could be attributable to weak controls (1) giving managers greater opportunity to commit fraud, or (2) signaling a management characteristic that does not emphasize reporting quality and integrity. We find support for the opportunity explanation, but not through specific accounts linked to control weaknesses. Instead, consistent with the PCAOB's assertion, weaknesses in entity-wide controls, not process-level controls, are associated with a higher risk of reporting fraud. JEL Classifications: M41.
