The author reviewed domestic and foreign publications that feature various methods of assessing the performance of municipal authorities, which is the most important criterion for determining the well-being of population. The article introduces an authentic method that relies on the analysis of performance indicators based on the predominance of the achieved values over the average converted values. The method makes it possible to quantify and interpret the level of the so-called "administrative rationality" of municipal self-government bodies. It converts the values of indicators into coefficients (dominance and achievement), elements, and integral values of efficiency. The transformed values are then systematized in the context of economy (assets, budget, wages, etc.) and social components (transport accessibility, land, population, housing, communal services, etc.). A comparative analysis determined the following effective municipal districts of the Kemerovo region: Prokopyevsk, Kemerovo, Novokuznetsk, Yaya, Leninsk-Kuznetsky, and Izhmorka. The new method provides a transparent and objective assessment of municipal management.

The constitutional evolution of the system of state administration in modern Russia is considered based on the theory of treaty state. The system-forming features of the permanent process of separation of powers are the constitutional and monopoly exclusivity of powers. Monopoly exclusivity ensures, on the one hand, the dynamic stability of political systems, and, on the other, generates a unique disproportion based on the independence and self-sufficiency of the branches of government. The main directions of development and signs of separation of powers within the framework of existing theories are highlighted. A tool for analyzing the experience of institutional and organizational transit of the state and municipal management system is developed.

Burnout Narratives of Municipal Management Teams.This study aims to gain an understanding of personal experiences of burnout phenomenon among members of municipal management teams. Fourteen managers were interviewed. Four types of burnout narratives were iden-tified: denier, persevering, recovered and de-fender. These data were analysed using Labov & Walezky’s model of the structural types of narra-tive clauses. The analysis reveals similarities and differences of burnout experiences within each of the identified narrative types. Particularly, the study explores the role of workplace community in burnout recovery.
