Abstract This study measures the technical efficiency of rice farming in Aceh Province, Indonesia. A sample of 5,351 households from the 2017 Household Farming Cost Structure Survey conducted by the Central Bureau of Statistics of Aceh Province, Indonesia were gathered and analysed using the Data Envelopment Analysis (DEA). Three inputs (i.e., number of labour working days, fertilizer, and seeds) and one output (i.e., number of rice harvest) were used to measure the technical efficiency of rice farming in the province. The study recorded a very low average level of technical efficiency either using a Constant Return to Scale (CRS) or a Variable Return to Scale (VRS) approaches. Two inputs were found not optimal for rice farming activities, namely the number of labour working days and the use of fertilizers, while the use of seeds was found optimal. The study suggests that the farmers should use fertilizers proportionately to the land area. The use of agricultural technology should be intensified to minimize the use of excess labour to reduce wage spending.

Changes from agricultural land to non-agricultural land are continuously occurring, especially in areas adjacent to cities. Land changes from agricultural to non-agricultural land will eliminate crops’ hydrological function, impacting rivers, including the Cirasea River. Besides, changes in agricultural land have an impact on the resulting agricultural productivity and income. This study’s main objective is to determine land area changes, productivity, and farmers’ income in 2011 - 2018 in the Cirasea watershed. A literature study was applied to this study. Secondary data were obtained from the Central Bureau of Statistics of Ciparay, Ibun, Kertasari, Majalaya, Pacet, and Paseh Districts, Bandung Regency in Cirasea River Upstream. The study results showed an increase in land area, productivity, and agricultural income for vegetables (75%, 50%, and 68%, respectively) and rice field (16%, 0.32%, and 0.32%). In addition, there was a decrease in land area followed by a decrease in agricultural productivity and income for fruit commodities (-88%, -35%, -33%) and plantations (-97%, -1%, -1%). For eight years, farmers have relied on their income from vegetable commodities in Cirasea Watershed.

Tourism is a prima donna sector that significantly contributes to the people’s economy and Indonesia’s state income. Foreign tourist visits to Indonesia rank fourth in ASEAN, contributing to a GDP of 4.25% (Central Bureau of Statistics of Indonesia, 2020). In 2019, the number of Muslims was 39.8 million, which is the majority, so tourism in East Java is significant to revitalize the concept of “halal tourism”, including for Ponorogo Regency. At this opportunity, the study concentrated on tourism objects in the Ponorogo Regency using the PESTLE method (political, economic, social, technological, legal, and environmental) to identify aspects that can meet the requirements of halal tourism. In general, this is a way of expanding and encouraging East Java Province to become an area capable of implementing halal tourism throughout its Regency by meeting specific criteria set by the Ministry of Tourism of the Republic of Indonesia. The weaknesses and limitations of the study have become a symbol of concern for future improvement. The concept of “halal tourism” is interpreted more broadly in various aspects, not only limited to religious tourism, pilgrimage, or visiting places of worship, but is applied to tourism objects that focus on the sharia process through various aspects. “halal tourism” has excellent potential to be realized, one of which is in Ponorogo Regency.
