Исследуются вопросы ситуативного управления сложными динамическими системами. Анализируются релевантные работы в области ситуативного управления системами защиты. Приводятся результаты разработки алгоритма эффектив -ного управления, позволяющего уменьшать пространство состояний управляемого объекта. Показано, что представленная методика позволяет спрогнозировать количество итераций управления в зависимости от сегмента пространства состояний и выбранного количества переходов. Данный подход позволяет воздействовать на сложные динамические системы в реальном времени, причем затраты на вычислительные мощности системы управления и ее подсистем сокращаются. The issues of situational management of complex dynamic systems are investigated. Relevant works in the field of situational management of protection systems are analyzed. The article presents the results of the development of an efficient control algorithm that allows reducing the state space of the controlled object. The presented technique makes it possible to predict the number of control iterations depending on the segment of the state space and the selected number of transitions. This approach allows you to act on complex dynamic systems in real time, while the cost of the computing power of the control system and its subsystems is reduced. Abstract The aim of the study is to scientifically substantiate the need to use the axiomatic approach when choosing and studying the processes of centralized dispatching control of technological parameters for a complex of flotation machines. During the research, the au-thors performed: comparison of a real object and its properties with the classical control axioms of system analysis; substantiated the use of a hierarchical structure of interrelated technological parameters and their application for situational management. Methods of classical control axioms of system analysis were used for the research. The authors formu-lated the criteria for situational management, the concept of visualization in the dispatching system. The results obtained allow us to assert that the implementation of the Ross-Ashby principle significantly increases the controllability of technological processes with a large number of units and measured parameters.

The peculiarities of the first stage (initiation) of negotiations on the organization of cooperative production of aircraft are considered. It is shown that this stage is characterized by an unacceptably high level of risk, due, on the one hand, the likelihood of significant additional financial costs during the project, and on the other - the loss of potential subcontractors, if no consensus is reached between negotiators. A critical review of existing computerized negotiation support systems was conducted. It is concluded that there is a problem that is insufficient efficiency of the negotiation process at the stage of initiating projects of cooperative production of aircraft due to, including, the lack of specialized computer information support, which in making appropriate decisions would allow to take into account the specifics stage of project initiation, and the subject domain "Cooperative production in aircraft". Based on the specifics of this problem, the purpose of the article is formulated, namely the development of effective means of information support for negotiations on cooperative production at the initial stage (initiation), which will save money, firstly, by reducing the negotiation time, and secondly - reducing irrational decisions that lead to additional costs during project implementation. Based on the specifics of the subject domain, the conclusion is made about the need to develop problem-oriented methodological tools, and on their basis - a specialized software system for decision support (DSS) negotiators in initiating projects of cooperative production in aircraft. As a formal basis for the construction of such systems, it is proposed to use an agent approach with elements of situational management theory. The results of the study are illustrated using conditional scenarios.

Исследованы вопросы создания и развития стратегических конкурентных преимуществ компании, а также использования их для обеспечения устойчивого развития компании в рыночной среде. Изложены научно-теоретические основы разработки стратегии развития, обеспечивающие устойчивое развитие компании в условиях конкуренции. Показано, что основной функцией стратегического управления компанией является создание и сохранение ее конкурентных преимуществ. По результатам обобщения существующих мнений ученых-экономистов на основе системного подхода предложена концепция определения сущности стратегий. На основе методов системного анализа и ситуационного управления установлено, что основные предпосылки успеха компании зависят от того, насколько оперативно компания приспосабливается к изменению окружающей экономической и социально-политической среде. Проанализированы основные подходы к разработке стратегии развития компании, определены и охарактеризованы их преимущества и недостатки. Приведены основные результаты исследования инструментов, которые используются при формировании и развитии конкурентных преимуществ компании. Изучены и раскрыты инструменты дифференциации материальных товаров, производимые и реализуемые компанией, и дифференциации оказываемых услуг компанией, а также инструментов дифференцирования персонала, имиджа компании и дифференцирования издержек. Сформулированы рекомендации к выбору подходов и созданию ценности за счет улучшения имиджа компании и выпускаемых товаров. Результаты исследования могут быть полезными для использования на практике, для создания и развития устойчивых конкурентных преимуществ компании с целью обеспечения ее устойчивого развития. Issues of creation and development of strategic competitive advantages and their use to ensure sustainable development of the company in the market environment are investigated. The scientific and theoretical foundations for the development of a development strategy that ensure the sustainable development of a company in a competitive environment are stated. It is shown that the main function of the company's strategic management is to create and maintain its competitive advantages. Based on the results of generalizing the existing opinions of economists on the basis of a systematic approach, a concept for determining the essence of strategies is proposed. Based on the methods of system analysis and situational management, it has been established that the main prerequisites for the company's success depend on how quickly it adapts to changes in the surrounding economic, socio-political environment. The main approaches to the development of the company's development strategy are analyzed, their advantages and disadvantages are identified and characterized. The main results of the study of the tools that are used in the formation and development of the company's competitive advantages are presented. The essence of the tools for differentiating material goods produced and sold by the company, and differentiating the services provided by the company, as well as tools for differentiating personnel, the company's image and differentiating costs, have been studied and disclosed. Recommendations are formulated for the choice of approaches to creating value by improving the image of the company and its products. The research results can be useful and used in practice to create and develop sustainable competitive advantages of the company in order to ensure its sustainable development.

The problems of organizing medical care in the context of the COVID-19 pandemic, associated with the uncertainty and limitedness of various resources, led to the need to improve decision-making systems for hospitalization of patients. Situational management can improve the decision-making process to fit the current situation better. At the same time, it becomes important to take into account the influence of psychological factors on decisions made during hospitalization. The paper proposes the use of coalition games for situational management during hospitalization of patients. The players and members of the coalition are hospitals, ambulance teams, patients and computed tomography centers. The goal of the game is to form a coalition of participants that provides the maximum benefit in terms of time and cost of hospitalization at the time of decision making. The general scheme of hospitalization, the main sources of information about the situation, the formulation and formalization of the problem are considered. An experiment was carried out in which the formation of a coalition during hospitalization was tested based on data obtained from analyzing the dynamics of the COVID-19 pandemic. Due to the small amount of data and the lack of approved models of the situation development, when carrying out the calculation, some of the parameters were estimated using heuristic models of the development of the situation, based on the analysis of information from open sources of information. The experiment result contains a set of coalitions that provide the maximum benefit under the specified constraints. At the same time, the calculation time of the coalition game allows using the proposed model of decision-making support during hospitalization in the dispatch service of ambulance stations.

The processes of information support of situational management of infocommunication networks in the conditions of influence of external disturbances are considered in the work. The expediency of using the mathematical apparatus of information theory for the analysis of processes of control of parameters of infocommunication networks is substantiated. It is shown that periodic multiple sequential control of the parameters of the infocommunication network provides determination of the state of the network under the influence of external interference and the probability of its transition to a new state in the near future. The entropy of the controlled process changes with changing quantization step and multiple successive measurements. It is noted that in the case of periodic multiple consecutive control, the object is constantly in transition in terms of information. The entropy value of an object can be considered determined only for some short periods of time between measurements or when information about the object is not received. An important condition for improving the quality of control is to reduce and completely eliminate delays in the information process.

The scheduled preventive system of weapon maintenance and repair currently in use in the Armed Forces of the Russian Federation does not adequately correspond to the engineering level of modern multifunctional technical systems. This maintenance and repair system allows assessing the technical condition of multifunctional technical systems with the established diagnostic level, but does not allow predicting their short- and medium-term technical condition. As a result, there is a lack of complete information on the actual technical condition of multifunctional technical systems, which increases the risk of their inoperability at the time of intended use. In addition, the inability to predict the operability of multifunctional technical systems prevents timely detection and anticipation of failures and malfunctions. This leads to unplanned inoperability by reducing the alert readiness rate, and as a consequence, to significant corrective and preventive maintenance costs. Analysis of the technical conditions of multifunctional technical systems shows that the existing preventive maintenance and repair system makes it increasingly more difficult to ensure the required level of the specified operational and technical characteristics. The development and implementation of built-in automated control and diagnostic systems can provide numerical values of multifunctional technical system parameters in real time, to objectively assess their actual technical condition and predict the technical condition for a certain period of operation. These circumstances objectively raise the issue of improving the existing preventive maintenance and repair system and developing an individual system for sustaining the operational readiness of multifunctional technical systems. This paper presents the conceptual foundations of operational readiness of a multifunctional technical system based on the individual assessment of the technical state of its components and adaptive-situational management of the readiness sustainment process. The proposed approach is based on the creation of an individual technical state model for a multifunctional technical system, assessing and predicting its technical state, and adjusting the readiness sustainment program through adaptive situational management. The proposed approach ensures the required level of readiness and reliability of multifunctional technical systems operating in a dynamically changing environment.

Introduction. An important step in the development of our country's economy and world activity in general is the digitalization of production and economic processes. Historically, we live in a digitalization`s period. It is necessary to take into account the company`s scope, including the financial capabilities. The purpose of the paper is to study the digitalization`s development in the enterprise and its impact on the economy. Results. In the article presents the main software products for processing financial and accounting information in an enterprise. The computers structure use by Ukraine`s industry is given. An example of digitalization management of leading foreign companies is given. The author's vision of solving the problem of the digitalization`s development at the enterprise is presented. It is global and inclusive. Enterprises working on the introduction and development of digitalization of the following software products:ITSM 365, IntraService, vsDesk, OMNITRACKER, OTRS, Alloy Navigator, Alloy Navigator, ITMan, Pyrus Service Desk, 1С:ITIL. Foreign and large Ukrainian companies use: SAP, Project Expert, EViews. The highest mobile average of employees using computers, in% of the total number of employees in 2019 compared to 2018 in the transport`s scope, households, postal and courier activities increased оn 33 267 people or 6,5 %. Conclusions. Summarizing the results of the digitalization's study of the enterprise, we can following conclusions, namely: today's transformation processes are a driving force in the development of innovation and strategic planning. Of course, enterprise`s situational management with the use of the latest technologies is the development not only an individual enterprise, but also the whole of the country`s economy. The important factor in economic`s development is digitalization, which has penetrated into all spheres of the public life. On the digitalization`s development in our country are influencing hostilities and pandemic. These factors lead to a reduction in expenditures from the state budget. The government and local authorities need to seek help from developed countries, grants.

Abstract Background The COVID-19 pandemic is a serious threat to public health worldwide. Therefore, a coordinated global response is needed to prepare health care systems to face this unprecedented challenge. Proper human resource management can increase nurses’ productivity and quality of care. Therefore, the present study aims to explore the nursing managers’ perception of nursing workforce management during the outbreak of COVID-19. Methods This is a qualitative study with conventional content analysis using Granheim and Landman approach. In this study, 15 nursing managers were selected by purposeful sampling method. Data were collected using in-depth semi-structured interviews. Ethical considerations were applied to all stages of the study. In this study, MAXQDA software version 10 was used to help manage the data. Results 66% of the participants (10/5) were female. The mean age of participants was 44 years, mean work experience of 19 years, and mean management experience of 9 years. Three categories and seven sub-categories emerged from the data analysis: 1) management of workforce recruitment (volunteer workforces, non-volunteer workforces), 2) management of workforce arrangement (flexible work schedule, rearrangement of the workforce), and 3) management of workforce retention (preventive measures, motivational measures, and psychological support). Conclusion Management in critical situations requires the use of flexible and situational management principles to recruit, arrange and retain workforce, and also to compensate for the lack of manpower.

The article is focused on the principles of situational management, situational centers in man-agement systems, the legal basis of the creation and functioning of the system of public authori-ties’ situational centers. The paper addresses the following issues of the theory of the security and defense sector situational management construction (SDC): foundations, means and tech-nologies of situational management, the necessity to use situational centers (SC) in manage-ment, the concept of the creation of a SCs network, features typical for the SC of public authori-ties of the security and defense sector. The practice of situational management creation is shown on the example of the Basic Modeling Complex (BMC). The paper describes the re-quirements and decisions regarding the organizational and functional structures that were taken into account when creating the complex. The features of the creation of the general structure of the BMC and the composition of the set of means for its automation have been analyzed, and «Assessment of risks and threats to the security and defense sector» and «Support for the work and interaction of officials of situational centers in decision-making» models have been de-scribed. The structure and mathematical methods used for the operation of models have been revealed. To sum up, the use of methods and systems of situational management, which com-bine technologies to support decision-making, storage, processing, concentrated display and presentation of information, radically changes the principles of analysis, discussion and solu-tion of large-scale and complex management problems. SCs of state authorities of Ukraine, the creation of which has recently intensified, should be integrated into a united network of the SCs of the SDS. The requirements for the integration, including requirements at the level of infor-mation exchange, must be taken into account.
