The main purpose of the article is to reconstruct the history of sports politicization, by which the authors, in accordance with the position of Norbert Elias and Pierre Bourdieu, understand the special practice of competitive games that arises in the states of the modern era. In this sense, the beginning of modern sports is the second half of the 19th century. The article demonstrates that throughout its development, sport goes through a complex evolution from the form of the embodiment of the power of the national state to the concept of sports outside politics, which is currently collapsing under the influence of explicit and hidden practices of the repoliticization of sports. Special attention is paid to the history of the fight against racism in sports, which in the 21st century is becoming a space for the realization of political interests, the hidden form of which is the practices of the Black Lives Matter (BLM) movement.

The purpose of this study is to study the research potential of the phenomenological approach in the social sciences, which emerged in the first half of the XX century as a critique of the dominant method of logical positivism at that time. The following scientific approaches and methods were used in the article: the method of analysis, description and comparison, as well as the phenomenological approach. The author has made an attempt to prove the significance of phenomenology in the social sciences by means of comparison as a way not only to describe facts, but also to explain motives and unobservable meanings. According to the results of the conducted research, the author comes to the conclusion that the solution of urgent problems of society through the practical application of the acquired knowledge about society is possible only if the phenomenological method is actively applied in such a scientific and practical discipline as public administration. This will help to overcome the bureaucratization of the civil service, the isolation of the state administrative apparatus from real social problems, as well as to involve the population itself in the process of public administration, establishing feedback.

The purpose of the article is to clarify the place and role of the decree in the general course of the political process and highlight its direct consequences for the fate of the CPSU and the USSR. The scientific literature on the topic is analyzed. It is concluded that scientists draw a direct connection between the final events of the history of the USSR – Yeltsin's decree about departisation, degradation of the CPSU, resistance to the Emergency Committee and the liquidation of the CPSU / USSR. The author describes the stages of the personnel actions of Gorbachev and Yeltsin. In his opinion, the nomenclature system was expected: «construction» of the elite (1985–1987), elections in the party (1988–1990), elections in the state (1989–1990), decree about departisation (1991). The decree is seen as the final stage in the denationalization of the party. The CPSU, having lost power and property, ceased to be a state. The content of the decree, the behavior of political actors in connection with its adoption and the political consequences of the decree are considered. In conclusion, it is concluded that the decree was a domino effect, a provocation to the instant collapse of the USSR.

The purpose of the article is to consider the influence of the processes of digital transformation of society on the change of the model of power and public communications. The positions and arguments of technological optimists and alarmists on the prospects for the development or involution of democracy in the context of further digitalization are considered. Scenario variants of the political consequences of the "digital revolution"are presented. A special place is given to the analysis of the discourse, catalyzed by anti-covid events, around the problem of a new type of totalitarianism. The author, pointing to the opportunities of digitalization that are favorable for the development of power and public relations, also notes the risks associated with it for the political sphere. As a result of the research, the author suggests two main directions of digital transformation in the field of political communication in the medium term: 1) creative, enhancing the effectiveness of dialogue communications between the authorities and the public (including through the implementation of the national project "Digital Economy of the Russian Federation"), 2) destructive, forming the language of hostility in society and the activity of anonymous political trolls that generate conflict.

The purpose of the article is to determine the influence of the socio-economic and socio-political situation in the Orel region on the level of social tension. The research methodology is a sociological analysis of the respondents' answers about the socio-economic and socio-political situation in the region, as well as the level of social tension using two-dimensional analysis and correlation tables. As a result, the importance of conducting monitoring sociological studies of the main indicators of the social development of the region has been substantiated. It was revealed that the population of the region believes that the state of affairs in the economic sphere in the region is much worse than in the country as a whole. Despite the fact that the majority of respondents note an improvement in the political situation in the region, the fact that every third resident of the region declares that it has deteriorated is quite alarming. The authors come to the conclusion that dissatisfaction with the socio-political and socio-economic situation directly affects the civic position of the population, affects the growth of social tension. It is summarized that social tension is a complex multifactorial phenomenon that cannot be interpreted unambiguously. Therefore, to monitor it, constant research should be carried out.

This article is devoted to identifying and characterizing the threat to national security of Russian Federation in the context of a hybrid war. The main aim of the study is to assume that the huge problem for national security of Russia today is the threat of a hybrid nature. This paper proposes the author's classification of hybrid threats, which made it possible to distinguish five functional groups of threats («triads») ‒ in the spiritual and socio-cultural, military-political, economic, information and international legal spheres. The specificity of the «triads» is that each of the three elements of the «triad» is capable of producing the appearance of the second and third elements of the «triad» and maintaining their activity. A variant of ranking «triads» according to the level of their threat intensity is presented, the rates of their intensification in the short term were determined. According to the author's conclusions, the synchronous activity of the «triads» creates a synergistic effect, exerting a complicated negative impact on the state of national security of Russia. The novelty of the research, the results of which are presented in the article, are the classification of hybrid threats and the verbal model of the functioning of the «triads» of threats. The findings of the study can contribute to the development of effective techniques and strategies for countering hybrid threats to national security of Russia.

The purpose of the article is to present an analysis of modern global political processes characterized by the unipolarity of the destruction of the former world system. The current situation of political transit is assessed as a failure of technologies of controlled chaos and transition to a state of turbulence. The basic approach of the research was the methodology of world-systems analysis. The article provides arguments that substantiate the systemic nature of the crisis of the World Center, the problematic nature of the restoration of the unipolar system of the world order. Four scenario perspectives of further development of the world political process are considered: 1. restoration of the leadership legitimacy of the World Center; 2. change of the core of the world system; 3. transition of a state of chaos to a global catastrophe; 4. the establishment of a system of a multilateral world of civilizations. It is indicated that the West-centered world-system has paradoxically diverged at some stage from the values of the Western civilization itself. And it is obvious that the transition to a multilateral world should be linked to the basic civilizational values of the world-systems, their differences from the values of other communities. As a result, practical recommendations are presented for the activity steps of building a system of multilateral world order as a desirable prospect for overcoming the state of turbulence and preventing a new geopolitical hegemony.

The purpose of the article is to consider the competence capabilities of MFC specialists that require structuring in a professional standard, aimed at increasing satisfaction with the implemented policy of providing public services to the population. The article focuses on the results of a survey of MFC employees, aimed at determining the factors that, according to respondents, form the professional standard of a specialist in a multifunctional center. The authors believe that structuring of a professional standard can act as an innovative mechanism for shaping public opinion in politics. Public opinion, aimed at assessing the quality of interaction with the authorities and the provision of services to the population, can not only reflect the massive satisfaction of the needs of the population, but also take into account the point of view of the current employees of multifunctional centers. Using the self-assessment methodology in the context of an “inside look”, MFC specialists objectively assess their own competence capabilities; identify professional problems, gaps, weaknesses, which should be addressed by additional professional education. In the first part of the article, the authors analyze various mechanisms for shaping public opinion that are often used in modern political science. The second part of the article presents the results of a survey of current MFC employees. Based on the analysis of the survey results, the criteria for the professional standard of an MFC specialist were formed, which include: 1) awareness, that is, understanding the need to implement a professional standard; 2) the range of the most significant competencies of an MFC specialist; 3) a system of individual and personal qualities that form the professional efficiency of employees.

Currently, the analysis of the causes and consequences of differences in territorial systems (municipalities, regions) by individual social, demographic and economic indicators, as well as by the totality of their interaction, is becoming more and more significant and relevant. Achieving sustainable and integrated development of rural areas is an important task of state and municipal administration. In the study, the authors focus on the effectiveness of public administration in terms of meeting the needs of the population of rural areas, and describe the tools that provide a link between the basic conditions and the final result of management decisions. The basis of the analytical study was the degree of satisfaction of the population of the municipalities of the Novgorod region with the set of implemented measures in the context of the program of integrated development of rural settlements. The authors used the approach of constructing structural groupings to characterize and justify the composition of the municipalities of the Novgorod region in the directions (spheres) and the degree of actualization of needs. The article presents the results of the ranking of municipalities in the region in order to determine the most significant territories for the implementation of the measures of the integrated development program. Thus, the authors touch upon the aspect of assessing the potential of the territory to improve the effectiveness of using public administration tools.
