Neste artigo buscamos investigar a ação pedagógica desenvolvida pelas cooperativas de crédito rural do sistema Associação das Cooperativas de Apoio a Economia Familiar - ASCOOB, no Território do Sisal, tendo em vista a perspectiva da transformação social e a construção do desenvolvimento camponês. Apesar das contradições identificadas ao longo da pesquisa, é possível afirmar que a criação das cooperativas de crédito solidário no referido território foi fundamental para o acesso ao crédito por parte dos agricultores historicamente excluídos pelo sistema tradicional bancário. Entretanto, com base na perspectiva do materialismo histórico-dialético, não se pode afirmar que o acesso ao crédito, por si só, pode criar as condições necessárias para a transformação social desse território. Observa-se que o cooperativismo de crédito solidário no Território do Sisal avançou, mas dentro do limite das contradições do Estado, estabelecido pela modernização conservadora, vivida pelo país nas últimas décadas. A partir destes pressupostos apontamos os desafios postos à educação dos trabalhadores, na perspectiva de desenvolver projetos com potencial de transformação social.

Purpose – The purpose of this study is to examine the demand for credit and credit rationing conducted by formal, informal and emerging microfinance lenders in the four poor counties of China. Design/methodology/approach – This paper extends the existing studies on credit rationing in rural China by comparing the determinants of credit rationing by three different lenders, the formal lenders rural credit cooperatives (RCCs), the informal lenders and the new microfinance institutions (MFIs). Findings – MFIs are capable of reaching out to the even poorer households if they develop the loan products based on the income and expenditure flows of these households. Research limitations/implications – The determinants of credit rationing by three types of institutions are estimated separately. Practical implications – RCCs in China shall change their policy of discrimination against female-headed households. RCCs shall also simplify the loan application procedures and assess the clients based on their repayment capacities rather than the age or assets alone. RCCs could learn from MFIs to use incomes from migrant workers as a criterion to assess the loan applicants. Social implications – gender equity for loan access. Originality/value – This paper extends the existing studies on credit rationing in rural China by comparing the determinants of credit rationing by three different lenders, the formal lenders (RCCs), the informal lenders and the new MFIs.

The rural credit cooperative is an important part of financial system in China. The jot credit provided by rural credit cooperative serves as an important financial tool for its members. The reformation of rural credit cooperatives on 2014 has further strengthened the important of jot credit in Hebei province, China. However, there are problems in the jot credit as shown by the increasing income gap between the rich and poor. This warrants a study to unveil the problem of rural credit cooperative’s jot credit and suggestions to improve the jot credit. Using the case of Xin le Shijiazhuang, Hebei province, this paper aims to explore the rural credit cooperative’s jot credit problem and suggest potential solutions. Results reveal that there are high demand for loan among the peasants. However, the tedious application procedure, rigidity in the duration and terms of loan, are the problems that discouraging jot credit usage among the peasants. It is suggested that the scope of service, duration and terms of loan to be expanded to meet the diverse needs of peasants. In addition, the nimble rate should be implemented on the jot credit by stages. The jot credit is the new direction of the credit business development. Peasants have high enthusiasm in repayment and the non-performing loan is in a downward trend. Meanwhile the jot credit, to certain extent, still has some problems to be tackled.Keywords: Rural Credit Cooperative; Jot-Credit Problems; Xin Le Country.
