The global economic trends and the winds of technological change have elevated the status of integration between industry and education for innovation and entrepreneurship to that of being a national strategic priority of China. However, for a long time prior to that, the many differences between the industrial and educational systems have caused a rift between education for innovation and entrepreneurship and professional education, a profound disconnection between professional education and the local industries, and the subsequent disinterest of entrepreneurial mentors. In this paper, we analyze the status of education for innovation and entrepreneurship in Chinese technical universities. It is pointed out that technical universities should deepen the integration between the industry and education for innovation and entrepreneurship in order to mitigate the imbalance between the supply side of the higher education talent training and the demand side of industrial development. It is also argued that technical universities should change their talent training paradigm, which includes a makeover of the organizational structure and of the curricular system, as well as make amends in the innovation ecosystem with respect to the organization of incubation platforms and of teacher–student teams, in order to promote national and regional economic development, as well as social progress. A method to evaluate the performance of the education for innovation and entrepreneurship in Chinese technical universities, based on specific performance indicators including patents filled, publications, awards in competitions, and acquired funding and on certain non-specific ones including organizational arrangements and satisfaction rates, is presented and then applied to the specific case of the Changzhou Institute of Technology.

The changes in international competitive environment and the adjustment of national industrial development strategy have put forward new requirements for the education of industrial design. Industrial design is the research on design knowledge. It includes systematic explicit knowledge and empirical tacit knowledge. The education of design is about the transfer and accumulation of this specialized knowledge. By using SECI model of knowledge transformation and creation proposed by Ikujiro Nonaka and others, this article analyzes four processes of knowledge transformation, the platform of knowledge transformation (“Ba”) and knowledge assets. It studies the educational mode of the School of Industrial Design at Georgia Institute of Technology. From basic professional education, to department-level studio courses and university-level laboratory research, to the completion of industrial design education, professional knowledge is built up through the whole process, thus a virtuous cycle of professional education ecosystem is established. It is hoped this will bring useful experience to the education of industrial design in China.

The Program “Educational and pedagogical paradigm shift in theory and practice” is implemented in Applied Research Implementation of Transformative Digital Learning in the Doctoral Study Program “Pedagogy” in Latvia (DocTDLL). This program is developed in cooperation with University of Ontario, Institute of Technology, Canada (EILAB) which is appropriate for implementation in higher education of Latvia and help to develop theoretical basis and practices of tertiary pedagogy. Transformative Digital Learning (TDL) transforms higher educational practices from: authoritarian instruction to democratized learning, individualistic learning to socially distributed and tool-mediated, knowledge building, a mechanism of the status quo to a catalyst for social progress, offer a truly novel approach to the theory of teaching and education, introduce new methodology and practical techniques to learners of all ages. The discourse changes concepts of education because technologies change the learner, ‘what how’ of this process, democratizes learning, communication, cooperation, interpersonal relationships and emphasizes the presence of moral values in education (Mykhailenko, Blayone, Žogla Ļubkina, 2019); Žogla, Prudņikova Mykhailenko,2019; Žogla, Ušča, Kijaško,2019).The purpose of the article is to analyse main results of approbation for the Program “Educational and pedagogical paradigm shift in theory and practice” for further investigation by the above mentioned project.

Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

This paper analyzes the extension of the right to secondary education in Brazil. Currently, the debate on secondary education has been intensified in civil society highlighting the problem of the reason of its precarious offer, not to mention a significant proportion of young people and adults who have not finished this level of schooling. Opinions vary on how the offer to secondary education should be held: while a minority believes that schooling should be humanistic and scientific; others support integrated education with a technical certification. Others advocate the separation of secondary professional education. This myriad of projects and programs has invaded the educational systems and schools, a portrait of public action in the education area, divided between republicans and private interests, in the context of disputes between the process of democratization and modernization, guided by the excellence of the performance of the institutions and students. This paper has an essay character produced within the research ‘Innovative High School Program: working conditions and teacher education’ with CNPq funding and during the post-doctoral studies conducted at the École Normale Supèrieure de Lyon/France, with CAPES financial support.

Demand for computing resources in high energy physics (HEP) shows a highly dynamic behavior, while the provided resources by the Worldwide LHC Computing Grid (WLCG) remains static. It has become evident that opportunistic resources such as High Performance Computing (HPC) centers and commercial clouds are well suited to cover peak loads. However, the utilization of these resources gives rise to new levels of complexity, e.g. resources need to be managed highly dynamically and HEP applications require a very specific software environment usually not provided at opportunistic resources. Furthermore, aspects to consider are limitations in network bandwidth causing I/O-intensive workflows to run inefficiently. The key component to dynamically run HEP applications on opportunistic resources is the utilization of modern container and virtualization technologies. Based on these technologies, the Karlsruhe Institute of Technology (KIT) has developed ROCED, a resource manager to dynamically integrate and manage a variety of opportunistic resources. In combination with ROCED, HTCondor batch system acts as a powerful single entry point to all available computing resources, leading to a seamless and transparent integration of opportunistic resources into HEP computing. KIT is currently improving the resource management and job scheduling by focusing on I/O requirements of individual workflows, available network bandwidth as well as scalability. For these reasons, we are currently developing a new resource manager, called TARDIS. In this paper, we give an overview of the utilized technologies, the dynamic management, and integration of resources as well as the status of the I/O-based resource and job scheduling.

In general, modernization in India follows the general laws of the formation transition: Individualism builds up pressure on collectivism in all areas of society, while the process of individualization of the individual intensifies. However, the dualism of structure-forming ties in Indian society leaves its mark on said process. Neither individualism, nor collectivism can prevail. There is a dynamic balance: Individualization of the individual occurs within the framework of collectivism, but for how long can this go on? Everything depends on the resource of collectivism, which is far from exhausted. In the study the author captures the reader’s attention on three points. First: the radicalism of modernizing transformations must correlate with the degree of society’s readiness (otherwise, even the most “progressive” reforms can be rejected by society). Second: of multiple modernization options, democratic is the most important for the destinies of the country and people, nationwide (it provides the least painful path of development, it is accompanied by the expansion of human rights and freedoms, and it helps to improve the lives of ordinary people. And the third: the importance of the personality type for the historical development of society requires a steady increase in the status of a person. Therefore, human rights movements, which are considered marginal in some countries, should be recognized as the most important system-forming factor in social progress. The legal base and the real scope of human rights, the tasks of human rights movements are becoming important indicators of the maturity of the country’s civil society in the depth of modernization.
