Given the negative demographic trends and the aging of labor resources in most regions of Russia, it is important to curb educational migration away from them. The study of the mechanisms of professional self-determination of schoolchildren goes beyond pedagogical tasks in the field of public administration and regional economy. Psychological mechanisms of career choice and educational strategy building were widely studied during the twentieth century, but the question of the influence of social conditions in a particular region on the professional self-determination of young people remains poorly understood. Solving the problems of professional self-determination of schoolchildren requires the synthesis of personality-oriented and socially-oriented pedagogical approaches. The article examines the factors that determine the professional self-determination of school graduates and analyzes the conditions and patterns of schoolchildren’s professional selfdetermination, together with the potential of their influence on educational strategy by regional universities. The research hypothesis is that, when providing pedagogical support for professional self-determination of pupils, it is necessary to take into account both their personal characteristics and individual motives, as well as socio-economic factors that determine the choice of educational strategy. The research used comparative analysis, classification, generalization, an inter-disciplinary review of literature and socio-economic statistics, a sociological survey, and expert assessments. The main results are the description of models of professional self-determination of school graduate based on their awareness, values, self-efficacy assessment, and the justification of the principles of career guidance. A survey of school graduates in the Ulyanovsk region in 2018-2019 (n=2075) showed that a significant number of graduates lacked professional plans and knowledge about regional universities and universities in other cities. The study revealed the professional interests of school graduates and their plans for educational migration from the region. School graduates did not justify their choice of a career and educational strategies by their professional interests, but rather on their desired standard of living upon graduation. It established that the quality of education at the university is not a determining factor for potential applicants. As actors in the regional educational space, professional education organizations can have a greater impact on the processes of professional self-determination of high school students. The results indicate the importance of regional socio-economic conditions for professional selfdetermination of school graduates, their educational strategy and choice of university. The study confirmed that their professional self-determination follows the principles of the Social Cognitive Career Theory.

Introduction. Student migration exists over the whole period of society development and by the second half of the 20th century it is becoming a mass social phenomenon. A constant society complication under influence of information technologies gives student migration other forms. Considering the fact that student migration is a component part of unified educational process, its separate stages make actual differentiation of migrant students mobile behaviour, including localization of living environment, educational institution, educational activities and the interactive nature of training. The objective of the article is to attempt to explicate the phenomenon of student migration in the field of social philosophy, to consider its accompanying positive and negative aspects in the prism of distant context. Materials and Methods. The methodological basis of the study is interdisciplinary approach which allows to distinguish and describe the relationship of the phenomenon under study. Solution of research problems was provided by critical analysis intercomplementary methods and by interpretation of social reality phenomena based on the dialectic idea of removing the one-dimensionality of cognition of the globalizing educational space. The Results. The peculiarity of student migration was revealed consisting in 1) in the restriction of free movement in space; 2) in the forced relocation to the virtual reality of the digital format, which caused the imaginary territorial mobility; 3) in the weakening of direct contact with the host educational environment, leading to dissonance with the existing state of things; 4) in strengthening the cross-border nature of education, which allows to expand international cooperation with different countries. Discussion and Conclusions. Expected effect of student migration distant forms realization consists in a new interpretation of the subject of the universal, changing the attitude to migration. The media resonance that occurs everywhere contributes to the formation of prerequisites for a positive perception of the image of a migrant. Academic mobility caused by today’s modification of reality, was determined by the digitalization megatrend of educational institutions, which affected all aspects of life. Remote technologies have mitigated the problem of migrants’ adaptation to another cultural environment, neutralized the consequences of socio-cultural stress, which is usually experienced by the subject of both external and internal migration. Practical experience of remote forms realization of work with the subject of educational migration has shown the indisputability of universal involvement in the movement to a new type of knowledge production, the most important role in which is played by pragmatic situativeness and the powerful presence of digital environment tools.

Recently, Europe is witnessing a transformation in the political system, concerning right-wing populist movements, around the claim that a massive influx of migrants within its territorial borders undermines the sovereignty of the nation-state. This transformation has led to issues of economic inequalities, loss of cultural identity, and influence in voting patterns. Considering the unfolding situations, we ask: What is the effect of educational migration on economic growth and social development before, during, and after the Covid-19 pandemic? How will the current political transformation processes affect educational migrants in the post-Covid-19 pandemic in Europe? Using the systematic review methodology, the authors sort to perform a comprehensive literature search; complete a critical appraisal of the individual studies gathered; and combine the valid studies using appropriate statistical techniques. The research affirmed a case that Education could not ignore politics. We perceive it will shape populist motives on educational migrants in post-pandemic Europe. Teachers with so-called migration backgrounds are often assumed to possess higher intercultural competencies or skills for more adequately dealing with migration-related diversity than other teachers. However, these assumptions of higher intercultural competencies, specific pedagogical orientations and attitudes have rarely been systematically empirically examined. On the other hand, such a utilitarian ethnicization is increasingly criticized by migration researchers in educational science in Germany as furthering stigmatization and deprofessionalization. Against this background, our paper aims to contribute to the lively discourse about teacher with so-called migration backgrounds. We start with analysing teacher data from the German National Education Panel Study (NEPS). Our analyses indicate that teachers with and without so-called migration backgrounds do not differ significantly in most respects. These findings led us to methodological considerations with regard to the (non-)usefulness of the statistical category of ‘migration background’ in educational migration research.

The article presents the results of a study on educational migration management policies in the countries of Latin America and the Caribbean (LAC). The main task was to systematize the state policy measures of the countries of the region in this area and classify countries into groups of exporters and importers of educational services, as well as countries with a neutral policy in the field of regulating educational migration. The paper analyzed four groups of tasks set by countries that attract educational migrants, and identified one additional, comprehensive goal for the development of national higher education systems. In accordance with the level of development and their political priorities, the LAC countries are also evaluated in terms of the compliance of the applied measures with the initial tasks that they set for the policy in the field of educational migration. The article substantiates the approach to the policy of stimulating educational emigration from developing countries as an import of educational services and draws conclusions about the feasibility of developing systems for evaluating the effectiveness of expenditures on the implementation of state policy in the field of educational migration management.

With the development of globalization, the trend of getting education in foreign universities is increasing among young people. In modern realities the issue of regulating educational migration in the Republic of Kazakhstan is becoming the most acute. However, educational migration today has an impact on the state in several areas: the economy of states, foreign and social policy. And this influence is not always positive. The trend of educational migration of Kazakhstanis abroad carries the risks of a brain drain, since many young people after completing their studies in foreign institutions are in no hurry to return.
