The analysis of higher education (HE) inRussiafocuses on the complicated issues of the relationships between higher education institutions (HEIs) and provincial cities. The authors characterize different typologies of Russian HEIs and cities. It is suggested to distinguish between the HEIs related to the core of HE, semi-periphery, and to the periphery. The situation of peripheral HEIs that are located mainly in provincial cities seems to be the most complicated. Recently, about 300 HEIs and more than 800 branches of universities, a significant part of which belongs to the peripheral group, ceased to exist autonomously. Today the fate of some other provincial HEIs is yet to be defined. Meanwhile, the future of the young people is also tied to the HEIs’s destiny as well as the future of the cities’ population, where they are located. The analysis of the materials based on the authors’ empirical research conducted in the Ural Federal District (UFD) revealed that the elimination of autonomous universities, their transformation into branches and weakening in such a way of the HE in the medium, big and even large cities of the Russian province lead to stagnation and depression of these cities. One of the main factors of this situation is the mass educational migration of young people. The study discusses certain ideas for positive solution of these problems regarding the relationship of provincial Russian universities and cities, which could lead to their preservation and development.

The aim of the study is to determine the role of intercultural competence in the adaptation process of foreign students studying at Russian universities. The research is based on the author's model of intercultural competence, the main components of which are intercultural stability, intercultural interest, the lack of ethnocentrism and the management of intercultural interaction. The sample of the study consisted of 291 foreign students from Turkmenistan studying at universities in Kazan, Saratov, Penza, Rostov-on-Don, Khabarovsk, 291 students (48.5% — Women, average age is 22 years). We showed that intercultural com petence is a significant predictor in the adaptation of foreign students. We revealed different contribution of intercultural competence components to the effectiveness in the adaptation of foreign students. Among the components of intercultural competence only intercultural stability directly affects sociocultural adaptation. The absence of ethnocentrism reduces the effect of culture shock when a student enters a new cultural environment, but increases the success of his/her adaptation in this environment only together with intercultural stability. Two other components of intercultural competence: intercultural interest and the management of intercultural interaction have an impact on the successful adaptation of foreign students not directly, but through the activation of the desire to interact with Russian students and to increase the self-esteem in the effectiveness of intercultural communication with them. In turn these mediators are directly related to both psychological adaptation and intercultural stability. Thus we revealed the mechanism of intercultural competence influence on the adaptation of foreign students. The obtained results can be used to predict the adaptation of foreign students and to reduce the possible risks of their maladjustment in a new culture.

In the modern world, educational migration is gaining in scale, and the list of countries attractive to foreign youth is also expanding. Leading universities, included in various rankings, implement many educational programs aimed at attracting foreign students. For Russia, increasing the number of foreign students in universities is one of the priority tasks set in the National Education Project. In this work, based on data from the Ministry of Science and Higher Education of the Russian Federation, as well as data from Rosstat, we analyze the dynamics of the number of foreign students from a number of Asian countries in Russian universities. It is shown that over the past ten years, the number of foreign students studying in Russia for undergraduate and graduate programs has doubled. This became possible both thanks to the active work of universities in positioning Russian educational programs, and thanks to a number of interstate agreements that allow foreign students to receive education in Russia for free. And, although the main potential for attracting foreign students is still concentrated in the CIS countries, Russia has good chances of increasing flows of educational migrants from the countries of the Asia-Pacific region, including China, Japan and Vietnam. We are formulating a number of proposals that can help increase the attractiveness of Russia for students from these countries.

The relevance of the study is due to the fact that in terms of the development of academic mobility processes, it is necessary to develop linguo-cultural content that reflects the need-motivational sphere of foreign students, as well as the implementation of the developed content, taking into account the multiculturalism of Russian universities. Besides, it is recognized that in the multicultural university environment, a foreign language culture for a foreign student acts in two ways: as a culture of the target language country, on the one hand, and as a culture of the educational environment of a Russian university, on the other hand. The empirical part of the study was carried out on a sample of 42 foreign students from Russian universities. Students were interviewed through a questionnaire to identify as follows: the attitude of foreign students towards the discovery of Russian culture and learning the Russian language; difficulties in learning the Russian language; their awareness of the qualities that characterize personal effectiveness of language training. It was revealed that foreign students recognized the wealth and beauty (42.9%), the uniqueness of the Russian language and culture (38.1%), the importance of the Russian language as a means of intercultural communication (23.8%). The absolute majority (95.2%) of foreign students experience difficulties in mastering the grammatical structure of the Russian language. As for personal qualities, the students revealed those that are interconnected with the features of national identity and allow foreign students to adapt to the Russian educational environment and reality. Based on the data obtained, it was concluded that the complexity of educational activities served as a guideline in the teacher’s actions in solving problems of mastering a foreign language and culture by foreign students, preserving the national identity of an individual, and training his/her for intercultural communication in a multicultural world space.

The deteriorating demographic situation, the growing risks of “personnel shortage” pose threats to the sustainable geo-economic development of Russia. One of the promising sources of replenishment of the country’s labor potential can be educational migration, in particular, immigration of foreign students. The obvious advantage of foreign students over other categories of migrants determines the problem of attracting foreign students to Russian universities with their subsequent integration into Russian communities. This requires a detailed analysis of the learning processes of foreign students, analysis of patterns, factors influencing the migration choice. This article aims to highlight the spatial structure and territorial features of student immigration in Russia. The research information base is built on the basis of official statistics data for 2008–2020. The article presents new empirical data characterizing the main features of the formation of the immigration educational flow in the countries of origin, the dynamics of the distribution of foreign students in the regions of the country. Analysis of the dynamics of the number of foreign students demonstrates their widespread and significant growth, which allows us to consider Russia as a promising country—an exporter of higher education services. The main factors determining the influx of foreign students into the country are geographic location, geopolitical interests, demographic and economic inequality. The main countries-suppliers of foreign students are states that are part of post-Soviet integration associations or located in zones of Russian influence, as well as those with excessive demographic potential. There are noticeable in-country disparities in the distribution of foreign students: the highest concentration is observed in the Russian capitals (Moscow and St. Petersburg), Tatarstan, large South Siberian centers (Novosibirsk, Tomsk), the smallest—in the national formations of the country, with rare exceptions. The spatial features of student immigration in Russia are reflected in cartographic materials.
