Introduction. The relevance of the research is due to the modern transformation of the institute of state youth policy, the change in its functions, and the need to reflect on the results of outgoing forms of administration and work with youth. Based on the conducted research, the article assesses the satisfaction of young people with the organization of the main measures to support all of their life strategies implemented by the governing bodies in the field of state youth policy. Materials and Methods. The results of a survey of young people aged 16 to 30, conducted in the Belgorod Region in 2020-2021, were used as the research materials. Based on the developed tools, including using online forms, 866 respondents were interviewed; students and working youth were interviewed through a street survey. The uniformity of diagnostics for each life strategy made it possible to obtain a comparative evaluation matrix in all areas of the state youth policy. Results. Regional Russian youth have given a reflexive assessment of the key problematic points in the implementation of the state youth policy and youth support; their interest in and the potential of involvement in activities and projects related to youth issues have been revealed. A map of youth satisfaction with the activities proposed by the governing bodies in the field of the state youth policy has been drawn. Discussion and Conclusion. The youth satisfaction with the situation that exists today in the field of state youth policy management is assessed as quite low, which makes it possible to conclude that the proposed measures are insufficiently effective and to raise the question of proposing new formats and strategies for developing work with youth. Sorghum is one of the most important food crops globally, which has become the fifth food crop after wheat, rice, corn, and barley. Sorghum has excellent potential to be developed in Indonesia because it has wide adaptability, especially on dry land, and produces high productivity. This study aims to determine the possibility of sorghum plants in Lamunde Village, Tinondo District, East Kolaka Regency. The population in this study were sorghum farmers, totaling 25 people, using the method census or saturated sampling, which took the entire population as a sample so that 25 people were obtained as research samples. Data analysis used SWOT analysis using IFE (Internal Factors Evaluation) Matrix, EFE Matrix (External Factors Evaluation), and IE Matrix (Internal External). The results showed that the strategy that needs to be applied for sorghum farmers in seeing the potential for the development of sorghum plants in Lamunde Village is a strategy of concentration through vertical integration. Growth through engagement can be achieved through vertical integration by taking over the function of suppliers, namely sorghum farmers, or by taking over the tasks of distributors, namely buyers of sorghum production, either in the form of wholesalers or collectors and companies.

In the past decade, resilient cities (RCs) have gained extensive attention in academic and political debates as a vision of urban futures. In particular, with the support of the Rockefeller Foundation’s Resilient City 100 Program (RC100), a number of cities worldwide have pushed this concept forward from theory to practice through their RC plans/strategies. However, there is widespread doubt regarding how much this holistic idea of the future built environment contributes to urban practice. After developing a scoring evaluation matrix based on the synthesis of existing RC assessment frameworks, this review scrutinizes the plans, reports, city leaders’ speeches, official websites and academic reviews of five representative resilient cities and investigates their motivations, planning and achievements. The results demonstrate a huge theoretical and practical gap in RC: while RC plans attempt to expand as comprehensively as possible from cities’ initially narrow motivations, their achievements in implementation are limited. Although RC provides more holistic solutions to the cities, the limited resources mean that cities have to prioritize their urgent issues in their everyday practice. This paper calls for designating more feasible and specific features in RC visions and maintaining regular alignments from planning to actions in future RC practice.

AbstractThe Sinian gas reservoir in the Sichuan Basin has the potential for natural gas exploration and development. Production prediction and risk quantification are important in planning of natural gas resources. Ultimate recoverable reserves (URRs) of Sinian gas reservoir are estimated. Hubbert and Gauss models are used to predict the growth trend of production in the gas reservoir. Based on the prediction results, the Monte Carlo simulation is used to calculate the probability of production realization. The evaluation matrix of risk level is established by using indices of production realization probability and dispersion degree for assessing the risk level of natural gas production. The results show that: (1) compared to the Hubbert model, the production prediction results of the Gauss model have higher accuracy. The Sinian gas reservoir will reach peak production of $$\left( {140 - 285} \right) \times 10^{8} {\text{m}}^{3} /{\text{a}}$$ 140 - 285 × 10 8 m 3 / a in 2036 and will have stable production from 2032 to 2040. By the end of the stable production stage, the URR exploitation degree is about 60% and (2) the Monte Carlo method can be used to obtain the production realization probability for each year. The risk level evaluation matrix can be established by taking the probability of realization and the dispersion degree as evaluation indices, which can provide the systematization of the risk levels. The study can help to better understand the guiding significance for the natural gas exploration and development.

Introduction. In modern conditions, the problem of setting the criteria for evaluating the effectiveness of the form tutors’ activity is becoming relevant in virtue of the importance of education and the absence of a unified methodology and techniques for evaluating the efficiency of the form tutor’s activity. The purpose of the study is to develop and substantiate the criterial framework for evaluating the efficiency of the form tutor’s activity. Materials and methods. A total of 230 form tutors from educational organisations representing 7 regions of the Russian Federation took part in the survey. The service record of 54% of the respondents was over 20 years, 30% – 11 to 20 years and 16% – less than 10 years. Methods: the key theoretical methods were system analysis, synthesis and generalisation of scholarly literature on the problem of developing the criteria and efficiency parameters of the form tutor’s activity, modelling the criterial framework of evaluation. The following was used as the main empirical methods: questioning of form tutors, method of observation, expert examination of the developed criterial framework. Results. A criterial framework for evaluation of efficiency of the form tutor’s activity, based on the selected theoretical and methodological foundations, was developed, being structured as three blocks: personality, process and efficiency. Certain criteria and of efficiency indicators were selected for each block with regard for the key invariant directions of the form tutor’s activity: work with the learner’s personality, learners’ stream, parents, subject teachers, social partners. It was revealed as a result of the empirical research that the most important component in the developed criterial framework, according to 41% of the respondents, is the efficiency block; it is followed in importance by the process block (39%) and the personality block (20%). The necessity to include invariant directions of the form tutor’s activity in each block was noted by 75% of the respondents. The rating results on the each block criteria showed that 67% of the respondents noted the foremost importance, when considering the processual aspect, of the criterion “Organisation and facilitation activity aimed at education and socialisation of learners in cooperation with all actors of the educational process” (KP-4); when considering the personality aspect, 75% of the respondents placed the criterion “Competence in organisational and pedagogical support of educational process” (KL-4) at the top. When assessing the criteria of the efficiency block, the respondents’ rating showed that 72% and 87% of the form tutors placed the criteria “level of cohesion of children’s team, parents, teachers, the staff, the level of development of children and adult community” (KR-6) and “level of learners’ mature experience as based on the system of values inherent in a Russian citizen” (KR-7), on the first place. Conclusions. The obtained results confirm the importance and necessity of creating a criterial framework that acts as an evaluation matrix of the form tutor’s activity efficiency. The personality, processes and efficiency aspects forming its basis take into account the complex of the form tutor’s invariant activity. The further research will be connected with the creation of methods for assessing efficiency of the form tutor’s activity and those related with automation of this process.

Abstract: In the present era, the population of people living in cities and the number of vehicles on the road is growing by the day. The necessity to govern lanes, thruways, and streets has become a significant concern as the urban population and, as a result, the number of vehicles has grown. Today's traffic framework places minimal emphasis on real-time traffic conditions, resulting in inefficient traffic management systems. Therefore, to overcome such limitations or drawbacks of the present system, the current research proposes a smart and efficient traffic management system that can analyze real-time traffic and take appropriate action. This is achieved by the application of an image processing technique, that would capture the real-time pictures of the paths to compare with the reference image of the path. The evaluation matrix is created to decide the amount of time each light must be on. In addition, an evaluation matrix is created. The purpose of the evaluation matrix is to determine how long each light must be turned on. The MATLAB 7.8 was used to perform the study.
