The aim of this paper is to establish exponential mixing of frame flows for convex cocompact hyperbolic manifolds of arbitrary dimension with respect to the Bowen–Margulis–Sullivan measure. Some immediate applications include an asymptotic formula for matrix coefficients with an exponential error term as well as the exponential equidistribution of holonomy of closed geodesics. The main technical result is a spectral bound on transfer operators twisted by holonomy, which we obtain by building on Dolgopyat's method.

<p style='text-indent:20px;'>Let <inline-formula><tex-math id="M1">\begin{document}$ \mathscr{M} $\end{document}</tex-math></inline-formula> be a geometrically finite hyperbolic manifold. We present a very general theorem on the shrinking target problem for the geodesic flow, using its exponential mixing. This includes a strengthening of Sullivan's logarithm law for the excursion rate of the geodesic flow. More generally, we prove logarithm laws for the first hitting time for shrinking cusp neighborhoods, shrinking tubular neighborhoods of a closed geodesic, and shrinking metric balls, as well as give quantitative estimates for the time a generic geodesic spends in such shrinking targets.</p>

We generalize work by Bourgain and Kontorovich [On the local-global conjecture for integral Apollonian gaskets, Invent. Math. 196 (2014), 589–650] and Zhang [On the local-global principle for integral Apollonian 3-circle packings, J. Reine Angew. Math. 737, (2018), 71–110], proving an almost local-to-global property for the curvatures of certain circle packings, to a large class of Kleinian groups. Specifically, we associate in a natural way an infinite family of integral packings of circles to any Kleinian group ${\mathcal{A}}\leqslant \text{PSL}_{2}(K)$ satisfying certain conditions, where $K$ is an imaginary quadratic field, and show that the curvatures of the circles in any such packing satisfy an almost local-to-global principle. A key ingredient in the proof is that ${\mathcal{A}}$ possesses a spectral gap property, which we prove for any infinite-covolume, geometrically finite, Zariski dense Kleinian group in $\operatorname{PSL}_{2}({\mathcal{O}}_{K})$ containing a Zariski dense subgroup of $\operatorname{PSL}_{2}(\mathbb{Z})$.
