SDg Target 6.a is dedicated to 'expanding international cooperation and capacity-building support to developing countries in water- and sanitation-related activities and programmes, including water harvesting, desalination, water efficiency, wastewater treatment, recycling and reuse of technologies'. We argue that this Target and its Indicator do not currently provide means to verify whether or not Member States have the necessary human resources capacities to improve the baseline related to water targets. We propose to develop an additional indicator, SG Indicator 6.a.2, dedicated to assessing human resources needs to reach sustainable, full water and sanitation coverage.
