School Leadership and Management

This paper reviews systematically literature on school leadership in the context of Indonesian education from 2004 to 2019. Its purpose is to investigate major issues which exist in the school leadership practices in Indonesia and propose some sustainable solutions so that educational policymakers, stakeholders and scholars can improve their awareness and knowledge of school leadership. Eight core international EDLM (educational leadership and management) journals were used as the source of the literature. Additionally, a high-quality journal with the indexation of Scopus and Social Sciences Citation Index, Asia Pacific Journal of Education (APJE), was included. The literature search yielded 16 articles that were reviewed. This study reports several crucial issues that need to have serious attention paid to them, including a lack of capacity to lead and manage schools, insufficiency of published studies, and the inappropriateness of principal selection processes. The suggested solutions for these problems consist of developing principal training centres in all the provinces of Indonesia, conducting more collaboration with overseas scholars, and improving principal selection procedures. Contributions for theory, practices and further study are provided.

Many theories and definitions regarding the concept of Leadership and Management appear in modern literature, as well as interpretations, references to specific characteristics and related topics. This fact shows that over time, a significant effort has been made to clarify the various dimensions of the concept of Leadership and its distinction from the concept of Management. The whole research activity gradually contributed to the development of an important framework in which various and remarkable theoretical models were developed, in parallel with the broader research that has been developed in the field of "human resource management", intending to study leadership styles and managerial behaviors to which they are connected. Many researchers agree that the position of traditional management is completely taken over today by Leadership, which is a complex but flexible, dynamic and at the same time creative resource management process. As has been observed, each new form of Leadership, developed during the 20th century, took into account the effectiveness of the previous one, both in theory and in practice. In this chapter, through three indicative sections, emphasis is placed on the clarification of the concepts of Leadership and Management, concise, conceptual approaches to Leadership Theories and Management Models are developed. Finally, reference is made to the modern, leading role of the School Principal. Purpose – The purpose of this paper is to present the results of a piece of research concerning the time management of Cypriot primary school principals. Time management refers to the interrelation of five independent variables: the various tasks principals perform, their frequency, the degree of accomplishment of those tasks, the use of time management techniques and time management style (from monochronic to polychronic). Design/methodology/approach – Quantitative methods were used (questionnaire) together with qualitative methods (observation, interviews, collection of artifacts), in order to obtain richer, deeper data and view multiple angles of the same phenomenon. Findings – The results of cluster analysis indicated three different time management profiles/types of principals: The Centralized Monochrons, the Procrastinative Managers and the Decentralized Polychrons. One basic conclusion is that the principals who adopt the practices of the Decentralized Polychrons manage better their time. Practical implications – The three time management profiles of principals are described, analysed, and discussed in order to reach conclusions about the selection, training, and placement of school principals. Through the description of the everyday practice of Cypriot principals useful information concerning school leadership and management are also provided. Finally, the conclusions of this research may prove useful for principals, because they are provided with the opportunity to rethink and evaluate their own time management and effectiveness of their daily practices. Originality/value – The creation and description of the three time management profiles is the main contribution of this piece of research, since there are not any time management types-profiles registered in the bibliography, which were produced with the use of scientific instruments and procedures.

This study determines the extent to which the relationship between teacher perceptions of effective of school leadership and management in developing organizational learning and Mathematics and Science teachers’ academic optimism of Junior High School in Pangkal Pinang District. This study uses a quantitative approach with the descriptive correlational method and multivariate analysis. The number of samples is 60 teachers. The instrument is self-administered and Likert scale model survey. Results of hypothesis testing showed positive and significant relationship between teacher perceptions of leadership and management of school practices in developing an organizational learning and academic optimism of teachers, while the context have both positive and negative correlation with teacher academic optimism. Keywords: organizational learning, self-evaluation, academic optimism

<p>This research focuses on school leadership in the Vietnamese context, particularly the Confucian-influenced context within Vietnamese cultural boundaries. Confucian values are believed to be the significant and dominant value structure within Vietnam, therefore this research seeks to understand how Vietnamese school leaders exercised leadership within the construct of a Confucian discourse. It examines how the exercise/practice of four leadership functions (exercising power, building relationship, making decisions, and conflict solving) are influenced by Vietnamese cultural values. A qualitative research approach was applied for this phenomenological interpretive study. Four methods of data collection were adopted, consisting of interviews (individual and focus-group interviews), observations, document analysis and questionnaires. School leaders and teachers, drawn from three case study schools were invited as participants. The findings suggest that, although Confucian thought has waned in the contemporary Vietnam, Confucian values are still reflected in participants' perceptions about school leadership and in the manner of everyday leadership and management practices, particularly in the four pre-defined leadership functions. Confucian authority chains, seen as the paternalistic culture of obedience and respecting authority, have transferred into contemporary Vietnamese school leadership and management. These are preserved and reinforced by the political and administrative structures and contemporary leadership practices. A reconceptualised model of có uy leadership is offered, together with suggestions for leadership effectiveness based on Confucian values within a Vietnamese context.</p>
