A New York Times editorial in 1925 began with these words: "The human cost of poverty might have been the title of a report recently issued by the Children's Bureau of the United States Department of Labor." The editorial concluded with the words: "It is unfortunate that reports of this sort receive so little distribution. "A thorough knowledge of the causes of infant mortality', it is well stated in the introduction, "is the first step toward their complete control.' "2 The editorial was referring to the remarkably thorough investigations of infant mortality in eight cities, the combined results of which were analyzed by Robert Morse Woodbury.3
