<p>With the rapid development of current information science technology and computer network technology, online education has become an important learning direction for current learners. Online education is gradually becoming personalized, intelligent and professional, especially based on the development of streaming media technology. Under this premise, let the traditional text browsing and downloading technology be replaced. At present, people can use interaction to complete the sharing of information, video, audio and other resources, which also provides a huge space for the development of streaming media technology. At the same time, due to the continuous development of streaming media technology, great changes have taken place in the construction of my country’s online education resource environment. Streaming media technology can not only be used for the transmission of network information, but also enable learners to exert greater initiative in the online learning process. The right to make the interaction between teachers and students more real-time and effective, which can effectively improve the efficiency of learners. Therefore, the research work of establishing a network teaching resource system based on the development of streaming media is very important.</p>

Rapid development of the Internet, to provide streaming media business emergence of soil to grow, with the updated development of streaming media technology, it security problems more and more attention. In view of the breadth of media stream data storage and transfer, and easy features, making it more vulnerable to damage and attack, and the entire process has had to face very large data flows. Therefore, encryption of digital images and video special research is necessary on the issue.

With the rapid development of modern science and technology, all kinds of computer network and multimedia technology has entered the field of education and teaching system. Network based on Web technology has become the focus of educators. How to construct optimized network teaching evaluation system is the hot topic in the current. This paper firstly analyzes the operation of file in the operating condition of ASP, and the three layers structure of ASP.NET2.0 is analyzed. Based on this, it proposes to use B/S structure mode to construct the network teaching evaluation system. While it realizes the optimization of data operation on the Web server, we can solve the interface problem of query through the interface of IShufeichaxunDAO. The demand of teaching evaluation of Web pages is realized by using streaming media technology. Finally, it carries out the simulation testing of hardware and software of the system by applying the LoadRunner8.0. And the experimental results show that the system is stable, and has strong practicability.

Information is a valuable commodity, but only if it is shared. Through diversified technologies, the dissemination of information has been made possible for a number of government organizations around the world, but for some, developing efficient and effective e-government systems poses a variety of unique challenges. Key demographic and economic variables, such as income, education, language, human resources and lack of appropriate products and robust regulatory frameworks for information and communication technologies (ICTs) drive the policy questions surrounding electronic commerce in government operations. These variables are important because they are the most likely to have a differential impact on the consequences of delivering new and progressive ICTs to various segments in developing countries. Described and discussed are the advantages and limitations of streaming media technology, a form of new ICT, and the comparative benefits it has in both developing and developed countries. Indian and Northern Affairs Canada (INAC) serves as a point of reference, as for the role and impact ICT-specifically streaming media–can play-within a government sector. With limited resources,INAC, a Canadian federal government department, has improved access to information and enhanced communication by successfully executing streaming media technology in-house. The implementation of streaming media technology at INAC has resulted in a fundamental transformation in the nature of information and communication exchange within the organization.
