The article reviews proposals to create a United Nations standing armed force as opposed to a rapid reaction force. In either case, to play its optimal role in the future of peacekeeping operations, the U.N. will have to face up to new demands, beyond those contemplated in 1945. Given the resistance in Iraq that has surprised two major powers (the United States and the United Kingdom), it is plausible that a truly collective effort by the U.N., even at higher costs in people and finance, merits serious consideration in order to secure peaceful lives in the world.

For the conventional fixture, it is usually less able to adapt to the changes of the size and the shape of the workpiece, but the modern mechanical products requires the update speed must be very fast, so the claming devices in machine tool have to have the increasing rapid-reaction capability. In order to meet this need in an economical way, the innovation idea of the rapid reconfigurable fixtures based on eccentric-cams have been introduced; the working principles and the calculating formulas of the devices are then given out. Through the analysis of the limit locations, the merit of strong adaptability to the size of the workpiece is found out. Furthermore, the components in these fixtures can be reused in different occasions conveniently, so this idea provides one economical method for the short delivery time in big production. Compared with the combined fixes, the rapid reconfigurable fixtures are more flexible and more economical.
